Discharge of heated waste water may affect the entire aquatic ecosystem–the interrelated biological, chemical, physical system–and, if the temperature change is large, may destroy the capacity of the ecosystem to serve a variety of beneficial purposes. However, it is possible to discharge heated waste water in carefully controlled amounts without seriously degrading the aquatic ecosystem. There are four basic alternatives which are open to us with regard to the heated waste water problem which we may choose singly or in various combinations: (1) Placing all heated, waste water in streams, lakes, and oceans without regard to the effects. Thus considering the environmental damage as a necessary consequence of our increased power demand. (2) Using, but not abusing, existing ecosystems. This means regulating the heated waste water discharge to fit the receiving capacity of the ecosystem. (3) Finding alternative ways to dissipate or beneficially use waste heat. (4) Modifying ecosystems to fit the new temperature conditions. We are all dependent upon a life-support system which is partly industrial and partly ecological. Unfortunately, we have reached a stage of development where the non-expandable, ecological portion of our life-support system is endangered by the expanding industrial portion. Optimal function and full beneficial use of both portions of our life-support system will only be possible if a variety of disciplines and diverse points of view can cooperate and work together effectively. Since wastes in amounts that are acceptable taken one at a time may be lethal collectively, environmental management should be on a regional basis.  相似文献

A mathematical model simulates the cumulative volume of debris produced from brushland watersheds. Application of this model to a 176-km2 (0.678 = mi2) watershed along the southern flank of the Central San Gabriel Mountains permits assessment of expected debris production associated with alternative fire-management policies. The political implications of simulated debris production are evaluated through a conceptual model that links interest groups to particular successional stages in brushland watersheds by means of the resources claimed by each group. It is concluded that in theory, a rotation burn policy would provide benefits to more interest groups concerned about southern California's brushland watersheds than does the current fire exclusion policy.This research was supported by the College of Agriculture and Life Sciences, University of Wisconsin-Madison, and by the Office of Water Research and Technology, USDI, under the Allotment program of Public Law 88–379, as amended, and by the University of California. The management of conflicts between wildlife conservation and agricultural practices often involves the implementation of strategies aimed at reducing the cost of wildlife impacts on crops. Vital to the success of these strategies is the perception that changes in management efforts are synchronized relative to changes in impact levels, yet this expectation is never evaluated. We assess the level of synchrony between time series of population counts and management effort in the context of conflicts between agriculture and five populations of large grazing birds in northern Europe. We reveal inconsistent patterns of synchrony and asynchrony between changes in population counts and impact management effort relating to population harvesting, monetary payments, or scaring practices. This variation is likely due to differing management aims, the existence of lags between management decisions and population monitoring, and the inconsistent use of predictive models across case studies. Overall, our findings highlight the need for more adaptive and timely responses of management to changes in target species numbers so as not to unexpectedly increase social conflicts and jeopardize the status of wildlife populations.  相似文献

Over the past decade, trophy hunting in Africa has seen increased public and scientific interest. Much of that attention has come from outside of Africa, with little emphasis on local views. We circulated an online survey through international networks to explore demographic and regional differences in opinion regards support for African trophy hunting, trophy import bans, and outside funding of conservation estates supported by hunting. We received ∼5700 responses and found that location, demography, and conservation background influenced opinion. African and North American respondents showed (significantly) more support for trophy hunting than respondents from Europe or other areas, as did respondents with conservation backgrounds. Unlike North Americans, Africans supported external subsidies of wildlife areas presently funded by hunting. Many factors affected opinions on African hunting, but respondent location played a major role. Realistic policy on African trophy hunting should thus integrate African perspectives, in particular those of rural communities.  相似文献

Waste generated from electric and electronic equipment (WEEE) is increasing due to the demand for information and communication technologies (ICT), rapid product obsolescence, coupled with rapid economic growth, urbanisation and technology advancement. Developed countries have reacted actively to manage this waste, while developing countries are still in the early stages of recognising this problem. This paper gauges Jordanian household WEEE awareness levels, their electric and electronic equipment (EEE) consumption patterns, and estimates the lifetime of EEE using questionnaire and interview methods. Based on these findings, the WEEE generation rate in Jordan is predicted.  相似文献

The Supreme Court's interpretation of the commerce clause controls the balance of power between state and federal governments in the United States. An understanding of the relationship between the different government levels is essential for resource managers concerned with resource and environmental issues. This study examines selected Supreme Court decisions between 1976 and 1988 to answer three questions raised by the commerce clause: (1) Is the regulated item an article of commerce? (2) Do state laws burden interstate commerce? (3) Is federal commerce regulation limited? The balance of power among the justices and the commerce clause theories affecting the federal role in resource management are also examined. Since ratification of the Constitution, the Supreme Court has continuously increased federal power, but states have power to act independently as long as contradictory federal laws do not exist and state law does not impermissively affect commerce. If Congress regulates an individual's use of resources, their power is unquestioned. Future Court decisions will not significantly reduce the federal role in resource management even if the Court's membership changes. Even the supporters of states' rights on the Court realize increased federal power is a necessary part of the country's evolution. The purpose of the commerce clause is to create a national economic unit with free location principles. The Court supports this purpose today and will in the future.  相似文献

/ Environmental regulatory agencies are responsible for protecting human health and the environment in their constituencies. Their responsibilities include the identification, evaluation, and cleanup of contaminated sites. Leaking underground storage tanks (USTs) constitute a major source of subsurface and groundwater contamination. A significant portion of a regulatory body's efforts may be directed toward the management of UST-contaminated sites. In order to manage remedial sites effectively, vast quantities of information must be maintained, including analytical dataon chemical contaminants, remedial design features, and performance details. Currently, most regulatory agencies maintain such information manually. This makes it difficult to manage the data effectively. Some agencies have introduced automated record-keeping systems. However, the ad hoc approach in these endeavors makes it difficult to efficiently analyze, disseminate, and utilize the data. This paper identifies the information requirements for UST-contaminated site management at the Waste Cleanup Section of the Department of Environmental Resources Management in Dade County, Florida. It presents a viable design for an information management system to meet these requirements. The proposed solution is based on a back-end relational database management system with relevant tools for sophisticated data analysis and data mining. The database is designed with all tables in the third normal form to ensure data integrity, flexible access, and efficient query processing. In addition to all standard reports required by the agency, the system provides answers to ad hoc queries that are typically difficult to answer under the existing system. The database also serves as a repository of information for a decision support system to aid engineering design and risk analysis. The system may be integrated with a geographic information system for effective presentation and dissemination of spatial data.  相似文献

ABSTRACT: Nutrient diversion does not always bring about prompt and sufficient reduction in lake phosphorus concentration due to recycling from nutrient rich sediments. Certain lakes and reservoirs may continue to experience nuisance algal blooms and require additional restorative steps. The phosphorus precipitation/inactivation technique is a procedure to remove phosphorus from the water column and to control its release from sediments in order to achieve P-limiting conditions to algal growth. Aluminum salts have been used in advanced waste water treatment to remove phosphorus and this technology was extended to lake rehabilitation. Guidelines for dose calculation and application are generally lacking, and are provided in this report. The dose determination suggested here allows maximum application of aluminum to bottom sediments and thus emphasizes long term control of phosphorus recycling. Dose can be calculated directly from the alkalinity of the water to be treated. Titration of lake water samples of Varying alkalinity allows the establishment of the relationship between residual dissolved aluminum, alkalinity, and dose which can then be employed for lake scale applications of alum to lakes and reservoirs. Application equipment and procedures are described. These depend on site characteristics and treatment objectives and include lakeside stores, a distribution pipe, and an application barge and manifold. Alum may also be used to meet other restoration objectives including the treatment of problem flows and the reduction of particulate concentrations.  相似文献
