City action is critical to achieving global visions for sustainability such as the UN’s Sustainable Development Goals (SDGs). However, SDG ‘localisation’ is complex procedure, with divergent outcomes depending on context and diverse city processes. This paper considers the operational challenges faced by city actors in taking on the SDGs, and subsequent implications for initiating local (and global) sustainability transitions. We analyse emergent approaches to SDG localisation within the Asia–Pacific, using a policy analysis framework (transition management) to assess transformation potential. We find that SDG localisation can influence urban sustainability, but effective implementation requires sufficient data, resourcing, and guidance—which are not readily, nor equally available to all city governments. City-to-city peer learning can accelerate SDG uptake, but realising the transformative ambition set out by the SDGs will require an approach to localisation that clearly demonstrates why and how any city government can and should engage with global sustainability frameworks. 相似文献

This paper investigates the discursive construction of the substantive purposes of environmental assessment (EA). It addresses these purposes by exploring the complex and often multifaceted linkages between political factors and plural views of democracy, public participation, and the role of science that are embedded in environmental and sustainability discourses. The interaction between policy-making and public actors leads to the formulation of divergent and potentially competing rationales for public participation, and for social appraisal more generally. Participatory approaches have also given impetus to the development of several interpretations on the role of science in assessment procedures. Science is important in mediating public participation and the two are therefore reciprocally linked. This leads to discourses that become manifest in the construction of substantive purposes. Discourse analysis in EA is a relevant method for examining trends and patterns in sustainable development. It is argued that public participation is an important, if not decisive, variable in the articulation and civil legitimacy of certain purposes. A general proposition that results from this paper is that EA, although typically presented as an objective scientific tool, is an intrinsically normative process. Enhanced knowledge on the construction, and reconstruction over time, of substantive purposes is required if environmental and sustainability discourses are to be used and understood as meaningful analytical instruments to assess the socio-political implications of EA. 相似文献

/ A method is presented for estimating probable public costs resulting from damage caused by hurricanes, measured as local government expenditures approved for reimbursement under the Stafford Act Section 406 Public Assistance Program. The method employs a multivariate model developed through multiple regression analysis of an array of independent variables that measure meteorological, socioeconomic, and physical conditions related to the landfall of hurricanes within a local government jurisdiction. From the regression analysis we chose a log-log (base 10) model that explains 74% of the variance in the expenditure data using population and wind speed as predictors. We illustrate application of the method for a local jurisdiction-Lee County, Florida, USA. The results show that potential public costs range from $4.7 million for a category 1 hurricane with winds of 137 kilometers per hour (85 miles per hour) to $130 million for a category 5 hurricane with winds of 265 kilometers per hour (165 miles per hour). Based on these figures, we estimate expected annual public costs of $2.3 million. These cost estimates: (1) provide useful guidance for anticipating the magnitude of the federal, state, and local expenditures that would be required for the array of possible hurricanes that could affect that jurisdiction; (2) allow policy makers to assess the implications of alternative federal and state policies for providing public assistance to jurisdictions that experience hurricane damage; and (3) provide information needed to develop a contingency fund or other financial mechanism for assuring that the community has sufficient funds available to meet its obligations. Since the beginning of the 20th century the Belgian coast has undergone important changes of which an overview is presented
here. To determine the view of the Belgian public on the Belgian coast and in order to obtain their opinions and solutions
to the problems along the Belgian coast, a questionnaire survey was conducted with a total of 100 respondents divided into
five groups, all active in the coastal zone. The five groups included (1) politicians on various levels of authority, (2)
coastal entrepreneurs and business people, (3) naturalists and scientists, (4) coastal residents and (5) tourists. Coastal
zone problems, as perceived by the different groups, and their solutions are discussed. Former municipalities, in particular,
were held responsible for the current coastal problems. Most respondents were skeptic about the application of recent juridical
instruments (e.g. the Dune Decree), the structural plans and their power to protect the remaining natural areas. The root
of the problems seems to lie in lack of coordination and communication between different authorities responsible for the coastal

In this article, focusing on the ongoing implementation of the EU Water Framework Directive, we analyze some of the opportunities
and challenges for a sustainable governance of water resources from an ecosystem management perspective. In the face of uncertainty
and change, the ecosystem approach as a holistic and integrated management framework is increasingly recognized. The ongoing
implementation of the Water Framework Directive (WFD) could be viewed as a reorganization phase in the process of change in
institutional arrangements and ecosystems. In this case study from the Northern Baltic Sea River Basin District, Sweden, we
focus in particular on data and information management from a multi-level governance perspective from the local stakeholder
to the River Basin level. We apply a document analysis, hydrological mapping, and GIS models to analyze some of the institutional
framework created for the implementation of the WFD. The study underlines the importance of institutional arrangements that
can handle variability of local situations and trade-offs between solutions and priorities on different hierarchical levels. 相似文献

Spatial group decision-making processes often include both informal and analytical components. Discussions among stakeholders or planning experts are an example of an informal component. When participants discuss spatial planning projects they typically express concerns and comments by pointing to places on a map. The Argumentation Map model provides a conceptual basis for collaborative tools that enable explicit linkages of arguments to the places to which they refer. These tools allow for the input of explicitly geo-referenced arguments as well as the visual access to arguments through a map interface. In this paper, we will review previous utility studies in geo-collaboration and evaluate a case study of a Web-based Argumentation Map application. The case study was conducted in the summer of 2005 when student participants discussed planning issues on the University of Toronto St. George campus. During a one-week unmoderated discussion phase, 11 participants wrote 60 comments on issues such as safety, facilities, parking, and building aesthetics. By measuring the participants' use of geographic references, we draw conclusions on how well the software tool supported the potential of the underlying concept. This research aims to contribute to a scientific approach to geo-collaboration in which the engineering of novel spatial decision support methods is complemented by a critical assessment of their utility in controlled, realistic experiments. 相似文献

根据我国环境影响评价公众参与现状和海洋油气开发工程公众参与实践,对海洋油气开发工程环评中公众参与进行初步探讨。目前海洋油气开发工程公众参与存在的问题主要有:相关公众界定较难、公众主要是在环评机构主导下的被动参与、信息不对称使公众难以正确表达意见、相关公众中个人的环境素养和法制意识不高。根据存在的问题,建议通过以下方法提高海洋油气开发工程环评公众参与水平:研究制定海洋工程公众参与技术方法规范;掌握好公众参与时机,尽早启动,调动公众主动参与;科学确定公众范围,选择好公众参与对象;结合实际选择公众参与方式。 相似文献
