Abstract

Differences between the scientific and environmental policy communities regarding marine environmental protection strategies are discussed in the context of the nature and extent of scientific influence on marine environmental policy. Public perceptions of the nature and severity of marine pollution frequently differ from scientific assessments. the thesis of this paper is that the increasing influence of public perception on marine environmental protection policy is leading to the adoption of simplistic and unnecessarily extreme approaches to marine pollution prevention and to a reduced reliance on science. This trend is illustrated by some recent international developments and some suggestions are made towards enhancing the influence of science on marine protection policy.  相似文献

Abstract: Tropical pastures present multiple barriers to tree regeneration and restoration. Relict trees serve as “regeneration foci” because they ameliorate the soil microclimate and serve as safe spots for dispersers. Here, we describe another mechanism by which remnant trees may facilitate pasture regeneration: the presence of seed banks in the canopy soil that accumulates from decomposing epiphytes within the crowns of mature remnant trees in tropical cloud forest pastures. We compared seed banks of canopy soils (histosols derived from fallen leaves, fruits, flower, and twigs of host trees and epiphytes, dead bryophytes, bark, detritus, dead animals, and microorganisms, and dust that accumulate on trunks and the upper surfaces of large branches) in pastures, canopy soils in primary forest trees, and soil on the forest floor in Monteverde, Costa Rica. There were 5211 epiphytic and terrestrial plant seeds in the three habitats. All habitats were dominated by seeds in a relatively small number of plant families, most of which were primarily woody, animal pollinated, and animal dispersed. The density of seeds on the forest floor was greater than seed density in either pasture‐canopy or forest‐canopy soils; the latter two did not differ. Eight species in 44 families and 61 genera from all of the habitats were tallied. There were 37 species in the pasture‐canopy soil, 33 in the forest‐canopy soil, and 57 on the forest floor. Eleven species were common to all habitats. The mean species richness in the pasture canopy was significantly higher than the forest canopy (F =83.38; p < 0.02). Nonmetric multidimensional scaling ordination revealed that the communities were distinct. Greenhouse experiments verified that many of these seeds were viable, with 29 taxa germinating (23 taxa in pruned mats [mimic of exposed conditions] and 16 taxa in control mats [intact conditions]) within 2 months of observation. Nearly half the species that germinated were characteristic of primary forests (primary forest samples, 19%; pasture samples, 29%). This supports the idea that canopy seed banks of pasture trees can function as time capsules by providing propagules that are removed in both space and time from the primary forest. Their presence may enhance the ability of pastures to regenerate more quickly, reinforcing the importance of trees in agricultural settings.  相似文献

The recent extnction of the Caribbean monk seal Monachus tropicalis has been considered an example of a human‐caused extinction in the marine environment, and this species was considered a driver of the changes that have occurred in the structure of Caribbean coral reef ecosystems since colonial times. I searched archaeological records, historical data, and geographic names (used as a proxy of the presence of seals) and evaluated the use and quality of these data to conclude that since prehistoric times the Caribbean monk seal was always rare and vulnerable to human predation. This finding supports the hypothesis that in AD 1500, the Caribbean monk seal persisted as a small fragmented population in which individuals were confined to small keys, banks, or isolated islands in the Gulf of Mexico and the Caribbean Sea. This hypothesis is contrary to the assumption that the species was widespread and abundant historically. The theory that the main driver of monk seal extinction was harvesting for its oil for use in the sugar cane industry of Jamaica during the 18th century is based primarily on anecdotal information and is overemphasized in the literature. An analysis of reported human encounters with this species indicates monk seal harvest was an occasional activity, rather than an ongoing enterprise. Nevertheless, given the rarity of this species and its restricted distribution, even small levels of hunting or specimen collecting must have contributed to its extinction, which was confirmed in the mid‐20th century. Some sources had been overlooked or only partially reviewed, others misinterpreted, and a considerable amount of anecdotal information had been uncritically used. Critical examination of archaeological and historical records is required to infer accurate estimations of the historical abundance of a species. In reconstructing the past to address the shifting baseline syndrome, it is important to avoid selecting evidence to confirm modern prejudices. Biodiversity data are in increasing demand to inform policy and management. A substantial portion of these data is generated in citizen science networks. To ensure the quality of biodiversity data, standards and criteria for validation have been put in place. We used interviews and document analysis from the United Kingdom and The Netherlands to examine how data validation serves as a point of connection between the diverse people and practices in natural history citizen science networks. We found that rather than a unidirectional imposition of standards, validation was performed collectively. Specifically, it was enacted in ongoing circulations of biodiversity records between recorders and validators as they jointly negotiated the biodiversity that was observed and the validity of the records. These collective validation practices contributed to the citizen science character or natural history networks and tied these networks together. However, when biodiversity records were included in biodiversity‐information initiatives on different policy levels and scales, the circulation of records diminished. These initiatives took on a more extractive mode of data use. Validation ceased to be collective with important consequences for the natural history networks involved and citizen science more generally.  相似文献

Abstract:  Of the roughly 12,000 known plant species in Madagascar, only 3% are found in the IUCN (World Conservation Union) Red List of Threatened Species. We assigned preliminary IUCN categories of threat to the species of a comparatively well-known tribe, Coleeae (Bignoniaceae), which comprises an endemic, species-rich radiation in Madagascar. Because the IUCN Red List Categories and Criteria 3.1 discourage the use of the data-deficient category, we developed a novel method for differentiating between range-limited species and poorly sampled species. We used the Missouri Botanical Garden (MBG) gazetteer to determine where other collection efforts had taken place. We drew buffers around each Coleeae locality and determined how many times the surrounding area had been visited since the last sighting of the specimens by intersecting the buffers with all known botanical localities from the MBG gazetteer. We determined that at least 54% of the Coleeae species are threatened with extinction. Assignments of species to this category were often due to predicted future decline within their current area of occupancy and their lack of inclusion within the protected-area network (only 42% of species are known to occur in protected areas). Three species were presumed extinct, and an additional 12 have not been seen in decades. Among the species threatened with extinction, we "rescued" six of them from the data-deficient category by considering both the sample dates and localities of places where they occurred in relation to additional collections that took place in the immediate area. Due to their recent discovery, 15 species remained in the data-deficient category. If Coleeae is representative of the Malagasy flora, or at least of other endemic-radiated plant groups, then species loss in Madagascar may be even more extreme than is realized.  相似文献

This paper explores the status of sustainable development in small island developing states (SIDS), through the presentation of a case study on the Maldives, which is a typical small island developing state in the Central Indian Ocean. At the outset, a brief history of sustainable development as related to SIDS on the international agenda is outlined, starting from Rio to Barbados to Johannesburg. SIDS are expected to face many challenges and constraints in pursuing sustainable development due to their ecological fragility and economic vulnerability. It is the position of this paper that issues related to environmental vulnerability are of the greatest concern. A healthy environment is the basis of all life-support systems, including that of human well-being and socio-economic development. Priority environmental problems are: climate change and sea-level rise, threats to biodiversity, threats to freshwater resources, degradation of coastal environments, pollution, energy and tourism. Among these, climate change and its associated impacts are expected to pose the greatest threat to the environment and therefore to sustainable development. For small islands dependent on fragile marine ecosystems, in particular on coral reefs, for their livelihoods and living space, adverse effects of climate change such as increased frequency of extreme weather events and sea-level rise will exacerbate the challenges they already face. It is concluded that the paper path from Rio to Barbados to Johannesburg has made significant progress. However, much remains to be done at the practical level, particularly by the developed countries in terms of new and additional efforts at financial and technical assistance, to make sustainable development a reality for SIDS.  相似文献

Advantages of the informal assessment of biodiversity based on the phytosociological spectrum (the ratio of species associated with different higher units of ecological-floristic classification in the cenoflora) are demonstrated in a study of pine forests of the Southern Urals (classes Vaccinio-Piceetea, Brachypodio-Betuletea, and Querco-Fagetea). Understanding threatened species diversity is important for long‐term conservation planning. Geodiversity—the diversity of Earth surface materials, forms, and processes—may be a useful biodiversity surrogate for conservation and have conservation value itself. Geodiversity and species richness relationships have been demonstrated; establishing whether geodiversity relates to threatened species’ diversity and distribution pattern is a logical next step for conservation. We used 4 geodiversity variables (rock‐type and soil‐type richness, geomorphological diversity, and hydrological feature diversity) and 4 climatic and topographic variables to model threatened species diversity across 31 of Finland's national parks. We also analyzed rarity‐weighted richness (a measure of site complementarity) of threatened vascular plants, fungi, bryophytes, and all species combined. Our 1‐km2 resolution data set included 271 threatened species from 16 major taxa. We modeled threatened species richness (raw and rarity weighted) with boosted regression trees. Climatic variables, especially the annual temperature sum above 5 °C, dominated our models, which is consistent with the critical role of temperature in this boreal environment. Geodiversity added significant explanatory power. High geodiversity values were consistently associated with high threatened species richness across taxa. The combined effect of geodiversity variables was even more pronounced in the rarity‐weighted richness analyses (except for fungi) than in those for species richness. Geodiversity measures correlated most strongly with species richness (raw and rarity weighted) of threatened vascular plants and bryophytes and were weakest for molluscs, lichens, and mammals. Although simple measures of topography improve biodiversity modeling, our results suggest that geodiversity data relating to geology, landforms, and hydrology are also worth including. This reinforces recent arguments that conserving nature's stage is an important principle in conservation.  相似文献

Disturbance plays an important role in structuring marine ecosystems, and there is a need to understand how conservation practices, such as the designation of Marine Protected Areas (MPAs), facilitate postdisturbance recovery. We evaluated the association of MPAs, herbivorous fish biomass, substrate type, postdisturbance coral cover, and change in macroalgal cover with coral recovery on the fringing reefs of the inner Seychelle islands, where coral mortality after a 1998 bleaching event was extensive. We visually estimated benthic cover and fish biomass at 9 sites in MPAs where fishing is banned and at 12 sites where fishing is permitted in 1994, 2005, 2008, and 2011. We used analysis of variance to examine spatial and temporal variations in coral cover and generalized additive models to identify relations between coral recovery and the aforementioned factors that may promote recovery. Coral recovery occurred on all substrate types, but it was highly variable among sites and times. Between 2005 and 2011 the increase in coral cover averaged 1%/year across 21 sites, and the maximum increase was 4%/year. However, mean coral cover across the study area (14%) remained at half of 1994 levels (28%). Sites within MPAs had faster rates of coral recovery than sites in fished areas only where cover of macroalgae was low and had not increased over time. In MPAs where macroalgae cover expanded since 1998 there was no recovery. Where coral was recovering on granite reefs there was a shift in relative prevalence of colony life‐form from branching to encrusting species. This simplification of reef structure may affect associated reef fauna even if predisturbance levels of coral cover are attained.
