Much of the forest wealth on the plains and in the hilly areas of India has been foolishly destroyed, and the rich heritage of wildlife has been slaughtered mostly for only temporary gain. The wanton axing of the larger indigenous trees and the uprooting of other floristic elements in the hills and on the lower slopes of the mountains, gradually impoverishes them, and may be followed by erosion that ultimately leaves the slopes barren. These alarming threats to the chir (Pinus roxburghii) and fir (Abies pindrow) forests of Kashmir will have disastrous consequences. Once densely-forested, the mountain slopes in Kashmir have become largely naked through too-heavy tapping and cutting of the trees; with concomitant landslides, frequent floods, and loss of fertile topsoil. Unfortunately, the people living in the areas of the chir and fir trees, do not play a proper part in their protection, and the last two decades have witnessed, year by year, the rapid march of urbanization and manifold destructive activities which have taken a heavy toll on these precious species. 胡杨广布于地中海沿岸并呈带状东延至中国和蒙古人民共和国。目前,胡杨林已普遍呈不同程度退化,以塔里木盆地为例,垦伐等人为因素使林地总面积迅速减少。现场观测发现,一些林区缺乏胸径20cm以下的立木,而该地从1972年以来断绝洪水来源,显示洪水对幼苗补给可能存在相关,该地断绝洪水多年后,2002年重新出现洪泛过程,洪水退后出现大量的幼苗生长,从而证实洪水过程是胡杨幼林发生的必要条件。本文就此现象提出恢复部分林地的对策。 相似文献

表土植硅体组合与其上覆植被类型之间的关系研究是利用植硅体进行古气候和古植被重建的基础.选取位于湿润亚热带地区的戴云山作为研究对象,沿海拔梯度以50?—?100 m为间隔共采集21个表土样品,以探讨该地区表土植硅体组合对山地植被的指示意义.结果表明:戴云山表土植硅体含量丰富,类型多样,主要以禾本科类植硅体占优势;此外,随着海拔的升高,表土植硅体组合中哑铃型和短鞍型百分含量快速增加,而扇型和长鞍型,特别是木本类植硅体的百分含量则逐渐减少,指示了山地植被从温性针叶林向常绿灌丛林的过渡,说明戴云山表土植硅体组合能够反映山地垂直植被带变化的主要特征;植硅体类型主成分分析(PCA)结果显示位于湿润亚热带地区的戴云山表土植硅体组合变化可能主要受温度的控制.本研究为今后在湿润亚热带山地地区开展古气候和古植被重建研究提供了重要的基础资料. 相似文献

自然资源产权管理和专业监管的分立可充分发挥市场作用,进一步促进简政放权,实现对山水林田湖草的综合管理,克服监管盲点,提升综合保护绩效,促进绿水青山转化为金山银山。设立专门机构开展自然资源资产管理,《生态文明体制改革总体方案》等规定了改革依据;自然资源统一确权登记试点取得积极进展,奠定了工作基础;与自然资源资产负债表、绿色GDP核算、生态文明建设目标评价考核等结合起来,促进改革的系统化和连贯化;建议在国家和省、市成立三级国有自然资源资产管理机构,在部分区域和流域派驻机构。为保障改革的实施,需界定国有自然资源资产的范围及所有权、监管权的角色和权限;改革生态补偿、排污权有偿使用、资源有偿利用等制度;明晰流域与属地的权力(利)关系;明确自然资源资产管理职责和生态环保党政同责的关系;重构环境保护税、资源税和自然资源资产使用费的关系;规定自然资源资产管理的原则、体制、制度和责任;建立自然资源资产清单、权利清单和管理信息平台;厘清各方权利边界和监管边界,建立评价考核和奖惩机制。 相似文献

Conservation and development practitioners increasingly promote community forestry as a way to conserve ecosystem services, consolidate resource rights, and reduce poverty. However, outcomes of community forestry have been mixed; many initiatives failed to achieve intended objectives. There is a rich literature on institutional arrangements of community forestry, but there has been little effort to examine the role of socioeconomic, market, and biophysical factors in shaping both land‐cover change dynamics and individual and collective livelihood outcomes. We systematically reviewed the peer‐reviewed literature on community forestry to examine and quantify existing knowledge gaps in the community‐forestry literature relative to these factors. In examining 697 cases of community forest management (CFM), extracted from 267 peer‐reviewed publications, we found 3 key trends that limit understanding of community forestry. First, we found substantial data gaps linking population dynamics, market forces, and biophysical characteristics to both environmental and livelihood outcomes. Second, most studies focused on environmental outcomes, and the majority of studies that assessed socioeconomic outcomes relied on qualitative data, making comparisons across cases difficult. Finally, there was a heavy bias toward studies on South Asian forests, indicating that the literature on community forestry may not be representative of decentralization policies and CFM globally. 相似文献

This study aims to identify services provided by forest ecosystems based on locals’ perceptions in the northern part of Jordan. By better understanding preferences of locals and by understanding why they value certain services more heavily, policy-makers and planning managers can make more effective decisions regarding development and conservation. Three hundred respondents were interviewed in order to collect information about forest ecosystem services (ES). Data collection was conducted using a structured questionnaire regarding ES provided by three forest types situated in northern Jordan. ES trade-offs and socio-ecological bundles were identified by analyzing respondents’ socioeconomic demographics and preferences of forest ES through multivariate canonical corresponding analysis (CCA). The statistical analysis indicated that the socioeconomic factors and forest type have an effect on social preferences toward ES. Results displayed a clear trade-off between provisioning services and regulating and cultural services. CCA demonstrated that 73% of the variation in ES value is explained by social factors (i.e. education level, income level, and gender), while 26% of perception variation was attributable to categories of ES supplied by each forest ecosystem. These findings imply that involving people in the place-specific management of public forests using the ES approach gives managers a clearer understanding of the benefits people recognize and value, as well as those they either are not aware of or do not value. Such information is useful in forest management and in public outreach. Large, intact areas of tropical peatland are highly threatened at a global scale by the expansion of commercial agriculture and other forms of economic development. Conserving peatlands on a landscape scale, with their hydrology intact, is of international conservation importance to preserve their distinctive biodiversity and ecosystem services and maintain their resilience to future environmental change. We explored threats to and opportunities for conserving remaining intact tropical peatlands; thus, we excluded peatlands of Indonesia and Malaysia, where extensive deforestation, drainage, and conversion to plantations means conservation in this region can protect only small fragments of the original ecosystem. We focused on a case study, the Pastaza‐Marañón Foreland Basin (PMFB) in Peru, which is among the largest known intact tropical peatland landscapes in the world and is representative of peatland vulnerability. Maintenance of the hydrological conditions critical for carbon storage and ecosystem function of peatlands is, in the PMFB, primarily threatened by expansion of commercial agriculture linked to new transport infrastructure that is facilitating access to remote areas. There remain opportunities in the PMFB and elsewhere to develop alternative, more sustainable land‐use practices. Although some of the peatlands in the PMFB fall within existing legally protected areas, this protection does not include the most carbon‐dense (domed pole forest) areas. New carbon‐based conservation instruments (e.g., REDD+, Green Climate Fund), developing markets for sustainable peatland products, transferring land title to local communities, and expanding protected areas offer pathways to increased protection for intact tropical peatlands in Amazonia and elsewhere, such as those in New Guinea and Central Africa which remain, for the moment, broadly beyond the frontier of commercial development. 相似文献

Bayesian network analyses can be used to interactively change the strength of effect of variables in a model to explore complex relationships in new ways. In doing so, they allow one to identify influential nodes that are not well studied empirically so that future research can be prioritized. We identified relationships in host and pathogen biology to examine disease‐driven declines of amphibians associated with amphibian chytrid fungus (Batrachochytrium dendrobatidis). We constructed a Bayesian network consisting of behavioral, genetic, physiological, and environmental variables that influence disease and used them to predict host population trends. We varied the impacts of specific variables in the model to reveal factors with the most influence on host population trend. The behavior of the nodes (the way in which the variables probabilistically responded to changes in states of the parents, which are the nodes or variables that directly influenced them in the graphical model) was consistent with published results. The frog population had a 49% probability of decline when all states were set at their original values, and this probability increased when body temperatures were cold, the immune system was not suppressing infection, and the ambient environment was conducive to growth of B. dendrobatidis. These findings suggest the construction of our model reflected the complex relationships characteristic of host–pathogen interactions. Changes to climatic variables alone did not strongly influence the probability of population decline, which suggests that climate interacts with other factors such as the capacity of the frog immune system to suppress disease. Changes to the adaptive immune system and disease reservoirs had a large effect on the population trend, but there was little empirical information available for model construction. Our model inputs can be used as a base to examine other systems, and our results show that such analyses are useful tools for reviewing existing literature, identifying links poorly supported by evidence, and understanding complexities in emerging infectious‐disease systems. 相似文献
