ANALYSIS AND EXTRACTION OF LOW FLOW RECESSION CHARACTERISTICS1

ABSTRACT: It is important to extract and assess low flow recession characteristics for water resources planning in the upper reaches of streams. However, it is very difficult to express synthetically the low flow recession characteristics for a stream flow. In this paper, first a new method of constructing the master recession curve based on the exponential expression is proposed and applied with the restriction that there are no regulation or diversion structures in the upper reaches above the measurement station. Daily precipitation and stream flow were used for the analysis. Second, analysis for a recession constant was conducted and the relationship between the recession constant and low flow and/or geology was qualitatively examined. In conclusion, the application of the proposed method indicated that it is objective and useful for constructing the master recession curve. It became apparent that the recession constant of a master recession curve may be defined as the total index of low flow characteristics. In addition, it was found that baseflow value increases in the order of Paleozoic, Mesozoic, Tertiary, and Quaternary.

以投入产出分析方法作为基本数学分析工具,从机会损失的角度,对地震灾害产业关联间接经济损失从四个不同的侧面进行评估,并提出了相应的评估模型．     

松花江干流洪水预测和影响评估及对策建议

根据历史数据,分析了松花江干流(哈尔滨段)水位变化的历史规律和典型洪水年洪水的成因,计算和分析了其与松花江、嫩江、二松流域面雨量的相关性,统计和分析了其与拉尼娜、厄尔尼诺、太阳黑子等的关系.利用方差周期和均生函数方法,建立了2004-2013年拉尼娜、厄尔尼诺、太阳黑子及松花江、嫩江、二松流域面雨量的预测方法,并进行了预测,建立了松花江干流(哈尔滨段)最高水位趋势的综合预测方法,得出了2004-2013年的预测值.提出了相应治理的对策建议.     

雾霾污染、经营绩效与企业环境社会责任

本文采用我国沪深两市2010—2016年A股上市公司数据与哥伦比亚大学社会经济数据和应用中心发布的PM2.5浓度数据,基于固定效应模型研究了雾霾污染对企业环境社会责任履行情况的影响。实证分析结果表明:我国各地市的雾霾污染对企业环境社会责任具有正向影响,即本地雾霾污染越严重,企业承担环境社会责任就越多。进一步的分析发现:雾霾污染会削弱经营绩效对企业环境社会责任履行情况的正向影响,即雾霾污染越严重,经营绩效对企业环境社会责任的正向影响越弱。本文的研究结论不仅揭示了雾霾对企业环境社会责任的正向影响,也揭示了雾霾污染对经营绩效和企业环境责任之间关系的调节影响。该结论对于加强雾霾治理和推动企业良好履行环境社会责任具有积极的作用。     

The medicinal and aromatic plants business of Uttarakhand: A mini review of challenges and directions for future research

The medicinal and aromatic plants resources of Uttarakhand, India offer significant opportunities of employment and livelihood for rural communities and contribute a large share in the medicinal and aromatic plants trade of India. With the growing trade of medicinal and aromatic plants resources in the global market, the medicinal and aromatic plants business of Uttarakhand is also continuously growing in terms of trade volume, value and market reach. But, considering the ecological importance as well as unregulated exploitations of these resources, the growing business activities in this sector appear incompatible to the sustainability agenda. Through a mini review, this study assesses the medicinal and aromatic plants sector of Uttarakhand and identifies key challenges that seem incompatible for resource and business sustainability and offers some prospective research directions essential for identifying pragmatic solutions to support sustainability in the sector. This review identifies nine key challenges to sustainability in Uttarakhandʼs medicinal and aromatic plants sector. It is therefore pertinent that future research focus on the prevailing challenges of the medicinal and aromatic plants sector of Uttarakhand to develop strategies for sustainable business prospects.     

浅谈兵团中小企业可持续发展与环境保护

新疆生产建设兵团（简称兵团）的中小企业在兵团经济中占有重要地位,但在企业发展的同时,在污染负荷中所占的比例也在相应地上升。本文分析了兵团中小企业的发展现状及带来的环境问题,并提出了解决对策。     

On the concept of sustainability – assessing the sustainability of large public infrastructure investment projects

Assessing the sustainability of large public investment projects within the general framework of three-pillar thinking is a complex affair. Such ventures involve multiple actors – e.g. planners from various disciplines such as engineers, economists and social scientists, in addition to politicians, users and other people affected – each carrying with them particular agendas and priorities, and corresponding understandings of the concept of sustainability. In this paper, we propose to frame the concept of sustainability assessment within the context of investment projects, in order to enable communication between the multiple actors, to assess different impacts of an investment project against one another in a meaningful way and, ultimately, to enhance the commensurability of investment project alternatives. Our main idea is that there exist different levels according to which the assessment of sustainability ought to refer – operational, tactical and strategic – and that properly addressing these levels can permit the different actors to comprehend one another, and thereby allow for more clarity and positive action.     

福建龙岩可持续发展实验区规划探讨及实践

可持续发展实验区总体规划是区域规划的一种特殊类型。通过对可持续发展实验区及其总体规划的理解和认识,文章指出地方可持续发展实验区总体规划的编制思路应当回归到问题指向型的出发点上来。规划编制思路应当紧密结合宏观经济发展环境、社会事业新要求以及全球环境变化压力等背景,从地区人地关系的突出问题入手,制定实验区可持续发展战略,并通过重点项目落实到规划实施中,使可持续发展实验区总体规划体现实验、探索、示范、创新的作用。文章以福建龙岩可持续发展实验区总体规划编制的实践经验为例,对规划编制思路进行探讨。     

基于ASR的呼叫中心系统设计与可靠性研究

本文以IT运行维护的故障申报系统为例,介绍如何利用Nuance Recognizer9.0自动语音识别系统和东进D081A模拟中继语音卡电话处理系统设计基于ASR(自动语音识别)的呼叫中心。文中不仅介绍了设计过程中的各个关键环节,而且对该系统的可靠性进行了深入讨论。其中包括如何合理设计语法文件以提高语音识别率;如何在系统运行期间进行同步保障,使系统逐步趋于完善。
