ABSTRACT

Researchers often focus on the most intense conflicts, skewing our perception of the diversity and nature of policy conflicts. The paper examines the discourse engaged in the siting of three pipeline projects under construction, each with varying levels of conflict, and one rejected project of high conflict. We analyze over 700 newspaper articles that span the life of each proposed pipeline and supplement the news media data with interviews. Using these data, we compare differences in actor types, frames, and behaviors in natural gas pipeline siting processes characterized by high, medium, and low conflict. Comparing the characteristics of energy siting conflicts at varying intensities helps support corresponding portrayals of how people engage in the policy process. This paper offers theoretical and empirical guidance on understanding policy conflict intensity variation.  相似文献

ABSTRACT

In order to study the effect of fly ash content in cemented paste backfill (CPB) on its anti-sulfate erosion, the apparent phenomenon, strength development, and hydration products change the law of CPB with different fly ash content under long-term soaking of 5% sodium sulfate solution were studied by the macrotest and microanalysis, in addition, the mechanism of CPB anti-sulfate attack was analyzed by combining with a scanning electron microscope (SEM). The results indicated that the effect of sulfate environment on the strength of fly ash cemented paste backfill (FCPB) was mainly determined by the hydration products in the FCPB at different soaking times. In the early soaking stage, the formation of ettringite (AFt) in FCPB could improve its compactness, which was conducive to improving the strength of FCPB. In the late soaking stage, there were ettringite-type erosion damage and gypsum erosion-type damage internal of the FCPB with low content fly ash, resulting in microfracture, cracking of the FCPB, and reducing the strength. CPB with an appropriate content of fly ash could improve the internal structure of the FCPB to achieve the purpose of anti-sulfate erosion.  相似文献

我国人口城镇化滞后的根本原因在于计划经济体制下形成的二元经济结构和城乡隔离的户籍管理制度没有在工业化进程和市场经济体制建立进程中予以破除。而城镇化的滞后将给我国经济实现持续增长带来诸多挑战,包括有效需求不足、农业生产率低下、产业结构难以升级等。文章特别阐明通过包括户籍制度、就业制度和土地承包制度在内的制度创新,加快人口城镇化的步伐,促进经济持续稳定的增长。  相似文献

中国加入WTO之后,中国经济进一步与国际市场接轨,融入世界经济体系,机遇和挑战同在。欧美各国近年大力推行的环境标志产品认证,对第三世界商品质量设置入关的环境门槛。长江产业带作为世界最大的内河产业带和制造业基地,现在世界通行的环境管理认证体系和环境标志产品的认证,对长江流域产业尤其是外贸出口产业有长远而深刻的影响。这种认证制度,一方面对我出口商品设置了新的障碍,另一方面又将环境保护压力直接施加到企业。重视流域生态环境将从政府行为、公民压力扩展到企业行动,由于流域生态环境的负荷愈来愈重,流域生态环境的自我调节和恢复功能大幅下降,引起了日益严重的流域性生态安全问题。根据长江流域生态环境特征、不同的生态功能及存在的主要生态安全问题,将长江流域划性生态安全问题。根据长江流域生态环境特征、不同的生态功能及存在的主要生态安全问题,将长江流域划分成以下五个不同的生态功能区段,即长江源地区、金少江段(直门达至宜宾)、长江上游段(宜宾至宜昌)、长江中游段(宜昌至湖口段)、长江下游段(湖口至入海口)。针对不同区段主要的生态安全问题,应因地制宜采取相应的防范和整治措施。为保护与恢复生态功能服务。  相似文献

The following paper examines the main factors determining long-run agricultural land expansion in Latin America compared to other tropical regions. Given the importance of natural resource-based sectors for most economies in Latin America, the impact of price-induced "resource booms" on economic growth in the region is explored. In addition, the paper examines whether there is an inherent "boom and bust" pattern of economic development associated with agricultural land expansion in Latin America, and the extent to which economic policies in the region exacerbate this problem. The paper concludes by examining the role of targeted policies in alleviating the structural obstacles to Latin American agricultural and economic development.  相似文献

What Is a Good Public Participation Process? Five Perspectives from the Public   总被引:12,自引:1,他引:11  
It is now widely accepted that members of the public should be involved in environmental decision-making. This has inspired many to search for principles that characterize good public participation processes. In this paper we report on a study that identifies discourses about what defines a good process. Our case study was a forest planning process in northern New England and New York. We employed Q methodology to learn how participants characterize a good process differently, by selecting, defining, and privileging different principles. Five discourses, or perspectives, about good process emerged from our study. One perspective emphasizes that a good process acquires and maintains popular legitimacy. A second sees a good process as one that facilitates an ideological discussion. A third focuses on the fairness of the process. A fourth perspective conceptualizes participatory processes as a power struggle—in this instance a power play between local landowning interests and outsiders. A fifth perspective highlights the need for leadership and compromise. Dramatic differences among these views suggest an important challenge for those responsible for designing and carrying out public participation processes. Conflicts may emerge about process designs because people disagree about what is good in specific contexts.  相似文献

/ The International Joint Commission (IJC) has overseen the implementation of the Great Lakes Water Quality Agreement between Canada and the United States for 25 years. Part of its mandate has been to facilitate international cooperation among a diversity of stakeholders focusing on the "waters" and the "ecosystem." In the 1970s policy focused on phosphorus reduction and individual contaminants, with some efforts (after 1978) to take an ecosystem (ecological perspectives) approach. In the last 15 years human health effects from (real and perceived) environmental causes have received considerable recognition. By contrast, less concern has been expressed for what is traditionally considered "environment" issues (such as protecting fish species). This shift at the policy level is well illustrated in the manner in which human health is increasingly used as a way for mobilizing environmental agendas. This paper analyzes nine IJC biennial reports to track how the framing of Great Lakes issues has shifted from concern for its waters to concern for human neurobehavior and reproductive systems. Frame analysis is used to conceptualize the controversies that are expressed through the Great Lakes policy documents. The analysis of the reports also reveals a shift in operational frames, used by the IJC to mobilize decision-makers into action.  相似文献
