ABSTRACT: Conflicts caused through development of urban areas in proximity to irrigated agriculture in water-scarce regions can be minimized through the direct urbanization of irrigated lands. This shifts the water supply from one use to another on the same site rather than creating an additional use in an adjoining area. This condition has prevailed in the Phoenix region. In the Tucson region, the municipality is buying and retiring farmland in an adjacent agricultural area, for the purpose of acquiring the water right in order to transfer water to municipal use. This land purchase is necessitated by existing Arizona water law, which ties the water to the land. This method of transfer creates problems concerning how much water can be transferred per acre retired; what to do with the abandoned farmland; inequities to agribusiness and taxing entities; and loss of food crop production which have not been resolved. An alternative to the retirement of farms, applicable in the Tucson region, is to exchange treated municipal wastewater for irrigation water. While this method appears to be the least disruptive, it requires the resolution of certain institutional problems concerned with land and water management method.  相似文献

ABSTRACT: A methodology is developed for examining the environmental and developmental conflicts inherent in the classification process of a wild river. The Salmon River in Idaho is used as an example of the methodology. The steps were: 1. a resource inventory, 2. an evaluation methodology, and 3. an economic comparison of resource use tradeoffs. Alternatives for the Salmon were examined, following generally the procedures outlined in the United States Water Resources Council's Establishment of Principles and Standards for Planning Water and Related Land Resources Final comparisons showed that hydroelectric development had greater net benefits than outdoor recreation at up to a three percent recreation growth rate. When recreation use grew at a faster rate, recreation had a considerable margin of net benefits in its favor.  相似文献

ABSTRACT: A set of simulation models consisting of a weather generator, and irrigation supply, soil moisture and crop growth components was used to evaluate the impacts of climate change on irrigated corn in locations near Albany, New York, Indianapolis, Indiana, and Oklahoma City, Oklahoma. The models evaluated the combined effects of modified water demand, supply and crop management (planting date, cultivar selection, irrigation). Simulations were duplicated for 100-year weather sequences based on current (1961–1988) weather statistics, and statistics modified by outputs from the GFDL GCM runs showing the effects from doubling of atmospheric CO2. Climate impacts differed greatly with location and management. Effects were most adverse in New York and least damaging in Indiana. At all sites, the beneficial effects of longer growing season and increased water supply were generally overcome by the detrimental impacts of increased evapotranspiration and reduced solar radiation during plant maturing stages. Adverse impacts of climate change can be substantially reduced by irrigation and appropriate selection of planting dates and cultivars.  相似文献

This paper focuses on organizational impediments to the successful implementation of industrial recycling programs. Even if a technologically viable and mutually beneficial solution were to exist, there are a number of organizational impediments that make it unlikely to succeed unless the benefits are very large and apparent. These impediments stem from the difficulty in identifying potential partners and involving the appropriate individuals within the firms that understand the technical requirements, value the strategic benefits and are receptive towards establishing the industrial recycling relationship. This dilemma applies to many industrial recycling opportunities, but solutions do exist. One way to avoid some of these obstacles is to use a middleman, or broker, who can play several crucial roles to establish the relationship. This paper describes the impediments and key broker roles, and provides a case study dealing with refractory recycling. It provides a case study that documents a recycling relationship between an aluminum-manufacturing firm that produces a large volume of spent refractories and a regional portland cement producer that is using the spent refractories as an alternative raw material source. This paper also provides a thorough literature search in the area of refractory recycling. Finally, the case study provides an opportunity for analysis and reflection on the implications of these findings to industrial firms, industrial societies and governmental agencies that seek to encourage successful recycling operations.  相似文献

ABSTRACT: Policy and management plans can be enhanced through effective communication between researchers and decision makers. Differences in understanding can come from differences in professional cultures. Scientists deal with facts, proof and incremental progress whereas the decision makers are often faced with perceptions, emotions and deadlines. A case study is presented illustrating the interaction between the political system and science on a water management issue. Irrigation projects in the western San Joaquin Valley of California lead to a situation requiring subsurface drainage and disposal of the drainage water. The original plan was to discharge the drainage water in the Suisun Bay east of the San Francisco Bay. Severe damage to birds associated with selenium in the water led to a reevaluation of irrigation and drainage management options. Federal and state agencies cooperated to establish a San Joaquin Valley Drainage Program (SJVDP) which was to develop plans for solving the problem. Discharge to the Bay was politically eliminated as an option for evaluation, an action criticized by a National Research Council Committee as not being scientifically based. The SJVDP published a Management Plan in 1990 which contained proposals viewed by the scientific community as not necessarily incorrect but not completely justified based on the scientific knowledge at the time. A segment of the Citizens Advisory Committee that was part of the SJVDP consisting of representatives from the interest groups viewed the Management Plan as a negotiated agreement between the environmental and agricultural interests. Presently, an Activity Plan exists, consisting of technical committees to evaluate the current technical and economic evaluation of the management options proposed in the Management Plan. This case study illustrates that factors other than scientific facts have bearing on decisions. Successful management plans must be technically sound, economically viable and socially acceptable. The scientific community needs to evaluate its role in the policy making arena and to focus research on questions of greatest value to decision makers, as well as to scientific peers.  相似文献

The toxicity of soil irrigated with treated domestic wastewater (site A) and untreated gray wastewater (site B) were investigated. Soil extracts were prepared using distilled water, acid solvent (0.1 mol·L-1 HCl), and organic solvent (acetone:petroleum ether:cyclohexane= 1:1:1) to understand the type of pollutants responsible for the ecotoxicity associated with wastewater irrigation. The soil toxicity was assessed using a luminescence inhibition assay with Vibrio fischeri for acute toxicity, a micronucleus assay with Vicia faba root tips and a single cell gel electrophoresis assay of mice lymphocytes for genotoxicity. The physicochemical properties and the heavy metal (HM) contents of the irrigated soil were also analyzed. The results indicated that the wastewater irrigation at site A had no effects on the soil properties. With the exception of Pb, Zn, Fe, and Mn, the accumulation of HMs (Cu, Ni, and Cr) occurred. However, the irrigation at site A did not result in obvious acute toxicity or genotoxicity in the soil. The soil properties changed greatly, and HMs (Cu, Ni, and Cr) accumulated in site B. There were significant increases in the acute toxic and genotoxic effects in the soils from site B. The ecotoxicity in site B came primarily from organic-extractable pollutants.  相似文献

Soil moisture variability in natural landscapes has been widely studied; however, less attention has been paid to its variability in the urban landscapes with respect to the possible influence of texture stratification and irrigation management. Therefore, a case study was carried out in the Beijing Olympic Forest Park to continuously monitor the soil in three typical profiles from 26 April to 11 November 2010. The texture stratification significantly affected the vertical distribution of moisture in the non-irrigated profile where moisture was mostly below field capacity. In the profile where irrigation was sufficient to maintain moisture above field capacity, gravity flow led to increased moisture with depth and thus eliminated the influence of texture. In the non-irrigated sites, the upper layer (above 80 cm) exhibited long-term moisture persistence with the time scale approximating the average rainfall interval. However, a coarse-textured layer weakened the influence of rainfall, and a fine-textured layer weakened the influence of evapotranspiration, both of which resulted in random noise-like moisture series in the deeper layers. At the irrigated site, frequent irrigation neutralized the influence of evapotranspiration in the upper layer (above 60 cm) and overshadowed the influence of rainfall in the deeper layer. As a result, the moisture level in the upper layer also behaved as a random noise-like series; whereas due to deep transpiration, the moisture of the deep layer had a persistence time-scale longer than a month, consistent with characteristic time-scales found for deep transpiration.  相似文献

This study examined relationships between mentoring functions offered and transformational leadership as a mentor outcome and affective well‐being and organizational commitment as mutual outcomes for both mentors and protégés. For this examination, we conducted a longitudinal field study by using 111 matched reports from both mentors and protégés collected at three different points in time over seven months in nine Korean companies that administered a standardized formal mentoring program. Study results showed that mentoring functions assessed at Time 2 were positively associated with mentors' and protégés' post‐mentoring outcomes at Time 3 after controlling for pre‐mentoring initial levels of those outcomes at Time 1. Study findings also revealed that relative effects of mentoring on the mentor and protégé outcomes differed by the types of mentoring functions.
