This paper describes the frustrating reality of sustainability implementation in the USA and New Zealand (NZ), an early adopter of sustainability mandates. Local government has a key role in implementation, but has been slow to uptake sustainable practices. We surveyed senior planners in small to medium-sized local government agencies in both countries to identify which features of local government support (or hinder) sustainability in practice.
Environmentally sustainable practices are not well entrenched in either country. In the USA, the framing of sustainability and public support are significant predictors of implementation. However, sustainability is rarely a priority. In NZ, local government capacity is the main driver of implementation. We recommend that planners promote sustainability values, reconcile economic development goals with sustainability (e.g., green economy model), and translate public support for sustainability into institutional priorities. With increasing environmental issues and depleting resources, the effective application of green government procurement (GGP) is urgently needed and potentially can have greater impacts in the developing world rather than in the developed world. Such an approach can help promote the general goal of sustainable development and address environmental issues through purchasing and facilitating the use of environmentally friendly services and products. This paper addresses this issue by employing a case study on China. We first trace the development of the GGP concept, its spread to Asian countries, and a number of approaches used to expand GGP adoption. We then review current practices in China on GGP, and analyze and identify some of the current barriers and problems in promoting green procurement in the Chinese governmental sector. We finally seek to identify possible appropriate capacity-building solutions, in order to facilitate the application of GGP in China. 相似文献
This research explores the relationship between political campaign contributions, lobbying and post‐Hurricane Katrina cleanup and reconstruction contracts. Specifically, a case‐control study design is used to determine whether campaign contributions to national candidates in the 2000–04 election cycles and/or the employment of lobbyists and lobbying firms increased a company's probability of receiving a post‐hurricane contract. Results indicate that both a campaign contribution dichotomous variable and the dollar amount of contributions are significantly related to whether a company received a contract, but that lobbying activity was not. These findings are discussed in the context of previous research on the politics of natural disasters, government contracting and governmental and corporate deviance. 相似文献
