ABSTRACT: Because of its importance and the perceived inability of private sector sources to meet water demands, many countries have depended on the public sector to provide water services for their populations. Yet this has resulted in many inefficient public water projects and in inadequate supplies of good quality and reliable water. Decentralization of water management, including the use of water markets, cannot solve all of these water problems, but it can improve the efficiency of water allocation. When given adequate responsibility and authority, water user associations have effectively taken over water management activities at a savings to tax payers. Moreover, water markets add the potential benefit of improving water efficiency within a sector as well as providing a mechanism for reallocating water among sectors. The key question involves developing innovative mechanisms for reducing the transaction costs of organizing water users and of making water trades. Water rights need to be established which are recorded, tradable, enforceable, and separate from land if markets are to operate effectively. Also, institutions are needed that effectively resolve conflicts over water rights, including third party impacts and water quality concerns. 相似文献

The paper examines changing approaches to local economic development in the period since 1974. Initially, it proposes an ‘orthodox’ model of local economic development policies which emphasised the provision of a better industrial fabric, and of financial assistance to small, inner city firms. It suggests three recent directions of change in emphasis from this orthodox model: help in the creation of new entrepreneurs; replacement of public sector by private sector action; local authority shareholding in local firms by use of Enterprise Boards. In India, the mineral resource inventory and the production of a large number of important minerals have registered significant increases during the last few decades. Yet the country continues to be a net importer of many high value and scarce minerals and metals, like gold, diamond, and several base metals. Exploration and development of the resources of these minerals are technology- and capital-intensive. To bring technology and capital through foreign direct investment (FDI) into the Indian mineral sector, it is imperative to lay stress on: accurate resource estimation and categorization, as well as realistic projection of the true values; rationalization of legislative measures based on R&D studies and reorganization of the implementation machinery; conducive tax structure; notification of acts and rules applicable to offshore mineral resources; time-frames for granting licences and leases; encouragement to labor productivity by rationalizing labor laws; reforms in the monetary system to increase market competitiveness of Indian minerals; and judicial reforms. ABSTRACT: An inverse‐simulation approach is used to determine optimal strategies for developing public water‐supply systems in a shallow, coastal aquifer on the outermost arm of the Cape Cod peninsula in Massachusetts. Typically a forward simulation (or “trial and error”) approach is used to find best pumping strategies, but the chances of finding success with this tact diminish as the number of potential options grows large. Well locations and pumping rates are optimized with respect to: (1) providing sufficient water to areas of water‐quality impairment, (2) minimizing impacts to nearby surface waters, (3) preventing saltwater contamination due to overpumping, and (4) minimizing financial cost of well development. Potential well sites and water‐supply scenarios are separated into “politically‐based” and “resource‐based” categories to gain insight into the degree that pre‐existing political boundaries hinder best management practices. The approach provides a promising tool in transboundary water‐resources settings because it allows stakeholders to find solutions that best meet everyone's goals, as opposed to pursuing options that will create conflict, or are less than optimal. 相似文献

This article presents lessons from experience pertinent to implementing small-scale natural resource and related investment projects in developing countries. It outlines ideas for intervention and innovation to foster such investments. Particular emphasis is placed on private-sector participation in these investments. Following a brief presentation of the economic development and other arguments that support intervention and innovation in support of such small-scale natural resource investments, the article discusses many of the lessons learned from experience. These lessons reinforce those touched upon in the investment-specific discussions in the previous articles. The experience and associated lessons that are examined include experiences in both developing and developed countries and encompass not just lessons from natural resource investments, but also small-scale investments in other sectors. Financing and other innovations which facilitate meeting the challenges are drawn from relevant experience where barriers to investment have been surmounted. Options for programme and project interventions to increase market penetration of small-scale investments and achieve the associated development linkages and synergies are suggested. These suggestions are aimed especially at governments and bilateral and multilateral development finance and development assistance entities. A modified transient version of the Streeter-Phelps model along with the energy balance equation is employed to analyze the effects of waste heat discharge from power plants on stream water quality. Analysis is also made to examine the effects of the upstream water quality and stream velocity on the downstream DO concentration level. The resulting coupled nonlinear hyperbolic partial differential equations representing the energy, BOD and DO concentrations are solved by the method of characteristics and simulated on a digital computer. ABSTRACT This paper proposes a novel congestion management (CM) approach by using the optimal transmission switching (OTS) and demand response (DR) for a system with conventional thermal generators and renewable energy sources (RESs). In this paper, wind and solar PV units are considered as the RESs. The stochastic behavior of wind and solar PV powers are modeled by using the appropriate probability density functions (PDFs). The proposed CM methodology simultaneously optimizes the generation dispatch, demand response, and also the network topology of the power system. The OTS identifies the branches that should be taken out of service by significantly reducing the operating cost of the system while respecting the system security. Here, the total operating cost minimization/social welfare maximization and system losses minimization are considered as the objectives to be optimized. The proposed CM problem is solved using the multi-objective Jaya algorithm and it is used to determine a set of Pareto-optimal solutions. The Jaya algorithm is simple and it does not have any algorithmic-specific parameters to be tuned. This aspect reduces the designer’s effort in tuning the parameters to arrive at the optimum objective function value. A fuzzy logic-based approach is used to identify the best compromise solution. The effectiveness of the proposed CM approach is examined on modified IEEE 30 and practical Indian 75 bus test systems. 我国人口城镇化滞后的根本原因在于计划经济体制下形成的二元经济结构和城乡隔离的户籍管理制度没有在工业化进程和市场经济体制建立进程中予以破除。而城镇化的滞后将给我国经济实现持续增长带来诸多挑战,包括有效需求不足、农业生产率低下、产业结构难以升级等。文章特别阐明通过包括户籍制度、就业制度和土地承包制度在内的制度创新,加快人口城镇化的步伐,促进经济持续稳定的增长。 相似文献
