Management of fresh water resources meets a range of often conflicting interests. Waterways usually run across political and administrative borders and hence make management difficult and collective action politically challenging. In order to meet these challenges, multi-level bioregional approaches to water management have been called for. Such an approach is institutionalised in the EU's Water Framework Directive (WFD). This paper presents the experiences of the Morsa water sub-district in southern Norway, a pilot for implementing the WFD. The paper discusses Morsa in the light of four principles for multi-level water governance: management on a bioregional scale; polycentric governance; public participation; and an experimental approach to water governance. Contrary to widely held assumptions that collective action in polycentric networks will be difficult because actors will follow their own narrow interests, the findings demonstrate how this is not an absolute truth, and how social action cannot be fully explained by rational action theories. The analysis concludes that the relative success of Morsa relates to a complex of factors, including openness of practices and active involvement of key actors, strong but including leadership, and a knowledge based ‘hybrid’ type of multi-level network combining horizontal and vertical network governance. 相似文献

We present conceptual and quantitative models that predict changes in fertilizer‐derived nitrogen delivery from rowcrop landscapes caused by agricultural conservation efforts implemented to reduce nutrient inputs and transport and increase nutrient retention in the landscape. To evaluate the relative importance of changes in the sources, transport, and sinks of fertilizer‐derived nitrogen across a region, we use the spatially explicit SPAtially Referenced Regression On Watershed attributes watershed model to map the distribution, at the small watershed scale within the Upper Mississippi‐Ohio River Basin (UMORB), of: (1) fertilizer inputs; (2) nutrient attenuation during delivery of those inputs to the UMORB outlet; and (3) nitrogen export from the UMORB outlet. Comparing these spatial distributions suggests that the amount of fertilizer input and degree of nutrient attenuation are both important in determining the extent of nitrogen export. From a management perspective, this means that agricultural conservation efforts to reduce nitrogen export would benefit by: (1) expanding their focus to include activities that restore and enhance nutrient processing in these highly altered landscapes; and (2) targeting specific types of best management practices to watersheds where they will be most valuable. Riparian seeps have been recognized for their contributions to stream flow in headwater catchments, but there is limited data on how seeps affect stream water quality. The objective of this study was to examine the effect of seeps on the variability of stream NO3‐N concentrations in FD36 and RS, two agricultural catchments in Pennsylvania. Stream samples were collected at 10‐m intervals over reaches of 550 (FD36) and 490 m (RS) on 21 occasions between April 2009 and January 2012. Semi‐variogram analysis was used to quantify longitudinal patterns in stream NO3‐N concentration. Seep water was collected at 14 sites in FD36 and 7 in RS, but the number of flowing seeps depended on antecedent conditions. Seep NO3‐N concentrations were variable (0.1‐29.5 mg/l) and were often greater downslope of cropped fields compared to other land uses. During base flow, longitudinal variability in stream NO3‐N concentrations increased as the number of flowing seeps increased. The influence of seeps on the variability of stream NO3‐N concentrations was less during storm flow compared to the variability of base flow NO3‐N concentrations. However, 24 h after a storm in FD36, an increase in the number of flowing seeps and decreasing streamflow resulted in the greatest longitudinal variability in stream NO3‐N concentrations recorded. Results indicate seeps are important areas of NO3‐N delivery to streams where targeted adoption of mitigation measures may substantially improve stream water quality. 相似文献

Theories in risk, psychology, and communication suggest aiming to inform the public about basic ecological facts may not be enough to influence knowledge of risks or behaviors to mitigate water quality risks. The risk information‐seeking and processing model and the theory of planned behavior suggest several additional variables that are likely to influence risk‐mitigating behaviors. We used data from a survey of watershed residents in Ohio to explore a model of behavioral intentions to positively impact stream health. Residents' informational norms, or the perceived pressure to know about local stream health, strongly predicted their information‐seeking behaviors. Active‐seeking behaviors predicted positive attitudes toward behaviors impacting stream health, which predicted intentions to positively impact stream health. Implications for outreach include couching communication in terms of risk found important to the local community, here wildlife were seen as negatively influenced by water quality, as opposed to plain reports typically provided by utility companies. Increasing social pressure to feel informed by emphasizing the existing knowledge of stream ecology among residents could change the norm for the less informed. A low response rate limits the generalizability of findings here, but leveraging these findings in outreach efforts could prove more successful in engaging the public to improve stream health and support policies to improve stream health. 相似文献

The construction of California's large waterworks was inextricably entangled with a discourse of progress through technoscientific control over unruly rivers. In recent years, a turn towards decentralised governance and diversified infrastructure has produced alternate discourses of human–ecological collaboration and water as a commons. I investigate how water is understood by residents along Salmon Creek (Sonoma Co., CA) engaged in efforts to increase streamflow and restore salmon runs. Drawing on Barad's theory of agential realism, I find that living with springs and rainwater harvesting cisterns enacts intra-actions that increase residents' sense of interdependence with other human and nonhuman watershed residents. I argue that commons frameworks represent a coherent alternative to state and market frameworks of water governance. 相似文献

Why, despite a recent surge in the UK in “sustainable communities” policy discourse, do so many community-led sustainability initiatives remain fragmented, marginal and disconnected from local government strategies? How can community- and government-led sustainability initiatives be better integrated such that they add significantly to a denser matrix and cluster of sustainable places? These questions, we argue, lie at the heart of current sustainable place-making debates. With particular reference to two spatial scales of analysis and action, the small town of Stroud, England and the city of Cardiff, Wales, we explore the twin processes of disconnection and connection between community sustainability activists and local state actors. We conclude that whilst there will always remain a need for community groups to protect the freedom which comes from acting independently, for community activists and policy-makers alike, there are nevertheless a series of mutual benefits to be had from co-production. However, in setting out these benefits we also emphasise the dual need for local government to play a much more nuanced, integrative and facilitatory role, in addition to, but separate from, its more traditional regulatory role. 相似文献

Adaptation to climate change has been reviewed in several developed nations, but in none where consideration of the effects of climate change is required by statute and devolved to local government. We examine the role of institutional arrangements, the players operating under them, the barriers and enablers for adaptation decision-making in the developed nation of New Zealand. We examine how the roles and responsibilities between national, regional and local governments influence the ability of local government to deliver long-term flexible responses to changing climate risk. We found that the disciplinary practices of law, engineering and planning, within legal frameworks, result in the use of static mechanisms which create inflexible responses to changing risk. Several enablers are identified that could create greater integration between the different scales of government, including better use of national policy instruments, shared professional experience, standardised information collection and risk assessment methods that address uncertainties. The framing of climate risk as dynamic and changing that differentiates activities over their lifetime, development of mechanisms to fund transitions towards transformational change, are identified as necessary conditions for delivering flexible responses over time. 相似文献

利用PM2.5污染监测数据、气象资料和WRF模式,研究了2013年10月2日至10日石家庄地区秋季一次典型的空气污染过程,结果表明,PM2.5质量浓度的上升和下降阶段与相继出现的台风"菲特"和"丹娜丝"输送气流及其背景场有关,本次污染过程同时受台风系统背景场、副热带高压系统和大陆高压系统协同控制.石家庄PM2.5质量浓度演变分为上升、下降、再上升和下降4个阶段,浓度曲线呈现双峰特征,分别对应台风"菲特"加强、减弱、台风"丹娜丝"加强和减弱阶段.污染过程中,PM2.5日均质量浓度最高值是425μg·m-3,导致这一现象的原因是由于台风"菲特"和"丹娜丝"系统外围东南暖湿气流进入石家庄地区,高空1000、1800和2600 m处出现逆温层,下沉气流最大风速是0.2 m·s-1,覆盖并影响石家庄地区,形成稳定的大气条件,利于PM2.5污染物持续积累,造成石家庄地区PM2.5浓度达到峰值并出现重污染事件. 相似文献

Size segregated suspended particulate matter (PM2.5 and PM10-2.5) in air at four major petroleum-filling stations in Ile-Ife, Nigeria, were monitored using double staged “Gent” stacked samplers to assess variations in mass loads and elemental concentrations of 25 elements. Na, Mg, Al, Si, P, S, Cl, K, Ca, Ti, V, Cr, Mn, Fe, Ni, Cu, Zn, Br, Rb, Sr, Zr, Cs, Ta, W, and Pb were determined in both fractions by external ion beam proton-induced X-ray emission technique. Enrichment factors and pollution indices were calculated and results revealed that most elements were anthropogenic in both fractions with concentrations exceeding the World Health Organization guideline standards. 相似文献
