浅谈加强党内监督的几种途径

本文以从严治党、加强党风廉政建设的角度出发,提出加强党内监督的三个途径,以便抓好党员干部廉洁自律,遏制腐败现象,建立一整套行之有效的党内监督机制,用制度来保证党内监督的有效开展。     

四川石油天然气工业环境统计体系现状分析及改进对策

针对四川石油天然气工业环境统计中存在的非稳定污染源监测数据的统计价值不高，统计调查方法单一，个别统计指标计算未使用国家统一标准等现状，从环境监测站改组入手，改革统计调查方法，建立以必要的周期性普查为基础，以经常性的抽样调查为主体，同时辅之以全面统计报表，重点调查和科学推算综合运用的统计调查方法体系。     

State Park Directors' Perceptions of Mountain Biking

/ This study intended to explore the perceptions of mountain bikingmanagement through a mail survey of state park directors in all 50 states.With a 100% response rate, it was found that 47 states permit mountainbiking in their state parks, however, few state parks have formalized plansto manage this outdoor activity. The management policies that do exist arenot followed on a statewide basis but vary within each state and at eachstate park. Many states have worked cooperatively with local mountain bikingclubs to develop and maintain mountain bike trails, promote rider education,and provide volunteer patrols on trails. The issue of user conflict surfacedwith almost three-fourths of the managers responding that conflict existedbetween mountain bikers and other trail users. This preliminary study shouldprompt further research with on-site managers focusing on the use ofmanagement plans for mountain biking, cooperation between managers and usergroups, and user conflict. It is recommended that an Internet-basedinformation clearinghouse or discussion group be made available to landmanagers by a national bicycling organization.KEY WORDS: Mountain biking; State parks; State park directors;Recreation resource management     

Integration of Environmental Assessment into the Regional Development Planning Process of the Galilee

/ The Galilee region on the northern edge of Israel constitutes more than 15% of the state's territory, supplies more than half of its drinking water needs, and is an important recreational resource and destination for Israelis. One of the main objectives of the plan for the Galilee was to devise a regional physical and economic development strategy for the years 1992-2007 that would arrest the trend of emigration of its residents, attract newly arrived immigrants to the region, and at the same time protect natural resources and environmental quality. This paper is limited to discussion of the environmental aspects of the plan. It analyzes spatial concepts for distribution of projected population growth, evaluates environmental impacts of alternative plans, and proposes a decision-making framework and tools for minimizing natural resources loss from development at the local level. Assessment of potential environmental impacts generated quantitative data of natural resources areas. Application of the data in the plan evaluation stage showed that the alternative that concentrated most of the new development in central Galilee was the second-best choice environmentally, but was preferred as the best choice for overall qualities. The planning study offers an alternative environmental impact assessment (EIA) process to the one presently used in Israel by incorporating environmental considerations at the initial plan-making stage and not at the plan-approval stage. It demonstrated that in order to be effective, environmental assessment and land-use planning should be seen as one effort that is integrated from the start and in each stage of the plan-making process.KEY WORDS: Environmental assessment; Development planning; Galilee

The creation of a cloned sheep from mammary tissue has raisedmajor social concern, and much talk about major ethical issuesoccasioned by this technology. It is necessary to separategenuine from spurious ethical issues here, a task made failureto initiate ethical discussion and explanation of new technologyas well as by fear reactions in society. As in geneticengineering of animals, issues about cloning fall into threecategories – suggestions that the technology is inherently wrong,risk emerging from the technology and harm to the creatureengendered. The issues regarding the cloning of humans can beanalyzed using the same categories.     

环境医学：人类生存发展战略的大课题

文章用大量翔实数据，分析论证：人类由于淡化环境意识，坚持急功近利的片面发展观，造成整个地球环境质量正在全面下降和恶化，全球已有１／５的人口受到环境污染之害的基点上，作者提出了只有跳出以自我生存为中心的狭隘圈，确立发展环境医学为主体的预防医学战略，并提示要遵循中国古代强调的“天人合一”论概念和钱学森提出的“开放的巨系统方法论”在当代科技领域进行“天地生人巨系统的综合集成研究”，树立“天地与我并生，万物与我同运”的自然生态观，为创建“生物心理社会自然”为模式的全科新医学，这是实现２１世纪“人类健康工程”的开拓性目标。     

人类的行为与地质灾害

全面科学地分析了人类的行为与地质灾害后，针对我国当前的实际情况，提出了几个值得深思的问题，试图提醒人们如何规范自己的行为，以达到保护环境，预防和减轻地质灾害之目的。     

减缓贫水化过程的途径再议

根据贫水化的严重形势，应用水循环的原理，提出了减缓贫水化的几个主要途径，对解决城市淡水短缺有参考意义。     

支持灾害管理决策的咨询信息系统

为减少中国大城市灾害造成的损失，运用信息科学、系统科学的方法和计算机技术，建立支持灾害管理决策的咨询信息系统（ＤＭＤＳＣＩＳ）。灾害文献数据库管理系统（ＤＬＤＢＭＳ）是这一咨询信息系统的知识基础和信息来源。本文论述了“ＤＬＤＢＭＳ”和三个主要的子系统“灾害文献数据库管理系统”、“灾害事实数据库管理系统”、“中外减灾法规超文本检索系统”的作用、设计思想、构成、功能和实现方法。
