大气是人类乃至其他生物赖以生存和发展的必不可少的环境要素之一。面对近来中国中东大部分地区爆发的雾霾天气,虽具一定偶然性,但纠其根本原因是由重经济发展、轻环境治理的发展模式埋下的恶果,这也使大气污染治理陷入年年治、年年雾的怪圈。大气污染防治是一项系统工程,不是简单从一时的环境应急处理就能解决的。还需要从立法、行政决策、社会监督管理、公众参与、引入市场机制等宏观层面统筹大气污染防治工作,才能从根本上解决顽疾。  相似文献

Just sustainabilities has emerged as a powerful discourse to guide local action towards sustainability. As an overarching discourse, it prescribes four policy principles: (1) addressing well-being and quality of life; (2) meeting the needs of present and future generations; (3) enabling justice and equity in terms of recognition, process, procedure, and outcome; and (4) living within ecosystem limits. Following previous calls for engaging public and private actors in just sustainabilities, this paper inquiries about the extent to which these principles can be realistically integrated in local environmental governance. A database of 400 sustainability initiatives in more than 200 cities in all world regions is analysed to examine whether just sustainabilities principles are already enshrined, explicitly or implicitly, in local sustainability initiatives. This analysis suggests that, in this sample, there is a significant deficit in terms of addressing the principles of justice and equity, and ecosystem limits. However, the data also suggest that local action may already be delivering some aspects of just sustainabilities, even if this is not always explicit. The paper concludes with a call for a coordinated effort to translate a just sustainabilities discourse to local actors leading action on the ground.  相似文献

This paper examines the process and outcome of participatory methods for stakeholder identification. We used focus group style participatory methodology to engage local residents in identifying key sub-groups relevant to conservation in Boumba, Niger. We then conducted a quantitative pictorial recognition study to measure the diversity of local useful plant knowledge across groups. The community identified six gender and age-class groupings relevant to the study. The effect of a participant''s gender, socially-defined age class or the interaction of the two factors on the number of plants recognized varied by plant use. Medicinal plant knowledge was highest among elders. Food plant knowledge of food plants increased with age for women only. Where as the interaction of age and gender was strongest on fodder plant knowledge, where mid-aged men scored highest. We reflect on the impact that heterogeneity of local botanical knowledge has on our understanding of local natural resource use and the strengths of using a participatory approach to identifying the stakeholder groups which underlie this heterogeneity.  相似文献

Institutions managing the Alaska road,rail, airport, and marine highwaytransportation system and the pipelinecorridor are evaluated for reactions toevidence of climate change. Long-termclimate warming is not a formal criterionin the decisional process of the stateDepartment of Transportation and PublicFacilities for road and airport projects,which have a short (15–25 year) life span,but is taken into account for bridgeconstruction (50–75 year life). Short- tomid-term climate effects are considered inareas with discontinuous permafrost andaffect routing, roadbed construction, andmaintenance decisions. National standardsare amended with Alaska-specific practicesfor unique cold-weather conditions.The Federal/State Joint Pipeline Office(JPO), responsible for monitoring ofpipeline safety under the federal lease andstate grant, in 2001 developed additionalstipulations to mitigate permafrost thawingand slope instability, including a `watchlist' of 200 wobbling VSMs on theTrans-Alaska Pipeline. This action appearsmore responsive to climate change effectsthan that of any other arctic institutionstudied. It can be attributed to thespecific authority of the JPO to monitorgeotechnical conditions at present and inthe future.In general, agencies tended to adoptincremental responses to evidence ofclimate change.  相似文献

This paper assesses the contribution that forums have made in progressing sustainable land use policies and decisions within rural Wales. The examples of Cardigan Bay Forum and Wales Rural Forum are used to show how sustainability has been addressed within their overall agendas. The contemporary debate about sustainable development has provoked a new organizational response with forums visible in many activities and initiatives. The traditional adversarial approach between groups has been replaced by a more sophisticated and complex assemblage of bodies that together create the forum ideal. Consensus, partnership and mutual understanding form the language of this new discourse. However, their presence raises certain key questions as to their role, purpose, representativeness and value in rural resource management debates. These questions have not been considered in the literature, and with the increasing proliferation of forums generally, there is a need to assess whether they are bringing about real and effective change. The two examples reveal clear evidence of forums as agents of change. However, there is considerable tension within both forums, within a climate of financial and membership vulnerability, between the need for involving all legitimate interests and the need to achieve meaningful outcomes for individual members. Such tension goes to the heart of who the two forums actually represent and their resulting actions. 针对淮河/太湖流域水污染防治的公众参与问题,在淮河/太湖流域选择有代表性的44个市(县)开展了淮河/太湖流域水污染防治公众意见调查。通过对调查资料的整理分析,得出结果:对于淮河/太湖流域水污染防治工作公众认知度和参与度相对较低,缺乏有效的公众参与机制,在一定程度上影响了水污染防治工作的有效落实。因此在今后的防治工作中要进一步加强公众参与机制的建立,实现人人参与环境保护和管理的局面。  相似文献

再生资源市场发展是再生资源产业发展的关键,但再生资源市场机制存在着一些缺陷,这些缺陷制约着再生资源市场的发展。政府应当针对再生资源市场的缺陷采取一定的对策,发挥杠杆作用,提高市场效率,但不应当支配市场主体的行为。政策的影响往往不会与政策设计的预期完全一致,在干预市场时依据一定的原则可以最大程度地减少不利影响,提高政策的积极作用。  相似文献
