Green development emphasizes co-development between economic and environmental dimensions, and is a people-centered sustainable development approach. Western China demands green development, and international experience could provide necessary, unique and important help and support for Western China to achieve its green development goals. This paper has made a comprehensive overall review and analysis of international experience in green development policy and its implementation, in particular, OECD countries’ (mostly Australia and Canada) experience have been analyzed following the major policy foci defined by the Task Force on Strategy and Policies on Environment and Development in Western China initiated by China Council for International Cooperation on Environment and Development (CCICED). Data and information were gathered from the field surveys and investigations, expert meetings, as well as literature review. The main sessions include policy framework and road map establishment, implementation and performance assessment, co-development between economic development and environmental protection, as well as green employment and poverty alleviation. The paper has addressed five policy considerations for the future promotion of green development in Western China. 相似文献

对国内外煤矿安全事故的成因进行回顾。通过理论与实践研究发现,影响我国煤矿矿难发生的各项因素只是表象,其更深层次的原因是体制层面的问题。分别从计划经济体制、市场经济体制以及双重体制角度对我国煤矿矿难的成因进行分析,指出计划经济体制导致了煤矿企业积极性不高和安全投入不足;以市场资源配置和利益驱动为导向的市场经济体制使得煤矿企业人才严重缺乏、超能力生产严重、安全管理不严和违规操作频发;双重经济体制共同作用引致了我国煤矿行业的监管不力。针对体制对我国煤矿带来的问题,分别从管理机制、安全投入、福利待遇和监管体制等方面给出治理煤矿矿难的政策建议和意见。 相似文献

Background
The construction industry is one of the most injury-prone industries, in which production is usually prioritized over safety in daily on-site communication. Workers have an informal and oral culture of risk, in which safety is rarely openly expressed. This paper tests the effect of increasing leader-based on-site verbal safety communication on the level of safety and safety climate at construction sites. Method: A pre-post intervention-control design with five construction work gangs is carried out. Foremen in two intervention groups are coached and given bi-weekly feedback about their daily verbal safety communications with their workers. Foremen-worker verbal safety exchanges (experience sampling method, n = 1,693 interviews), construction site safety level (correct vs. incorrect, n = 22,077 single observations), and safety climate (seven dimensions, n = 105 questionnaires) are measured over a period of up to 42 weeks. Results: Baseline measurements in the two intervention and three control groups reveal that foremen speak with their workers several times a day. Workers perceive safety as part of their verbal communication with their foremen in only 6-16% of exchanges, and the levels of safety at the sites range from 70-87% (correct observations). Measurements from baseline to follow-up in the two intervention groups reveal that safety communication between foremen and workers increases significantly in one of the groups (factor 7.1 increase), and a significant yet smaller increase is found when the two intervention groups are combined (factor 4.6). Significant increases in the level of safety are seen in both intervention groups (7% and 12% increases, respectively), particularly in regards to 'access ways' and 'railings and coverings' (39% and 84% increases, respectively). Increases in safety climate are seen in only one of the intervention groups with respect to their 'attention to safety.' No significant trend changes are seen in the three control groups on any of the three measures. Conclusions: Coaching construction site foremen to include safety in their daily verbal exchanges with workers has a significantly positive and lasting effect on the level of safety, which is a proximal estimate for work-related accidents. It is recommended that future studies include coaching and feedback at all organizational levels and for all involved parties in the construction process. Building client regulations could assign the task of coaching to the client appointed safety coordinators or a manager/supervisor, and studies should measure longitudinal effects of coaching by following foremen and their work gangs from site to site. 相似文献267.

With the transition of the global economy toward a green economy, it is important to analyze the elements that can either support or impede this transformation. Therefore, in this study, we aimed to evaluate the potential of the green economy in the Middle East and North Africa (MENA) countries by analyzing the correlation between economic and environmental factors. The objective of this study is to explore the potential of the green economy in MENA countries by analyzing key factors such as access to clean fuel, GDP, and CO2 emissions. The study aims to distinguish between long- and short-term effects, assess the presence of a long-run relationship or co-integration between the parameter estimates, and evaluate the progress of MENA countries toward a green economy based on the impact of economic, and environmental factors. Using quarterly and seasonally adjusted data from 2000 to 2018, the auto-regressive distributed lag (ARDL) technique was employed to examine the co-integration of the factors in the long and short terms. Multiple cointegration techniques were also used to determine the feasibility of a green economy by analyzing the relationship between access to clean fuel for technology and cooking, GDP, and CO2 emissions. The study's findings indicate a clear long- and short-term relationship between the analyzed factors, as confirmed by the error correction model (ECM) which suggests that the variables are cointegrated and potentially relevant. Additionally, the result of the autoregressive distributed lag bound test shows that the green economy variables, GDP, CO2 emissions, and access to clean fuel, are cointegrated in the long-term. 相似文献
