Population growth and scarcity of prime land, combined with more frequent natural disasters, lead to higher vulnerability of people and infrastructures. To minimise future losses, the exposure to risks should be reduced. Spatial planning has an important role in disaster risk reduction, through better management and allocation of land. This paper presents a new method to incorporate disaster risk reduction in spatial planning, using acceptable risk measures. The method has been tested in the coastal city of Semarang, Indonesia, which is suffering from an on-going threat of enhanced land subsidence. Findings from the case study reveal the benefit of incorporating disaster risk reduction in spatial planning.  相似文献

Using meteorological and electricity demand data for a 4-year period, electricity demand in Shetland was modeled to provide an estimate of the demand over a 30-year period from 1 January 1981. That modeled demand was then compared to estimated wind power output over the same period using the WAsP model. The wind farm output was estimated for a range of sizes of wind farm up to the consented 370 MW Viking Wind Farm in Shetland. Some wind power was available for 94% of the time and the 370 MW wind farm would meet 100% of demand for nearly 80% of the time. The statistics of single and accumulated deficits were calculated for a range of wind farms and estimates of the amount of additional generation capacity and additional power requirements were assessed. The study suggests that with storage, wind power in Shetland could meet all electricity demand in Shetland at around £130 to £150/MWh (excluding subsidy) and with a grid connection allowing the sale of excess power, those costs could be reduced.  相似文献

ABSTRACT: The effectiveness of water conservation policies on reduction of water consumption was evaluated by use of a multiple regression predictive model. Data were obtained from eight Iowa communities, with regard to water consumption and water conservation policies adopted during the drought of 1977. The proposed model, which takes precipitation, temperature, month effects, and uniqueness of communities into account, is considered superior to the use of simple percent changes in evaluating the significance of reduction in water consumption due to conservation efforts. Among the variety of policies reviewed, mandatory policies with per capita restrictions were found to be most effective. However, voluntary conservation policies also resulted in significant reduction in some communities located in close proximity to other communities with severer water shortages. High credibility of local governments as to water shortage information was singled out as the most important factor in successful conservation by water resource policymakers of these communities. Use of the proposed predictive model for water consumption was demonstrated. Recommendations regarding future water conservation were made.  相似文献

The possible role of parish and town councils (local councils) in the local implementation of sustainable development has been overlooked both in research and in policy-making. This article is based on research into local councillors' attitudes to sustainability and to their own role within a single county. A “discourse of local council legitimation” is identified, in which local councillors see their communities as living organisms, whose interests they represent with the benefit of local knowledge and holistic thinking – characteristics which they see as absent at other levels of government. Local councillors essentially see their role as local and relatively short-term – a perspective that will have to be addressed if local councils are to make a significant contribution to sustainability.  相似文献

It has been known for years that green public procurement can stimulate innovation. Even so, all initiatives to promote it have not sufficiently changed the procurement process in municipalities so far. What are the reasons for this? This article presents on the one hand the search for possible reasons – so‐called hurdles – with the help of hurdle analysis, and on the other hand a self‐evaluation tool for municipalities to identify, analyse and overcome hurdles to green procurement. Hence the hurdle analysis offers a questionnaire to identify hurdles, three assessment methods and a workshop to generate strategies to deal with the most relevant hurdles. With the self‐evaluation tool every municipality will be enabled to accomplish such an analysis and to identify key persons and decision elements within its procurement process, as well as fixing responsibilities and generating solutions on their own. This paper examines how local communities adapt to climate change and how governance structures can foster or undermine adaptive capacity. Climate change policies, in general, and disaster risk management in mountain regions, in particular, are characterised by their multi-level and multi-sectoral nature during formulation and implementation. The involvement of numerous state and non-state actors at local to national levels produces a variety of networks of interaction and communication. The paper argues that the structure of these relational patterns is critical for understanding adaptive capacity. It thus proposes an expanded concept of adaptive capacity that incorporates (horizontal and vertical) actor integration and communication flow between these actors. The paper further advocates the use of formal social network analysis to assess these relational patterns. Preliminary results from research on adaptation to climate change in a Swiss mountain region vulnerable to floods and other natural hazards illustrate the conceptual and empirical significance of the main arguments.  相似文献

ABSTRACT

Public participation in the form of public meetings and written submissions has been criticised as a democratic ritual that fails to give citizens a real voice in government decisions. Participatory mapping and community surveys are alternative public participation (PP) methods that can augment legally required processes for land use planning. To date, there has been little evaluation research comparing the information content generated by required PP processes and alternative PP sources with respect to local land use decisions. Using multiple development projects from a case study community, we analysed and compared information generated from three different sources of public participation: (1) formal public comment (written submissions), (2) responses to community survey questions, and (3) land use preferences generated from participatory mapping. We found public comment strongly supported development while results from survey questions and participatory mapping methods revealed community ambivalence. The differences in public opinion are attributed to two key factors: the representativeness of participants in the PP process and the specific methods used for measuring public opinion. Community surveys and participatory mapping generated more accurate and representative community information compared to the formal PP process which was characterised by lower participation and vulnerability to special interest manipulation. For local government decision makers, the political risk of broadening PP information appears high relative to the risk of inaccurately assessing public opinion thus limiting adoption of alternative PP methods such as participatory mapping.  相似文献

为探究双风机并联机站局部阻力特性、完善机站局部阻力及其系数的计算公式,以实际矿井通风机站为工程背景,在分析机站流场能量损失机理的基础上,采用物理模型实验和数值计算相结合的方法,分析了机站入口分流、出口汇流的断面速度不均匀程度与机站阻力损失的关系,同时对不同宽高比的矩形断面进行多工况模拟。结果表明:断面速度不均匀性越大,速度分布重组造成的阻力损失越大;确定了机站局阻计算所需参数的合理测定位置,得出机站局阻系数计算时的综合影响系数Kc随风机工况增大而增大、随断面宽高比A增大而减小,并呈现较好的线性关系。研究结果可为多级机站通风系统通风阻力特性分析以及工程优化设计提供参考。  相似文献

Adaptation to climate change has been reviewed in several developed nations, but in none where consideration of the effects of climate change is required by statute and devolved to local government. We examine the role of institutional arrangements, the players operating under them, the barriers and enablers for adaptation decision-making in the developed nation of New Zealand. We examine how the roles and responsibilities between national, regional and local governments influence the ability of local government to deliver long-term flexible responses to changing climate risk. We found that the disciplinary practices of law, engineering and planning, within legal frameworks, result in the use of static mechanisms which create inflexible responses to changing risk. Several enablers are identified that could create greater integration between the different scales of government, including better use of national policy instruments, shared professional experience, standardised information collection and risk assessment methods that address uncertainties. The framing of climate risk as dynamic and changing that differentiates activities over their lifetime, development of mechanisms to fund transitions towards transformational change, are identified as necessary conditions for delivering flexible responses over time.  相似文献
