The debate over an international climate change regime has thus far focused primarily on efficiency concerns in developed countries. This paper suggests a means by which equity concerns may be addressed in the ongoing negotiations. A system of transfers is developed that is motivated by the difference between the damage caused by a country and the damage suffered by that country as a result of climate change. Illustrative calculations of the magnitude and direction of these transfers are made. We find that in general transfers flow from temperate to tropical countries but that the degree of uncertainty associated with these calculations is very large. 相似文献

Food irradiation is a physical method of processing food (e.g. freezing, canning). It has been thoroughly researched over the last four decades and is recognized as a safe and wholesome method. It has the potential both of disinfesting dried food to reduce storage losses and disinfesting fruits and vegetables to meet quarantine requirements for export trade. Low doses of irradiation inhibit spoilage losses due to sprouting of root and tuber crops. Food- borne diseases due to contamination by pathogenic microorganisms and parasites of meat, poultry, fish, fishery products and spices are on the increase. Irradiation of these solid foods can decontaminate them of pathogenic organisms and thus provide safe food to the consumer. Irradiation can successfully replace the fumigation treatment of cocoa beans and coffee beans and disinfest dried fish, dates, dried fruits, etc. One of the most important advantages of food irradiation processing is that it is a coldprocess which does not significantly alter physico-chemical characters of the treated product. It can be applied to food after its final packaging. Similar to other physical processes of food processing, (e.g. canning, freezing), irradiation is a capital intensive process. Thus, adequate product volume must be made available in order to maximize the use of the facility and minimize the unit cost of treatment. Lack of harmonization of regulations among the countries which have approved irradiated foods hampers the introduction of this technique for international trade. Action at the international level has to be taken in order to remedy this situation. One of the important limitations of food irradiation processing is its slow acceptance by consumers, due inter alia to a perceived association with radioactivity. The food industry tends to be reluctant to use the technology in view of uncertainties regarding consumer acceptance of treated foods. Several market testing and consumer acceptance studies have been carried out on food irradiation in recent years. These studies showed that, if the safety and the benefits of food irradiation were properly explained, the consumers were willing to accept irradiated foods. Considering its potential role in the reduction of post-harvest losses, providing safe supply of food and overcoming quarantine barriers, food irradiation has received wider government approvals during the last decade. There is also a trend towards increased commercialization of irradiated food. Two frequent beliefs about rural environmental attitudes are examined conceptually and empirically: (1) the common conception
that rural environmental concerns are expressed predominantly by wealthy community newcomers; and (2) the related position
that long-time rural residents are hostile to the environmental cause.
We argue conceptually, through the use of a 2×2 community matrix, that environmental attitudes are equally likely to be expressed
by what we term “upper middle income newcomers,” “lower middle income newcomers,” “upper middle income locals,” and “lower
middle income locals.” Empirically, we find that although wealthy newcomers express the strongest environmental attitudes
in the community, their concerns represent only a small percentage of rural environmental attitudes consisting of respondents
who make less than $40,000 a year in household income are over 40 years of age, possess less than a college education, and
work in a nonprofessional occupation. This new category expresses environmental concerns at least equal to the rest of the
community on three of four measures of environmental attitudes.
The findings provide insight into the widespread and cross-sectional nature of rural environmental concern. The implication
is that environmental groups will find significant sources of political support in rural communities, provided they craft
their environmental message in a language consistent with rural attitudes and values.

What are the processes that shape implementation of multilateral environmental agreements (MEAs) in multilevel governance? In an attempt to address this question, we move from a top-down view of implementation as compliance with international rules to viewing it as a dynamic process shaped by action at various levels. The Ramsar Convention on Wetlands offers an important context to understand the mechanisms that shape multilevel implementation outcomes. We examine Ramsar Convention implementation in Austria, Mexico, and the Republic of Korea in order to identify relevant processes that define multilevel implementation. These cases represent three different types of government, and shed light on the ways in which international law is implemented by respective governments. The Austrian case, a federal government, illustrates the ways in which subnational authorities (the provinces) are influenced by binding regional institutions (EU-rules) to create a more robust context for protection in terms of designation of Ramsar sites. The Mexican case, a semi-federal government, shows how spurred involvement by local NGOs, states, and scientists can result in significant expansion of efforts. The Korean case, a unitary government, demonstrates the ways in which aligning institutional interests (in this case local governments with national ministries) can lead to strong implementation. Analysis of these cases provides two robust findings and one deserving additional study. First, overlapping governance efforts where activity has ties with multiple regional and international biodiversity efforts tend to see cumulative implementation. Second, institutional and organizational complexity can provide opportunities for local actors to drive the implementation agenda through a mix of processes of coordination and contentious politics. Certification of where, when and how fish are caught is emerging as an important fisheries management tool. The history of
eco-labelling in the fisheries sector is relatively short and actual experiences of eco-labelling are limited, although an
emerging trend is shaping in European and US markets. Eco-labelling in fisheries gained increased impetus with the development
of the non-government Marine Stewardship Council (MSC) in 1996. This paper reviews the emerging importance of certification
and eco-labelling in the fisheries sector, the development and operation of the MSC, identifying particularly the role of
‘third party certification’ as promoted by the MSC, and notes the opportunities and challenges for the MSC and eco-labelling
