The Bow River Basin is a cornerstone of Alberta's development. In 2010, stakeholders representing interests from agriculture, municipalities, environment, and more formed the Bow River Project Research Consortium to help determine the potential for improving the operations in the basin. At present, upstream reservoirs are operated primarily for hydropower, whereas downstream reservoirs are operated for irrigation. Through Collaborative Modeling for Decision Support the stakeholders were able to develop a new method for operating the system that would dramatically improve environmental performance. The main components of the new operating strategy called for: purchase or setting aside of a small amount of storage volume in the power reservoirs; a set of rules for releases from that storage; an agreement by the major irrigation districts with the largest water licenses to utilize their ability to shift deliveries to and from their large offstream storage reservoirs to allow for increased instream flows, and to allow junior water license holders (mainly municipal and industrial supplies) an uninterrupted water supply; limitations of reservoir fluctuations to improve inreservoir habitat for fisheries; and increased minimum flows throughout the system leading to improved environmental outcomes. Costs of this strategy were minimal, impacts on power revenue were estimated at <US$2 million/yr on average. Compensatory arrangements should be possible. 相似文献

In this paper we look behind the notion of sustainable transport and highlight the tensions and contradictions between the different ways of achieving this. The paper examines transportation plans for a major UK city and describes how these develop the idea and practice of sustainable transport and demand management along three quite distinct trajectories. By focusing on both the technological and the institutional dimensions of three different routes to sustainable transport, the analysis explicates the different ways in which the urban transport problem is framed, the different socio-technical logics of demand management embodied in the plans and the differing ways in which institutional relationships are (re)constituted. A key finding is that technological and institutional innovations are inversely related so that radical technological innovation often serves to reinforce existing social relations of power and exclusion. The conclusion drawn is that the choice is not just between a sustainable and an unsustainable transport future, but also between different forms of sustainability. 相似文献

Abstract The term “NIMBY” is used prolifically in both academic literature and general public discourse to describe a locally based action group protesting against a proposed development. It is frequently used to dismiss groups as selfish or ill-informed, as is illustrated both by those who accuse opponents of possessing such characteristics and also by the attempts of many community groups to reject the label. This lies in sharp contrast to the much encouraged notions of public participation in planning and community life as proposed by the UK government's proclaimed vision of a “sustainable community”. This paper argues that this dichotomy between “good” and “bad” participation can be misleading, by drawing on research from two case studies where locally based community groups opposed a specific, detailed development. The paper contributes to a burgeoning literature that reappraises conventional understandings of such groups by analysing often overlooked facets of protest groups, concluding that the conventional conceptualisations of them as NIMBY is inadequate and unhelpful in academic debate. 相似文献

This article presents a model for local energy planning and its application in a full-scale experiment in a Swedish municipality. The model is based on legal requirement, research findings and standards of good practice and includes a combination of analytical and procedural tools intended to support rational decision-making: external scenarios, a citizens’ panel, life cycle analysis and qualitative environmental assessment (EA). The application of the model indicates that the decision-support tools selected can give several new and valuable inputs to local energy planning, such as local knowledge and values through citizen dialogue and comprehensive EAs. However, the experiment also shows that there are several challenges involved in applying the tools, for example, it is difficult to get citizens and the industry to participate and that it is complicated to combine several different tools for decision-making into a single planning process. Moreover, the experiences from the application suggest that the model for local energy planning show great potential but needs to be improved before it can be used as a standard of good practice. 相似文献

Abstract It is widely acknowledged that promoting the long-term sustainability of rural areas requires an assessment of their capacity to handle stress from a host of external and internal factors such as resource depletion, global trading agreements, service reductions and changing demographics, to name but some. The sustainability literature includes a number of approaches for conducting capacity evaluations but is sparse regarding effective methods and empirical examples. This article provides one approach for assessing community capacity and gives results from its application to a specific Canadian rural community. The authors use general capacity variables and indicators to focus on a particular stress, namely impacts from climate change, and on one type of capacity, namely the capacity to adapt (to such climatic change). A basic framework and profiling tool (‘amoeba’) for describing the resources underlying community adaptive capacity are offered. The researchers provide a set of indicators reflecting social, human, institutional, natural and economic resources and relate them to climate change adaptation at the community level. Although the indicators cannot be replicated exactly for other rural communities, the essentials of the framework and the profiling tool can. In fact it is hoped that the ideas and example found in this article will encourage researchers to enhance and improve on the methods and results for work on community capacity. 相似文献

In this paper the necessity for effective joint working arrangements between Environmental Health Officers and Transport Planners is demonstrated as a fundamental prerequisite for successful management of traffic-related air quality in English local government areas. Current approach to joint working and collaboration between the officers was examined based on the evidence from a three-year study which involved questionnaire surveys and case study interviews. The findings show that despite good administrative devolution and policy integration, the chance of improving specific local air quality situations through the Local Transport Planning process is dependent on other overriding factors which influence the capabilities of the authorities to integrate policies across departments and tiers of governments. Implicit in these findings is the need for a shared paradigm of continuous engagement by all the policy actors and stakeholders if proper integration and the possibility of tangible results in future policy development are to be achieved. This paper makes a proposition that Epworth's current housing management policies, regulations and practices do not promote easy access to formal standard housing and secure tenure in peri-urban and urban areas for low-income groups. In constructing this paper, both qualitative and quantitative methodologies were used. The qualitative methods adopted include key informant interviews, observations of the environmental aspects of the study area and documentary analysis of secondary data housed in the local board (Epworth Local Board) offices. The major findings demonstrate the reasons for high levels of squatting in Epworth, the local board's housing and development control policy, the relationship between poverty and informal settlements, the informal settlers' capacity to meet the costs of planned and serviced stands and policy options for both the central government and the local board which can be adopted to alleviate poverty in informal settlements. Evidence on the ground points to the fact that perpetuated animosity among groups in a settlement hinders the growth and development of that place. Epworth is a victim of disharmony of the groups residing there. It is the group dynamics that are very influential in making or breaking development in a place. The government official position on Epworth in this study stands unconvincing regarding the jeopardy of bad stewardship by the so-called responsible authority. 相似文献

Cities are crucial to mitigating climate change and can serve as sites for innovations, providing examples of ways to conduct effective politics in transport, energy and land-use. What does it take to become a model for climate politics? This article argues that a few innovative measures will not suffice. A common vision based on broad legitimacy is crucial to achieving this position. Using a theoretical framework on input and output legitimacy with the City of Freiburg as the case, this article explores the political dimensions of the climate innovative city. The study shows that a specific kind of “green conservative” politics and a consensual view on climate issues across parties have been very important to creating political legitimacy. This has been supported by extraordinary and extensive citizen engagement in combination with the actual output, i.e. what environmental policies have delivered. The legitimacy for the Green City model also means that Freiburg is viewed as a highly livable city, in turn, creating self-enforcing dynamics that challenge its innovative potential. 相似文献

Many voluntary incentive programs for provision of forest ecosystem services (ES) have low participation rates, insufficient enrollment areas, and inefficient ecological outcomes. Understanding participation behavior in such programs has therefore become a crucial part of policy success. We synthesized a large body of literature on the behavior of nonindustrial private forest owners based on surveys of stated (intended) participation or data on actual participation in existing or hypothetical programs. Using metaregression analysis, we examined how methodological, program-characteristic, and economic-incentive variables affected participation rate estimates. Participation rates tended to be overestimated when landowner participation was elicited in hypothetical choice situations (compared with real situations) and when dichotomous choice surveys (compared with census data) were used. The marginal effect sizes were quite large, for example, a 31% increase with use of stated choices in hypothetical scenarios, and practitioners should therefore be aware of them. However, use of choice experiment surveys in a modified scenario based on existing programs had no effect on participation when all other determinants were controlled for. Participation rates decreased significantly as length of the contract increased and when there was no withdrawal option. These results suggest that perpetual contracts have a lower negative impact on participation than time-limited contracts with a duration of over 50 years. We confirmed that as compensation amounts increased, participation increased. One-time up-front payments were more effective in increasing initial participation than annual payments for contracts of over 5 years. We identified the robust determinants and the effect sizes of those determinants on landowner participation rate estimates, thereby contributing to a better understanding of forest owner behavior and offering useful insights to enable researchers and resource managers to improve the design and efficiency of new and existing forest ES programs. 相似文献
