Accidents in chemical industrial parks always cause fateful damage which can be reduced greatly by providing emergency resources sufficiently and timely. One effective way to enhance the emergency response capacity and agility is by pre-positioning of emergency resources for the potential accidents. The Yangtze River Delta of China is a large region where a large number of chemical industrial parks are concentrated. According to the distributing characteristics of demand points in this region, a mathematical model of hierarchical pre-positioning of emergency resources is proposed to ensure that accidents in all chemical industrial parks in this region can be responded timely and effectively. Considering accident domino effect and minimizing the total cost, the model gives optimal decisions of pre-positioning emergency resources, including the location and inventory of depots. The innovative hierarchical pre-positioning method greatly reduces the total cost in the premise of sufficient preparation for supplying emergency resources. Finally, in a visual graph of the Yangtze River Delta, the model is applied and the result shows its applicability.  相似文献

采用问卷调查、信效度分析和因子分析等方法,研究玻璃行业不安全行为影响因素,研究结果表明:玻璃行业员工不安全行为主要包括车间照明、PPE佩戴等18个影响因素指标;根据方差分析结果将影响因素归结为工作环境与行为要求(F1)、安全教育与培训(F2)、群体与组织行为影响(F3)和激励沟通与奖惩(F4)等4个主因子,其方差解释率分别为32%、12%、10%、10%,权重分别为0.51、0.19、0.15、0.15;根据分析结果针对性提出“4+1”安全管理模式,为玻璃行业降低不安全行为几率、保障安全生产提供理论依据。  相似文献

为了解某铁路辖区职工癌胚抗原异常情况,探讨该人群癌胚抗原异常检测结果的影响因素,以提出防控策略,采用全自动电化学发光仪对2014—2018年铁路辖区职工的癌胚抗原进行测定,共检测159 214份。结果表明,癌胚抗原异常率12.1%,56~60岁人群癌胚抗原异常率最高、为14.5%,男性职工癌胚抗原异常率高于女性,血糖偏高人群癌胚抗原异常率为16.5%。最后提出应进一步重视检测结果,充分利用铁路现有卫生资源,采取健康体检、健康宣传、健康休养、健康管理的防控手段。  相似文献

为响应国家节能减排和循环经济的理念,本文提出一种新的园区污水处理方式-以污治污:利用企业A废水中的碱性物质与消耗企业B废水中的氢离子,再向废水中投加石灰石去除多余的氢离子,投加液碱去除废水中的铜离子和锌离子。优化后的废水处理方式可减少盐酸、石灰石的使用量,从源头上减少了资源的浪费和排入外环境的污染物,对社会发展和生态环境均具有明显的正效益。  相似文献

土地财政是当前政府管理中的热点问题,分地域研究土地财政差异情况,对于提出科学合理的转型对策具有重要的理论与现实意义.总结土地财政各项收入来源发展概况,考虑土地储备抵押融资为借债收入,故只以土地出让金与土地、房产税收计算1999-2010年全国31个省(市)土地财政收入总规模,同时考虑各省(市)年均土地财政收入规模占地方财政总收入的比重(贡献率),找出土地财政情况地域差异的基本规律.进一步采用SPSS19.0层次聚类分析方法,将全国31个省(市)土地财政情况划分为5种集群类型:土地财政发展期、较旺盛期、旺盛期、中期、后期.从土地财政收入规模与增长趋势及对地方财政总收入的贡献程度,分析各集群土地财政情况存在差异的原因.在此基础上,考虑土地财政不可持续性及存在的诸多弊端,针对不同集群地域从国家层面制度改革、征收物业税、改变土地财政为动力源泉的城市化、发挥闲散土地的财政作用等4方面,提出土地财政转型的政策建议.  相似文献

Science parks have developed greatly in the world, whereas empirical researches have showed that science parks based on linear model cannot guarantee the creation of innovation. Hi-tech innovation is derived from flow and management of information. The commercial and social interactions between in-parks and off-park firms and research institutions act as the key determinant for innovation. Abstract

There is an obvious departure from the regional equilibrium of developments between the upper and lower reaches of the Pearl River in Guangdong, which resulted in “the effects of contra-geography-grads development”. It is mainly because the upriver mountainous areas have been deeply stuck in industrialization delay and marginalization plights, so that nearly 40 million local people have conceived a dream to get rid of “the vicious circle of poverty” by speeding up industrial development. But the problem is that such industrialization efforts on a large scale in mountainous areas are encountering the bottleneck of environmental capacity that strictly limits industrial emissions along the upper reaches of any water system. As a solution, an institutional arrangement called “the Local Area Quotas for Industrial Emis-sions along the Pearl River” is put forward supposed to give corresponding compensation to the rights of industrial development yielded by some areas with lower environmental capacity through the distribution and trading of IDQs.  相似文献

Abstract

Ecological footprint (EF) has received considerable attention as a useful indicator in the context of sustainable development. So far, EF has been used in numerous studies by academies, organizations and government authorities. However, the results of these studies failed to be comparable directly with each other due to imprecise data sets, unmodified accounting methods of pasture and fossil energy, ignored secondary products, undefined process of calculating yield factors and improper biocapacity for biodiversity. In this paper, we elaborated on EF estimating methods from six categories of consumption in order to overcome the limitations above. We adopted precise data and revised methods, calculated EF of some secondary products, introduced weighted factor to calculate yield factors and adjusted biocapacity by an appropriate amount. Meanwhile, we investigated the resource consumption of Liaoning Province in 2006 to assess EF. Its results showed that Liaoning Province overused its natural capital and was in an unsustainable state. We concluded that two specific problems that had arisen in EF assessment and gave some suggestions for Liaoning Province to improve its unsustainable state.  相似文献

ABSTRACT

In recent years, high-polluting industries have been gradually shifted from the eastern developed regions to the central and western underdeveloped regions in China. Certain environmental regulations have been in place accordingly in various regions, but the pollution in the central and western regions has risen sharply. Based on the data of interprovincial panel in China from 2006 to 2015, this paper calculates high-pollution industry dynamic agglomeration index, environmental pollution agglomeration index and relative environmental regulation intensity index, and uses Generalized Method of Moments to carry out the regression analyses of the whole samples, regional heterogeneity and temporal heterogeneity. The results show that there is an inverted U-shaped relationship between relative environmental regulation and environmental pollution concentration in China. The concentration degrees of industrial wastewater pollution and industrial waste gas pollution are deepened, which are mainly caused by the transfer of highly polluting industries. However, the concentration of industrial solid waste pollution caused by the transfer is not obvious. Furthermore, the deepening of industrialization intensifies the concentration of regional environmental pollution. Environmental Kuznets Curve does exist in China, but it is not significant. The increase of labor cost and quality will reduce the concentration of environmental pollution.  相似文献
