ABSTRACTIn this Forum, three scholars discuss how climate engineering will pose novel human rights challenges, and may well force reconsideration of how human rights are applied as a guide to action. Following a short introduction, the first section introduces three competing approaches to human rights, arguing views which emphasize fairness or attempt to maximize satisfaction are more promising than one viewing human rights as inviolable ‘side-constraints’. The second section draws lessons from climate migration that are relevant for climate engineering in terms of incorporating a human rights approach to duties, rights, and participation. The final section compares the ‘needs-based’ and ‘rights-based’ approaches to humanitarian work in the face of climate change and climate engineering, raising concerns for duty-bearers and right-holders. The Forum’s conclusion draws together points of overlap and suggests a path forward for policy and research on this topic. 相似文献

ABSTRACTSolar geoengineering, which seeks to cool the planet by reflecting a small fraction of sunlight back into space, has drawn the attention of scientists and policymakers as climate change remains unabated. Unlike mitigation, solar geoengineering could quickly and cheaply lower global temperatures. It is also imperfect. Its environmental impacts remain unpredictable, and its low cost and immediate effects may result in ‘moral hazard,’ potentially crowding out costly mitigation efforts. There is little understanding about how the public will respond to such tradeoffs. To address this, a 1000-subject nationally representative poll focused on solar geoengineering was conducted as part of the Cooperative Congressional Election Study (CCES) of the US electorate in October–November 2016. The importance that individuals place on solar geoengineering’s speed and cost predicts their support for it, but there is little to no relationship between their concerns about its shortcomings and support for its research and use. 针对《土壤污染风险管控标准——农用地土壤污染风险管控标准》(GB 15618—2018),提出以土壤中全量浓度筛选值和管控值作为衡量农用地土壤污染风险管控的标准,对湖南省部分稻田农用地土壤及点对点稻米样品中镉、铅、砷、汞的总量和有效态浓度及稻米中含量进行监测,根据重金属总量浓度分为低风险、中风险、高风险3组。结果显示:(1)土壤及稻米中镉含量基本为随着风险级别的升高而增加,铅、砷在土壤和稻米中含量无规律性结果,汞监测结果均为未检出。(2)低风险组稻米镉超标率为12. 0%,高风险组稻米镉达标率为33. 3%,表明利用总量浓度对农用地土壤潜在风险进行分组存在一定的局限性。(3)依据4种重金属在土壤中总量及稻米(早稻)中含量情况,对风险级别进行调整并综合判断:有58个样品为低风险组,占样品总数的68. 2%,超标率为零;有15个样品为中风险组,占样品总数的17. 7%,超标率为80. 0%;有12个样品为高风险组,占样品总数的14. 1%,超标率为100. 0%。调整后评价结果与上述标准的划分目标更接近,能够提高上述标准的准确性和实用性。 相似文献

以苏锡常地区具有典型性的原锡山市不同土地利用类型和不同时间的土壤取样点为研究对象,从时空转换角度分析土地利用变化对土壤质量的影响. 结果表明,1980—1995年,苏锡常地区土地利用结构变动速率为0.59;1995—2000年,苏锡常地区土地利用结构变动速率增加为0.74. 统计分析和独立样本t检验结果表明:1982—2005年原锡山市pH降低0.58,w(有机质)降低1.02 g/kg,w(全氮)降低0.16 g/kg,w(全磷)降低0.48 g/kg,w(速效氮)降低7.63 mg/kg,w(速效磷)增加26.16 mg/kg,w(速效钾)增加36.9 mg/kg,土壤含水率降低0.52%,土壤的相对质量指数降低3.06;在不同土地利用方式下,土壤质量各指标的变化具有明显的差异性. 相似文献

Coastal fisheries are a critical component of Pacific island food systems; they power village economies and provide nutritious aquatic foods. Many coastal women and men actively fishing in this region rely on multi-species fisheries, which given their extraordinary diversity are notoriously difficult to both characterize, and to manage. Understanding patterns of fishing, diversity of target species and drivers of these patterns can help define requirements for sustainable management and enhanced livelihoods. Here we use a 12-month data set of 8535 fishing trips undertaken by fishers across Malaita province, Solomon Islands, to create fisheries signatures for 13 communities based on the combination of two metrics; catch per unit effort (CPUE) and catch trophic levels. These signatures are in turn used as a framework for guiding suitable management recommendations in the context of community-based resource management. While a key proximate driver of these patterns was fishing gear (e.g. angling, nets or spearguns), market surveys and qualitative environmental information suggest that community fishing characteristics are coupled to local environmental features more than the market value of specific species they target. Our results demonstrate that even within a single island not all small-scale fisheries are equal, and effective management solutions ultimately depend on catering to the specific environmental characteristics around individual communities.Supplementary InformationThe online version contains supplementary material available at 10.1007/s13280-021-01690-z. 相似文献

Disaster management (DM) is a continuous, highly collaborative process involving governments, DM organisations, responders, the construction sector, and the general public. Most research approaches to DM include the development of information and communication technologies (ICT) to support the collaboration process rather than the creation of a collaboration process to provide information flows and patterns. An Intelligent Disaster Collaboration System (IDCS) is introduced in this paper as a conceptual model to integrate ICT into DM and the mitigation process and to enhance collaboration. The framework is applicable to the collaboration process at the local, regional and national levels. Within this context, the deployment of ICT tools in DM is explored and scenario-based case studies on flooding and terrorism—examples of natural and human-induced disasters, respectively—are presented. Conclusions are drawn regarding the differences found in collaboration patterns and ICT used during natural and human-induced disasters and the differences between currently available ICT and proposed ICT. 相似文献
