Reconciling conservation goals with sustainable resource use requires adaptive management strategies. The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) regulates global trade for species listed on Appendix II, partly by requiring member countries (parties) to ensure exports do not damage wild populations (called making positive “nondetriment findings” [NDFs]). Unfortunately, when parties find NDFs difficult, they often suspend legal trade, imposing economic costs and driving trade underground. To make it easier for parties to examine the detrimental nature of exports, we devised a spatial approach and applied it to seahorses (Hippocampus spp.) in Tamil Nadu, India, as an example. Our approach involves mapping answers to 5 key questions on species distribution (QA), pressures (QB), management measures (QC), management implementation (QD), and species’ population status (QE). We gathered data from fisher interviews and published literature. Seahorse abundance was greatest in southern Palk Bay and the northern Gulf of Mannar, primarily in seagrasses and coral reefs (QA). Fishing pressure was highest in Palk Bay, primarily from bottom trawlers and dragnetters operating in shallow seahorse habitats near the coastline (QB). Management measures including a marine protected area (MPA), bottom trawl exclusion zone, and closed season were theoretically in place (QC), but their implementation was poor (QD). Fishers reported seahorse catches in 85% of the area covered by the MPA and the exclusion zone; bottom trawlers were responsible for most violations. Seahorses were also captured in Sri Lankan waters, where bottom trawling is banned. Fisher reports indicated declining seahorse catches and reduced body sizes (QE), highlighting unsustainable exploitation. Our results highlight the need for better implementation of existing management measures before a positive NDF can be made and suggest mitigation beyond bans. Such pragmatic spatial analyses can help regulate exports at sustainable levels, supporting CITES implementation for its vast range of species.  相似文献

Abstract:  The Society for Conservation Biology (SCB) can enhance conservation of biodiversity in North America by increasing its engagement in public policy. Toward this end, the North America Section of SCB is establishing partnerships with other professional organizations in order to speak more powerfully to decision makers and taking other actions—such as increasing interaction with chapters—geared to engage members more substantively in science-policy issues. Additionally, the section is developing a North American Biodiversity Blueprint, which spans the continental United States and Canada and is informed by natural and social science. This blueprint is intended to clarify the policy challenges for protecting continental biodiversity, to foster bilateral collaboration to resolve common problems, and to suggest rational alternative policies and practices that are more likely than current practices to sustain North America's natural heritage. Conservation scientists and practitioners can play a key role by drawing policy makers' attention to ultimate, as well as proximate, causes of biodiversity decline and to the ecological and economic consequences of not addressing these threats.  相似文献

Identifying locations of refugia from the thermal stresses of climate change for coral reefs and better managing them is one of the key recommendations for climate change adaptation. We review and summarize approximately 30 years of applied research focused on identifying climate refugia to prioritize the conservation actions for coral reefs under rapid climate change. We found that currently proposed climate refugia and the locations predicted to avoid future coral losses are highly reliant on excess heat metrics, such as degree heating weeks. However, many existing alternative environmental, ecological, and life-history variables could be used to identify other types of refugia that lead to the desired diversified portfolio for coral reef conservation. To improve conservation priorities for coral reefs, there is a need to evaluate and validate the predictions of climate refugia with long-term field data on coral abundance, diversity, and functioning. There is also the need to identify and safeguard locations displaying resistance toprolonged exposure to heat waves and the ability to recover quickly after thermal exposure. We recommend using more metrics to identify a portfolio of potential refugia sites for coral reefs that can avoid, resist, and recover from exposure to high ocean temperatures and the consequences of climate change, thereby shifting past efforts focused on avoidance to a diversified risk-spreading portfolio that can be used to improve strategic coral reef conservation in a rapidly warming climate.  相似文献

Marine regional Sediment Quality Guidelines (SQG) for polychlorinated biphenyls (PCB) and polycyclic aromatic hydrocarbons (PAH) from the Basque coast (SE Bay of Biscay) were determined, on the basis of sediment chemistry, toxicity and benthic community disturbance from analysis of 756 estuarine and coastal samples. The SQG were calculated using a percentile approach (based upon effect and non-effect data), using non-normalised and normalised concentration, by total organic carbon. However, normalisation by total organic carbon did not result in any improvement in accuracy compared with non-normalised values. Hence, this study proposes non-normalised SQG values for assessment of the chemical and physicochemical status in marine waters in the Basque Country, within the Water Framework Directive: 24.6–29 μg kg?1 for total PCBs; 164–285 μg kg?1 for low molecular weight PAH; 922–1537 μg kg?1 for high molecular weight PAH; and 1607–2617 μg kg?1 for total PAH.  相似文献

Conserving freshwater habitats and their biodiversity in the Amazon Basin is a growing challenge in the face of rapid anthropogenic changes. We used the most comprehensive fish-occurrence database available (2355 valid species; 21,248 sampling points) and 3 ecological criteria (irreplaceability, representativeness, and vulnerability) to identify biodiversity hotspots based on 6 conservation templates (3 proactive, 1 reactive, 1 representative, and 1 balanced) to provide a set of alternative planning solutions for freshwater fish protection in the Amazon Basin. We identified empirically for each template the 17% of sub-basins that should be conserved and performed a prioritization analysis by identifying current and future (2050) threats (i.e., degree of deforestation and habitat fragmentation by dams). Two of our 3 proactive templates had around 65% of their surface covered by protected areas; high levels of irreplaceability (60% of endemics) and representativeness (71% of the Amazonian fish fauna); and low current and future vulnerability. These 2 templates, then, seemed more robust for conservation prioritization. The future of the selected sub-basins in these 2 proactive templates is not immediately threatened by human activities, and these sub-basins host the largest part of Amazonian biodiversity. They could easily be conserved if no additional threats occur between now and 2050.  相似文献

The establishment of marine protected areas (MPAs) is a critical step in ensuring the continued persistence of marine biodiversity. Although the area protected in MPAs is growing, the movement of individuals (or larvae) among MPAs, termed connectivity, has only recently been included as an objective of many MPAs. As such, assessing connectivity is often neglected or oversimplified in the planning process. For promoting population persistence, it is important to ensure that protected areas in a system are functionally connected through dispersal or adult movement. We devised a multi-species model of larval dispersal for the Australian marine environment to evaluate how much local scale connectivity is protected in MPAs and determine whether the extensive system of MPAs truly functions as a network. We focused on non-migratory species with simplified larval behaviors (i.e., passive larval dispersal) (e.g., no explicit vertical migration) as an illustration. Of all the MPAs analyzed (approximately 2.7 million km2), outside the Great Barrier Reef and Ningaloo Reef, <50% of MPAs (46-80% of total MPA area depending on the species considered) were functionally connected. Our results suggest that Australia's MPA system cannot be referred to as a single network, but rather a collection of numerous smaller networks delineated by natural breaks in the connectivity of reef habitat. Depending on the dispersal capacity of the taxa of interest, there may be between 25 and 47 individual ecological networks distributed across the Australian marine environment. The need to first assess the underlying natural connectivity of a study system prior to implementing new MPAs represents a key research priority for strategically enlarging MPA networks. Our findings highlight the benefits of integrating multi-species connectivity into conservation planning to identify opportunities to better incorporate connectivity into the design of MPA systems and thus to increase their capacity to support long-term, sustainable biodiversity outcomes.  相似文献

Strategies to reduce, halt, and reverse global declines in marine biodiversity are needed urgently. We reviewed, coded, and synthesized historical and contemporary marine conservation strategies of the Kitasoo/Xai'xais First Nation in British Columbia, Canada to show how their approaches work. We assessed whether the conservation actions classification system by the Conservation Measures Partnership was able to encompass this nation's conservation approaches. All first-order conservation actions aligned with the Kitasoo/Xai'xais First Nation's historical and contemporary marine conservation actions; hereditary chief management responsibility played a key role. A conservation ethic permeates Kitasoo/Xai'xais culture, and indigenous resource management and conservation existed historically and remains strong despite extreme efforts by colonizers to suppress all indigenous practices. The Kitasoo/Xai'xais's embodiment of conservation actions as part of their worldview, rather than as requiring actions separate from everyday life (the norm in nonindigenous cultures), was missing from the conservation action classification system. The Kitasoo/Xai'xais are one of many indigenous peoples working to revitalize their governance and management authorities. With the Canadian government's declared willingness to work toward reconciliation, there is an opportunity to enable First Nations to lead on marine and other conservation efforts. Global conservation efforts would also benefit from enhanced support for indigenous conservation approaches, including expanding the conservation actions classification to encompass a new category of conservation or sacredness ethic.  相似文献

Marine coastal ecosystems, commonly referred to as blue ecosystems, provide valuable services to society but are under increasing threat worldwide due to a variety of drivers, including eutrophication, development, land-use change, land reclamation, and climate change. Ecological restoration is sometimes necessary to facilitate recovery in coastal ecosystems. Blue restoration (i.e., in marine coastal systems) is a developing field, and projects to date have been small scale and expensive, leading to the perception that restoration may not be economically viable. We conducted a global cost–benefit analysis to determine the net benefits of restoring coral reef, mangrove, saltmarsh, and seagrass ecosystems, where the benefit is defined as the monetary value of ecosystem services. We estimated costs from published restoration case studies and used an adjusted-value-transfer method to assign benefit values to these case studies. Benefit values were estimated as the monetary value provided by ecosystem services of the restored habitats. Benefits outweighed costs (i.e., there were positive net benefits) for restoration of all blue ecosystems. Mean benefit:cost ratios for ecosystem restoration were eight to 10 times higher than prior studies of coral reef and seagrass restoration, most likely due to the more recent lower cost estimates we used. Among ecosystems, saltmarsh had the greatest net benefits followed by mangrove; coral reef and seagrass ecosystems had lower net benefits. In general, restoration in nations with middle incomes had higher (eight times higher in coral reefs and 40 times higher in mangroves) net benefits than those with high incomes. Within an ecosystem type, net benefit varied with restoration technique (coral reef and saltmarsh), ecosystem service produced (mangrove and saltmarsh), and project duration (seagrass). These results challenge the perceptions of the low economic viability of blue restoration and should encourage further targeted investment in this field.  相似文献
