基层环境监测站业务风险管理现状与对策

简述了基层环境监测业务风险管理现状及存在的问题,对业务风险管理的认识程度不高,业务风险管理的系统性不强,缺少环境监测业务风险管理指导性文件。提出,应树立正确的环境监测业务风险理念,建立环境监测业务风险管理组织机构,健全与监测工作紧密结合的业务风险管理体系,优先监控风险高的环境监测工作,大力培养风险管理人才。     

Industrial pollution,spatial stigma and economic decline: the case of Asopos river basin through the lens of local small business owners

This paper explores the notion of environmentally induced spatial stigma through an analysis of data from interviews across public attitudes to pollution within the Asopos river basin in central Greece. The area has a 40 year plus history of legal and illicit industrial waste disposal and public debate on the associated environmental degradation. The study focuses on the perceptions and beliefs of a sector of the community likely to be directly and negatively affected by stigma, that is small business owners in the tourism and hospitality sector. The qualitative analysis explores awareness and viewpoints on environmental degradation and water quality within the local context, implications for the local economy and the individual's own enterprise, views on industrial environmental management as well as corporate responsibility and future prospects for the environmental problems of Asopos. Findings reveal a noticeable variation in views on industrial pollution and ecosystem deterioration among the respondents, but overall a strong environmentally induced stigmatization of the area. They also uncover an information asymmetry and lack of credible commitment by government bodies and industry members in disclosing accurate information, a situation likely to increase speculation and uncertainty within the community. The paper concludes by addressing implications of the findings to policy-making and managerial considerations, along with future research perspectives which aim to increase considerations of sustainability aspects for local development.     

城市总体规划环评指标体系的建立及其应用

本研究首先介绍了DPSIR模型构建的原理,接着以合肥市为对象,从驱动力、压力、状态、影响、响应5个方面来构建的共36个指标,并采用层次分析法对指标权重的确定和多级灰色关联分析对指标进行综合评价,得出评价结果。合肥市在2004~2005年处于较低可持续发展水平(0.3398、0.3876)、在2010年处于中等可持续发展水平(0.5369)、在2015年处于较高可持续发展水平(0.6016)、在2020年处于较高可持续发展水平(0.7847),该预测评价结果与合肥市城市可持续发展趋势相符。最后采用改进熵值法验证多级灰色关联综合分析结论,计算得出的结果表明,该两种方法评价结论基本相同。因此,本研究对城市总体规划环境影响评价的评价方法的建立与完善,有着较强的实践意义和参考价值。     

环境保护及可持续发展需要加强现代化档案工作

新世纪可持续发展思想成为主流,中国处于社会转型时期,在西部大开发、环境保护、城市建设等许多领域,环境档案具有不可替代的重要功能。但是目前的环境档案工作还亟待强化高科技化、法制化和提高人才素质,特别需要强化档案的资源开发观念。     

论建立我国安全管理硕士教育制度

论述了安全科学技术的地位和作用，我国安全科学与工程学科的特点，安全工程师必备的知识体系，培养安全工程专业人才的要求，目前安全工程人才培养与实际需要的差距，我国安全科学技术的前景和已有的多层次安全教育体系等，在此基础上，首次提议了建立我国的安全管理硕士（MSA）教育制度，以便满足高层次安全管理人才的迫切需要，同时，还探讨了MSA人才的基本培养方案，比较了MSA和MBA（工商管理硕士）的共同特征，提出MSA教育可以借鉴MBA教育的经验。

城市中心商业区环境安全的管理与控制是城市诸多问题中的热点.通过分析中心商业区的环境空气质量和环境噪声、防火防爆设施及应急装备、人流车流秩序、公共卫生系统,提出了在城市中心商业区环境安全的管理与控制中应执行的相关标准,设立了相关部门和管理措施.对中心商业区环境安全控制的规制化具有一定积极意义.

HAZOP分析方法在石油工业上游业务中的应用

基于国内石油工业上游业务风险分析和安全评价现状,针对油气勘探、油气田开发、油气集输和海洋石油各阶段工艺流程与作业环境特性,选择引导词、偏差进行安全评价,分析和探讨HAZOP分析方法在上游业务中应用的可行性和适用性。研究表明,对于油气田开发、油气集输阶段以及海上油气田生产方面,应用HAZOP分析,可从本质安全角度提出项目风险管理控制措施,提高装置安全性和可操作性,促进企业持续稳定发展。但对于油气勘探阶段,由于其风险呈层次型且评价方法依赖于数学建模和数值计算,不适宜采用HAZOP分析方法。     

The business case for SDGs: an analysis of inclusive business models in emerging economies

In September 2015, the Sustainable Development Goals (SDGs) were endorsed by the United Nations and adopted by all 193 Member States. The SDGs integrate the 5P’s: People, Planet, Prosperity, Peace, and Partnership and clearly stress the need for all stakeholders to collaborate to create a sustainable world. Most importantly, the SDGs appeal to the central and diverse role that the business sector can play to deliver on the SDGs. This paper provides an analysis of inclusive business (IB) models as market-based solutions to contribute to the achievement of the SDGs and benefit those at the Base of the Pyramid (BoP). We investigate the IB models and their social impact in 20 organizations from emerging economies across five different sectors. The findings should help increase the uptake and scale of quality IB models and practices among the private sector, development communities, and governments to promote inclusive economic growth and social impact.
