地震对于水利设施除直接造成堤防、堰坝等水工建筑物的破坏外,还可能形成堰塞湖,以及引发其他自然变异并形成水灾。在某些情况下,地震次生水灾所造成的损失比地震本身的损失还要大。本文在分析地震史料和重点现场查勘的基础上,将地震次生水灾从成因上和破坏机制上划分为六大类;提出了地震次生水灾的重点防范区;总结了地震次生水灾的特点;以及针对这些特点所应采取的减灾对策。  相似文献

运用计算水力学的基本理论,采用二维水流数学模型进行河流泄洪能力的数值模拟,借助于SMS地表水软件,分别模拟了河流在不同湿地面积、湿地宽度及不同植物糙率条件下,河流洪水位的抬升情况。结果表明,不同湿地宽度对泄洪水位的影响,最终归结为主槽宽度的变化对泄洪水位的影响。主槽宽度相对于湿地面积及植物糙率,对洪水位的抬升影响较大,且主槽宽度越小,水位涨幅越大。对于在河流中如何布置和种植人工湿地及湿地植物的选取具有一定的指导作用。  相似文献

自然灾害灾情是灾害系统的脆弱性和致灾因子的风险性共同作用的结果。在同一致灾强度下,灾情随脆弱性的增强而加重,降低灾害脆弱性可减轻灾害造成的直接经济损失,因此灾害脆弱性的研究对防灾抗灾具有重要的意义。衡阳市是湖南省重要的农业生产基地之一,也是洪涝灾害较重地区之一。灾害损失与衡阳市农业洪涝灾害脆弱性密切相关,这种脆弱性是自然因素和人为因素在一定的时空条件下耦合的产的。分析了汛期降水和暴雨、植被和土壤、水利设施、经济发展水平等因素在洪涝灾害脆弱性形成中的作用。依据长时间序列的气象资料和经济统计数据,运用数学模型和有关优化分析方法,对衡阳市农业洪涝灾害脆弱性进行定量评估,得出结论:西南部、东北部的洪涝灾害脆弱性高于西北部、东南部的脆弱性。这种规律性与该区洪涝灾害历史发生规律有一定的对应性,说明本研究对该区防洪抗涝决策有一定的借鉴作用。  相似文献

The link between sediment contamination and flooding is not well established, since flooding may exacerbate problems by spreading pollutants throughout the floodplain, or alternatively may dilute contaminants in source areas. To determine the substance of such relationships, the pattern of sediment contamination was examined in a small Idaho town following flooding in 1996. Four heavy metals were tested, nickel, chromium, zinc and copper, in 97 soil samples obtained from sites across the floodplain of the St. Joe River. Flood history and land-uses at each sample site were noted. Results showed that contamination levels generally were not high, with flood areas having lower concentrations than non-flood areas. A stronger relationship could be argued for land-use, with higher concentrations of contamination associated with some industrial sites. High levels of contamination were also found in several samples taken from recreational areas. Further research looking at the potential sources of contamination in relation to characteristics of the flood hydrology would seem pertinent.  相似文献

Frequent floods have led to loss of lives and destruction of property in both coastal and landlocked cities across the globe, particularly where floodplains have been developed without recourse to space standards. This paper investigated the contributions of contravention of building codes to flooding in flood-prone areas in the Lagos metropolis. Global Positioning Systems (GPSs) were used to determine the location and elevation above sea level of 1,025 buildings situated in 211 streets that were prone to flooding. The distance of buildings from drainage channels/the lagoon was determined in ArcGIS 10.2 environment. Findings revealed that building code contravention contributed significantly to flooding (r = 0.926). About 63.5% and 63.3% of sampled buildings contravened building-plot ratio and statutory setbacks from drainage channels/the lagoon, respectively. Proactive urban planning, strict enforcement of building codes and development control regulations are required to reduce flooding and its consequences in cities of developing nations where flooding has become an annual occurrence.  相似文献

Although the impacts of federalism on environmental policy-making are still contested, many policy analysts emphasise its advantages in climate policy-making. This applies to the mitigation of climate change, in particular when federal governments (as in the U.S.) are inactive. More recently, federalism is also expected to empower sub-national actors in adapting to local impacts of climate change. The present paper analyses the role federalism in Austria played in greening the decentralised building sector (relevant for mitigation) on the one hand, and in improving regional flood risk management (relevant for adaptation) on the other. In line with the so-called matching school of the environmental federalism research strand we conclude that Austrian federalism proved to be more appropriate for regional flood protection than for mitigating climate change. We highlight that it is not federalism per se but federalism embedded in various contextual factors that shape environmental policy-making. Among these factors are the spatial scale of an environmental problem, the nitty-gritty of polity systems, and national politics (such as federal positions on climate change mitigation).  相似文献

This paper explores the complex heterogeneous experiences of flood impacts based on a bio-psychosocial model of socio-economic, demographic, behavioural and environmental factors. Using ordinary least squares regression on a cross-sectional survey of 1003 individuals, flood impacts in three contiguous coastal neighbourhoods in Lagos, Nigeria, were modelled. The results show that approximately 52% of the variability in flood impact was accounted for by education, age, family structure, ethnicity, personal health concern and income. While involvement in coping was not a significant predictor of flood impacts, relocation emerged as a strong predictor. The inclusion of behavioural factors did not change the magnitude and significance of the relationship between demographic factors and flood impacts. However, the effects of age, education and personal health concern disappeared when environmental factors were controlled. The overall importance of the predictors for determining flood impact in decreasing order is as follows: income > coping strategies > ethnicity = participation in community development > family structure > personal health concerns > housing quality > reasons for living in residential locality > neighbourhood vulnerability to flood > housing vulnerability to flood.  相似文献
