Governance and planning of ecosystem and water management within the California Bay-Delta, a critical component of California's water economy, have been characterized by a range of innovations in collaboration and conflict resolution. Despite legal mandates to incorporate environmental justice, the California Bay-Delta Authority's (CBDA) policy-development process and the subsequent Delta Vision process have systematically marginalized the role of environmental justice in California's water policy. We suggest that environmental justice in Bay-Delta planning can be understood as a “third party” with a tenuous seat at the CALFED water management table. As such environmental justice is a useful lens through which to assess the state's broader commitments and capacities relative to equity as a planning principal and outcome. We interpret the fate of environmental justice within Bay-Delta planning as indicative of the inherent tensions between systems based on increasing market dominance and state legitimation and the values of environmental justice based on distributive, procedural, and cognitive justice. We construct a model of marginalization and environmental injustice in collaborative planning to illustrate these tensions. We draw upon experiences of members of the Environmental Justice Sub-Committee of CBDA's Bay Delta Public Advisory Committee, as well as interviews with other key environmental justice interests, and a comprehensive review of internal and public CBDA documents relating to the environmental justice program including budgets and program plans, and ethnographic field work. We conclude that by learning from the mistakes of Bay-Delta planning, a positive model of collaborative, environmental justice-based planning for water and ecosystem management is possible.  相似文献

In a field experiment with 517 job applicants, the processes underlying the formation of procedural justice judgments were investigated. It was hypothesized that procedural justice judgments may be based not only on content information (e.g., “What are fair aspects of the selection procedure?”), but also on the felt ease or difficulty with which this content information can be retrieved from memory (ease‐of‐retrieval; e.g., “How easily can I recall fair aspects of the selection procedure?”). Evaluations of the company's online application procedure show that job candidates based procedural justice judgments on content information or on ease‐of‐retrieval, depending on their uncertainty regarding the online application procedure as well as their prior experiences with online applications. Specifically, experienced applicants who felt certain based their judgments on ease‐of‐retrieval, whereas all other applicants based their judgments on content information. The distribution of urban ecosystem services (UES) is often uneven across socioeconomic groups, leading to environmental justice issues. Understanding the distribution of UES across a landscape can help managers ensure an equitable distribution of services. While many past studies have focused on the distribution of green spaces in relation to socioeconomic variables, this research analyzes the distribution of UES provided by these green spaces. This research quantified air pollution removal, atmospheric carbon reduction, and surface runoff mitigation provided by urban trees in Strasbourg city (France). The provision of these three UES was studied at the census block scale by creating an index of UES delivery, which was contrasted with a constructed social deprivation index. Our results show that there is no significant association between the delivery of UES and social deprivation. Some deprived populations benefit from high UES delivery. Results also suggest that mapping associations between UES delivery and social deprivation should be integrated with future development plans to enhance the equitable distribution of UES. This study provides insights into the French context where studies about the distribution of UES at a small-area level remain lacking.  相似文献

Drawing on the perceived organizational membership theoretical framework and the social identity view of dissonance theory, I examined in this study the dynamics of the relationship between psychological contract breach and organizational identification. I included group‐level transformational and transactional leadership as well as procedural justice in the hypothesized model as key antecedents for organizational membership processes. I further explored the mediating role of psychological contract breach in the relationship between leadership, procedural justice climate, and organizational identification and proposed separateness–connectedness self‐schema as an important moderator of the above mediated relationship. Hierarchical linear modeling results from a sample of 864 employees from 162 work units in 10 Greek organizations indicated that employees' perception of psychological contract breach negatively affected their organizational identification. I also found psychological contract breach to mediate the impact of transformational and transactional leadership on organizational identification. Results further provided support for moderated mediation and showed that the indirect effects of transformational and transactional leadership on identification through psychological contract breach were stronger for employees with a low connectedness self‐schema. The urban fringe has been described as 'planning's last frontier'; a zone of transition and interface between town and country where a broad variety of land uses and activities come together, and where development pressure is often intense. In this paper, we argue that the urban fringe possesses special characteristics, making it more than simply a transitional landscape. These characteristics centre on patterns of land use, biodiversity and leisure/development opportunity which are unique to the urban edge and to land extending away from built-up areas. The uniqueness, diversity and particular dynamics of the urban fringe demands a special brand of planning and management response. Therefore we suggest that the principle of 'multi-functionality' provides a framework for action, showing how diversity can be managed and supported. Through brief case studies, we demonstrate how functional interactions at the urban fringe might be promoted in the future.  相似文献

Is Amsterdam the “ideal city?” Many of the social, economic, and environmental problems facing Amsterdam are considerably less than those in cities in the USA, and in most cases, Western Europe. Amsterdam, at this moment in history, might be the world's greatest city because of its ability to ensure basic necessities, freedom, and creativity. Tolerance of drugs, sexual freedom, along with the integration of different races helps reduce many of the “social problems” faced by most cities. We have compared, on a per capita basis, differences between Amsterdam/Holland and the USA. The Netherlands is a tiny country, and comparisons are made on a city and per capita numbers at the national level. Our data show that Amsterdam has lower crime, murder, rape, drug usage (cocaine, marijuana), teenage pregnancy, diabetes, obesity, suicide, abortion rates, infant mortality, dependence on fossil fuels, and homelessness, and racial segregation is considerably less. People live longer because of Amsterdam's walkability and bike usage and access to parks. Indeed, the Netherlands leads both Western European and the USA in the proportion of trips made walking and bicycling, with significantly reduced car dependency. Ghettos are nearly non-existent compared with the segregation in the 1940s/1950s. Quality housing is supplied to everyone that gives pride of place compared with the stark, cold, and institutional “projects” provided by the US federal government. Amsterdam leads Western Europe by 35% in social housing, compared with runner-up UK, which has significantly less. The modernism of the 1960s where the poor were warehoused is nearly all gone. People living in Amsterdam seem more tolerant, secure, happier, and healthier compared with citizens in the USA. Great cities provide opportunities for all citizens to enhance their lives and ensure an unrivalled level of freedom. We demonstrate that social and environmental justice are tied together. Amsterdam is by no means perfect, but in comparison with many other democratic industrial cities, it is a far better place for citizens of all races, religions, and incomes.  相似文献

US policies for securing the border with Mexico are driven by multiple political concerns, including the desire to control illegal trade and immigration in a way that conveys “border security” to a national audience. Highly visible border enforcement near urban centres and via the border fence has pushed migrants into far less visible and remote wilderness areas, driving both ecological degradation and a humanitarian crisis. This study employed ethnographic methods to explore how natural resource agency employees and humanitarian volunteers in Altar Valley Arizona perceived and responded to the production of border security. We found that both groups recognised human rights and environmental concerns, although they assigned different priorities and addressed them through conflicting means. As in other cases where consumers are separated from production practices, there was a general consensus among informants that it was important to raise the consciousness of the national audience about the negative externalities of producing border security.  相似文献

ABSTRACT

This article examines the provision of public parks in Latino and non-Latino neighbourhoods in the Phoenix Metropolitan Area. Though previous research has examined the socio-spatial distribution of urban parks, few have analysed both accessibility and variations in park features associated with the Latino composition of neighbourhoods. In this study, geographical information systems were employed to assess the availability and accessibility of neighbourhood parks, and Google Earth was used to audit their natural and built environmental features. Analysis of variance (ANOVA) with Games-Howell post hoc test was applied to examine the hypothesis that park resources are not equitably distributed across neighbourhoods, and that Latino places are disproportionally affected by a suboptimal provision of park space and services. The analysis points to invariance across neighbourhoods in terms of quantity and features of public parks, so the expected systemic pattern of inequality affecting Latino neighbourhoods in Phoenix Metro was not found. The study suggests, however, some areas wherein cities in the Phoenix Metropolitan Area could act to improve the allocation of public park resources and engage the diversity of local populations.  相似文献
