Abstract: Human–carnivore conflict is manifested in the death of humans, livestock, and carnivores. The resulting negative local attitudes and retribution killings imperil the future of many endangered carnivores. We tailored existing management tools to create a framework to facilitate the selection of actions to alleviate human–carnivore conflict and applied the framework to the human–tiger conflict in the Bangladesh Sundarbans. We identified potential actions that consider previous management efforts, local knowledge, cost‐effectiveness, fieldwork experience of authors and project staff, previous research on tiger ecology by the authors, and recommendations from human–carnivore conflict studies in other countries. Our framework includes creation of a profile to improve understanding of the nature of the conflict and its underlying causality. Identified actions include deterrents, education, direct tiger management, and response teams. We ranked actions by their potential to reduce conflict and the monetary cost of their implementation. We ranked tiger‐response teams and monitoring problem tigers as the two best actions because both had relatively high impact and cost‐effectiveness. We believe this framework could be used under a wide range of human–wildlife conflict situations because it provides a structured approach to selection of mitigating actions.  相似文献

Riparian seeps have been recognized for their contributions to stream flow in headwater catchments, but there is limited data on how seeps affect stream water quality. The objective of this study was to examine the effect of seeps on the variability of stream NO3‐N concentrations in FD36 and RS, two agricultural catchments in Pennsylvania. Stream samples were collected at 10‐m intervals over reaches of 550 (FD36) and 490 m (RS) on 21 occasions between April 2009 and January 2012. Semi‐variogram analysis was used to quantify longitudinal patterns in stream NO3‐N concentration. Seep water was collected at 14 sites in FD36 and 7 in RS, but the number of flowing seeps depended on antecedent conditions. Seep NO3‐N concentrations were variable (0.1‐29.5 mg/l) and were often greater downslope of cropped fields compared to other land uses. During base flow, longitudinal variability in stream NO3‐N concentrations increased as the number of flowing seeps increased. The influence of seeps on the variability of stream NO3‐N concentrations was less during storm flow compared to the variability of base flow NO3‐N concentrations. However, 24 h after a storm in FD36, an increase in the number of flowing seeps and decreasing streamflow resulted in the greatest longitudinal variability in stream NO3‐N concentrations recorded. Results indicate seeps are important areas of NO3‐N delivery to streams where targeted adoption of mitigation measures may substantially improve stream water quality.  相似文献

ABSTRACT: The primary objective of this study was to perform a cost‐benefit analysis of maintaining the current level of water quality in the Catawba River basin. Economic benefits were estimated using a stated preference survey method designed to value respondents' willingness to pay for a management plan to protect water quality in the Catawba basin over time. From the surveys conducted with 1,085 area residents, we calculated an annual mean willingness to pay of $139 for the management plan, or more than $75.4 million for all taxpayers in the area. Over the five‐year time horizon in which respondents were asked to pay for the management plan, this resulted in a total economic benefit of $340.1 million. The Watershed Analysis Risk Management Framework model was used to estimate the amount of management activities needed to protect the current level of water quality in the basin over time. Based on the model results, the total cost of the management plan was calculated to be $244.8 million over a ten‐year period. The resulting cost‐benefit analysis indicated that the potential benefits of this management plan would outweigh the costs by more than $95 million.  相似文献

Abstract: The hydrologic performance of DRAINMOD 5.1 was assessed for the southern Quebec region considering freezing/thawing conditions. A tile drained agricultural field in the Pike River watershed was instrumented to measure tile drainage volumes. The model was calibrated using water table depth and subsurface flow data over a two‐year period, while another two‐year dataset served to validate the model. DRAINMOD 5.1 accurately simulated the timing and magnitude of subsurface drainage events. The model also simulated the pattern of water table fluctuations with a good degree of accuracy. The R2 between the observed and simulated daily WTD for calibration was >0.78, and that for validation was 0.93. The corresponding coefficients of efficiency (E) were >0.74 and 0.31. The R2 and E values for calibration/validation of subsurface flow were 0.73/0.48 and 0.72/0.40, respectively. DRAINMOD simulated monthly subsurface flow quite accurately (E > 0.82 and R2 > 0.84). The model precisely simulated daily/monthly drain flow over the entire year, including the winter months. Thus DRAINMOD 5.1 performed well in simulating the hydrology of a cold region.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00523.x Abstract: Dam removal is a promising river restoration technique, particularly for the vast number of rivers impounded by small dams that no longer fulfill their intended function. As the decommissioning of small dams becomes increasingly commonplace in the future, it is essential that decisions regarding how and when to remove these structures are informed by appropriate conceptual ideas outlining potential outcomes. To refine predictions, it is necessary to utilize information from ongoing dam removal monitoring to evolve predictive tools, including conceptual models. Following removal of the Brownsville Dam from the Calapooia River, Oregon, aquatic habitats directly below the dam became more heterogeneous over the short term, whereas changes further downstream were virtually undetectable. One year after dam removal, substrates of bars and riffles within 400 m downstream of the dam coarsened and a dominance of gravel and cobble sediments replaced previously hardpan substrate. New bars formed and existing bars grew such that bar area and volume increased substantially, and a pool‐riffle structure formed where plane‐bed glide formations had previously dominated. As the Brownsville Dam stored coarse rather than fine sediments, outcomes following removal differ from results of many prior dam removal studies. Therefore, we propose a refined conceptual model describing downstream geomorphic processes following small dam removal when upstream fill is dominated by coarse sediments.  相似文献

Across the western United States, environmental water transaction programs (EWTPs) restore environmental flows by acquiring water rights and incentivizing changes in water management. These programs have evolved over several decades, expanding from relatively simple two‐party transactions to multiobjective deals that simultaneously benefit the environment and multiple water‐using sectors. Such programs now represent an important water management tool and provide an impetus for collaboration among stakeholders; yet, most evaluations of their effectiveness focus exclusively on environmental outcomes, without adequate attention to impacts on other water users or local economies. To understand how these programs affect stakeholders, a systematic, multiobjective evaluation framework is needed. To meet this need, we developed a suite of environmental and socioeconomic indicators that can guide the design and track the implementation of water transaction portfolios, and we applied them to existing EWTPs in Oregon and Nevada. Application of the indicators quantifies impacts and helps practitioners design water transaction portfolios that avoid unintended consequences and generate mutually beneficial outcomes among environmental, agricultural, and municipal interests.  相似文献

Apparent competition is an indirect interaction between 2 or more prey species through a shared predator, and it is increasingly recognized as a mechanism of the decline and extinction of many species. Through case studies, we evaluated the effectiveness of 4 management strategies for species affected by apparent competition: predator control, reduction in the abundances of alternate prey, simultaneous control of predators and alternate prey, and no active management of predators or alternate prey. Solely reducing predator abundances rapidly increased abundances of alternate and rare prey, but observed increases are likely short‐lived due to fast increases in predator abundance following the cessation of control efforts. Substantial reductions of an abundant alternate prey resulted in increased predation on endangered huemul (Hippocamelus bisulcus) deer in Chilean Patagonia, which highlights potential risks associated with solely reducing alternate prey species. Simultaneous removal of predators and alternate prey increased survival of island foxes (Urocyon littoralis) in California (U.S.A.) above a threshold required for population recovery. In the absence of active management, populations of rare woodland caribou (Rangifer tarandus caribou) continued to decline in British Columbia, Canada. On the basis of the cases we examined, we suggest the simultaneous control of predators and alternate prey is the management strategy most likely to increase abundances and probabilities of persistence of rare prey over the long term. Knowing the mechanisms driving changes in species’ abundances before implementing any management intervention is critical. We suggest scientists can best contribute to the conservation of species affected by apparent competition by clearly communicating the biological and demographic forces at play to policy makers responsible for the implementation of proposed management actions. Biological invasions and habitat alteration are often detrimental to native species, but their interactions are difficult to predict. Interbreeding between native and introduced species generates novel genotypes and phenotypes, and human land use alters habitat structure and chemistry. Both invasions and habitat alteration create new biological challenges and opportunities. In the intensively farmed Salinas Valley, California (U.S.A.), threatened California tiger salamanders (Ambystoma californiense) have been replaced by hybrids between California tiger salamander and introduced barred tiger salamanders (Ambystoma tigrinum mavortium). We conducted an enclosure experiment to examine the effects habitat modification and relative frequency of hybrid and native California tiger salamanders have on recruitment of salamanders and their prey, Pacific chorus frogs (Pseudacris regilla). We tested whether recruitment differed among genetic classes of tiger salamanders (hybrid or native) and pond hydroperiod (seasonal or perennial). Roughly 6 weeks into the experiment, 70% (of 378 total) of salamander larvae died in 4 out of 6 ponds. Native salamanders survived (n = 12) in these ponds only if they had metamorphosed prior to the die‐offs. During die‐offs, all larvae of native salamanders died, whereas 56% of hybrid larvae died. We necropsied native and hybrid salamanders, tested water quality, and queried the California Department of Pesticide Regulation database to investigate possible causes of the die‐offs. Salamander die‐offs, changes in the abundance of other community members (invertebrates, algae, and cyanobacteria), shifts in salamander sex ratio, and patterns of pesticide application in adjacent fields suggest that pesticide use may have contributed to die‐offs. That all survivors were hybrids suggests that environmental stress may promote rapid displacement of native genotypes. The Convention on Biological Diversity has catalyzed worldwide awareness of threats to biological diversity and stimulated global conservation strategies. These have led to national and international legislation and have generated debate about the most effective conservation actions. Under the EU Habitats Directive, all member states are obliged to establish a system for strict protection of species listed in Annex IV(a), which includes all bats. In England, this obligation has resulted in legislation that allows for derogation from strict protection under license, provided activities are undertaken to mitigate any potential negative effects on bat numbers. We used an evidence‐based approach to assess the cost‐effectiveness of mitigation strategies and the English bat‐derogation licensing process as a whole. We analyzed data from 389 bat derogation licenses issued in England from 2003 to 2005 relating to 1776 roosts and 15 species to determine the nature and extent of development and mitigation activities and their effects on bats. Overall the effects of licensed activities on roosts were negative. Despite the level of protection afforded to bats, the majority (68%) of roosts for which derogation licenses were issued were destroyed. There were species‐specific differences in the probability of roosts being destroyed, and impacts on roosts did not reflect a species’ conservation status. Information provided by licensees was inadequate and inconsistent. Most licensees (67%) failed to submit postdevelopment reports, and postdevelopment monitoring was conducted at only 19% of sites. Despite a minimum of £4.13 million spent on mitigation structures for bats from 2003 to 2005, it was unclear whether the licensing process meets EU obligations. On the basis of our results, we believe there is a need to overhaul the licensing process, to establish a comprehensive, standardized postdevelopment monitoring system, and to demonstrate that mitigation is commensurate with Britain's legal obligations. The management of endangered species under climate change is a challenging and often controversial task that incorporates input from a variety of different environmental, economic, social, and political interests. Yet many listing and recovery decisions for endangered species unfold on an ad hoc basis without reference to decision‐aiding approaches that can improve the quality of management choices. Unlike many treatments of this issue, which consider endangered species management a science‐based problem, we suggest that a clear decision‐making process is equally necessary. In the face of new threats due to climate change, managers’ choices about endangered species require closely linked analyses and deliberations that identify key objectives and develop measurable attributes, generate and compare management alternatives, estimate expected consequences and key sources of uncertainty, and clarify trade‐offs across different dimensions of value. Several recent cases of endangered species conservation decisions illustrate our proposed decision‐focused approach, including Gulf of Maine Atlantic salmon (Salmo salar) recovery framework development, Cultus Lake sockeye salmon (Oncorhynchus nerka) management, and Upper Columbia River white sturgeon (Acipenser transmontanus) recovery planning.
