This paper develops a framework based on procedural, methodological and ideological elements of participatory vulnerability and risk assessment tools for placing individual approaches within the wide range of work that claims a participatory, local or community orientation. In so doing it draws on relevant experience from other areas of development practice from which the disasters field can learn. Participatory disaster risk assessments are examined for their potential to be empowering, to generate knowledge, to be scaled up, to be a vehicle for negotiating local change and as part of multiple-methods approaches to disaster risk identification and reduction. The paper is a response to an international workshop on Community Risk Assessment organised by ProVention Consortium and the Disaster Mitigation for Sustainable Livelihoods Programme, University of Cape Town. The workshop brought together practitioners and academics to review the challenges and opportunities for participatory methodologies in the field of disaster risk reduction. In conclusion the contribution made by participatory methodologies to global disaster risk reduction assessment and policy is discussed.  相似文献

为了建立健全我国突发公共事件应急管理体制,提高各级政府应对突发事件的能力,分析和研究各级政府在突发公共事件应急管理过程中存在的问题显得非常重要。本文通过对九江地区5.7级地震发生后灾区某市政府在应急救灾抢险方面所展开的各项管理工作的调查研究,对灾区政府从启动初动体制到全面展开应急救灾工作的应急管理过程进行了详细分析。在此基础上,以灾区某市政府地震灾害应急管理为例,就我国各级政府在灾害管理过程中普遍存在的有应急预案但没有相应的防灾规划实施细则、灾后受灾应急评估体系不健全、应急避难与应急救灾物资缺少规划管理等问题进行了探讨和分析,并就如何加强我国地方政府灾害应急管理能力提出了相应的建议和方法。  相似文献

通过高应变动力试桩法来获得桩土参数是目前比较流行的试桩方法,其原理主要是通过以桩顶的实测信息来反演桩土参数,其中比较成熟的CAPW APC法主要用试凑法来反演桩土模型参数,其反演结果呈现一定的随机性且正确性过于依赖操作者经验。本文尝试以CAPW APC法所采用比较成熟的桩土模型为基础,引入基于最佳摄动量法的局部优化方法来反演桩土参数。在弹性波波动方程隐式差分的基础上,对反演参数采用摄动展开并推导出参数反演的递推公式,最后给出合适的反演算法。考虑到初始参数对局部优化方法的影响,根据场地的实际情况选取合适的初始模型,计算显示可以获得比较理想的结果,说明本法是对桩基动测方法的一种有效的新尝试。  相似文献

采用改性当地土壤湖泊综合修复技术从2008年夏季到2010年夏季连续在太湖十八湾围隔内实施夏季应急除藻工程和春季底泥调控工程,通过连续监测浮游植物的群落变动发现:在2009年,春季和夏季工程后浮游植物门类虽在短时间内减少,但是一个月内均又恢复,而且春季工程在短时间内可以在一定程度上抑制蓝藻的种类和比例的增加,又可提高硅藻和绿藻的种类和比例,这对于春季沉水植被的恢复和抑制蓝藻的复苏都有积极意义;从长时间周年变化来看,春季和夏季工程在围隔内连续实施2年,蓝藻水华暴发周期和暴发规模均呈逐渐缩短趋势。这对于进一步开展蓝藻复苏和蓝藻水华暴发的机理研究和控制技术的研究都有一定的指导意义。  相似文献

在高度厌氧底泥和富营养化水体构成的模拟生态系统中,采用土壤和硅藻土进行原位覆盖,研究了覆盖技术对水.沉积物界面微环境的改善作用和不同覆盖材料对苦草生长的影响。这2种底质覆盖后,表层底泥氧化还原电位(Eh)分别提高了48.37%和46.77%,底层水体的溶解氧消耗降低,水体中的总氮(TN)和总磷(TP)含量降低;与对照箱体的苦草死亡相比,经过土壤和硅藻土覆盖的箱体中苦草正常萌发、定植和生长;硅藻土箱体苦草的生物量、叶绿素和根茎比均高于土壤覆盖箱体。因此,原位覆盖能有效改善底层水体和表层底泥的氧化还原环境,隔绝污染底泥和延缓营养盐释放,为沉水植物种子萌发和幼苗生长提供有利的生境条件。  相似文献

Following the severe flood events of 1998 and 2000, the United Kingdom's Environment Agency prioritised the need to increase public flood risk awareness. Drawing on data collected during research undertaken for the Environment Agency, this paper contributes to understanding of one aspect of flood awareness: people's recognition that their property is in an area that is potentially at risk of flooding. Quantitative analyses indicate that class is the most influential factor in predicting flood risk awareness, followed by flood experience and length of time in residence. There are also significant area differences. Our qualitative work explores how those defined as 'at risk' account for their lack of awareness or concern about their risk status. We conclude that the problem is often not simply a lack of awareness, but rather, assessments of local risk based on experience that underestimate the impact of rare or extreme events. We underline the importance of engaging with local perspectives on risk and making local people part of 'awareness-raising' processes.  相似文献

This study evaluates the effectiveness of the Municipal Emergency Consultation project in eight Israeli local authorities. The initiative centres on the appointment of independent emergency preparedness consultants entrusted with tailoring an emergency preparedness package to suit the specific needs of each locality. Regarding emergency preparedness improvements, in all of the municipalities examined, a concept of municipal emergency operation was consolidated and the derived emergency plan tested. Emergency work processes were structured and service‐level agreements reached between municipality departments. Where necessary, a‐linear patterns of municipal functioning in an emergency were established. Concerning a ‘spillover’ of emergency preparedness improvements into routine operations, and a ‘spillover’ of routine management improvements into local emergency preparedness, two municipalities near Gaza, which typically function in an emergency routine, saw a significant ‘spillover’ of emergency preparedness into routine functioning. In other localities, local managers chose to improve a number of municipal structures and procedures in times of routine functioning, which are also related to the functioning of the municipality during an emergency.  相似文献

ABSTRACT: Managing the demand for municipal water supply has become a viable alternative or supplement to traditional supply management responses. Though senior governments in Canada are committed to the concept, there is a lack of knowledge concerning the level of use of the demand management concept and little promotion of water conservation. This paper assesses the extent of the use of this concept as it applies to municipal water supply across southern Ontario and examines factors that influence the variation in use of water conservation strategies. Information from 219 municipalities revealed that the concept is not in wide use in southern Ontario and that existing variation can be partially explained by the extent of problems experienced and the population size served by the municipal water supply system. Suggestions for increasing municipal use of the demand management concept are offered.  相似文献

Nowadays, the disparity of the basic pension in local regions of China can be described as follows: the low level of the unification of the basic pension systems, the large disparity of the level of the basic pension, and unfairness of the enterprises’ payment for the basic pension in different local regions in China. These have already brought many negative influences, which have greatly held back the development of the society and national economy. Microfinance projects now seek to achieve improvement in environmental quality in addition to poverty alleviation. Achievement of these goals may depend upon the economic and environmental impact of microfinance businesses. This study is a quantitative analysis of these outcomes for Ecodevelopment, an Indian microfinance project, which aims to prevent forest degradation by poverty alleviation. The study divides businesses into perishable goods, non-perishable goods, simple skills, and special skills and measures their economic outcome by two indicators, repayment percentage and continuity of businesses. The study examines the effect of loan amount on the economic outcome of businesses. To quantify the environmental outcome, it analyzes the use of firewood or fodder and release of pollutants by businesses. The results show that loan amount does not affect the economic outcome, special skills have best performance, and skills cause less pressure on forest resources. These results suggest the need for development of knowledge-intensive skills, involvement of institutions in the operations of business, and inclusive policies for protected area management.  相似文献
