Abstract The aim of this paper is to use Erikson's approach to human development, and specifically generativity, as a framework by which to explore older people's experiences of environmental stewardship activities. Using data from a large qualitative study of environmental volunteers resident in the coastal fringes of Queensland, Australia, the paper provides important, illustrative, empirical support for Erikson's theory of generativity in later life. Findings suggest that older people are much more likely to connect their environmental actions with the longer-term future, and express a need to leave a lasting legacy for future generations. According to respondents, the later years are a time to contribute to the environment as part of a broader cycle of life. The environment is also an important site for intergenerational activities. Whilst the work presented here is only a small, localized study, use of Erikson's theory of human development as a framework helps demonstrate the importance of a generative response in later life. 相似文献

This article argues that climate change, seen as a socially constructed anticipation of natural disasters and a future-risk that plays out in present politics, is enabling the emergence of new modes of governance in cities of the global south. The article focuses on the process by which the city of Esmeraldas, Ecuador, developed a Climate Change Adaptation and Mitigation Strategy. Within the context of climate change adaptation, Esmeraldas mobilised new discourses, stakeholders, and planning mechanisms to address pre-existing urban planning and development limitations. This discursively enabled the municipality's ongoing governance project by leveraging resources, creating consensus, and informing practice. Climate change adaptation thus became an important mechanism for engaging with local priorities, particularly those of the most vulnerable populations, and for bridging the gap between the formal world of policymaking and the reality of life in the city, which is more often structured by informality. 相似文献

This article delineates concepts of eco-modernisation and urban sustainability (including its associated discourses), elucidating Foucault's notion of governmentality and examining select moments of contested urban governance in the neighbourhood of Old Ottawa South, in Ottawa, Ontario, Canada. It shows how intensification – a “compact city approach” to urban sustainability – as both policy and practice, serves to both discipline and regulate by “conducting the conduct” of environmental and entrepreneurial subjects. It reveals that zoning has more explicitly become a political technology (albeit a flexible one) for achieving “highest and best use” of private property, privileging intensification projects proposed by developers, through a hierarchical exercise of state power that privileges market processes, while undermining community values and priorities. 相似文献

Many US municipalities are engaged in climate change mitigation planning or efforts to reduce their communities' greenhouse gas emissions. However, most have adopted very few policies to implement their climate change mitigation goals, and many others are not pursuing climate change mitigation at all. This study examines municipalities' approaches to energy and climate issues and identifies the “keys to success” that influence the extent to which they adopt climate change mitigation policies. Prior researchers have characterised climate change mitigation efforts as an example of multi-level governance, in which policies are formulated through a variety of networks and interactions between government actors and civil society. I find that municipalities that engage community interests and coordinate with neighbouring jurisdictions in their energy and climate planning processes are far more likely to adopt meaningful policies and conclude that such multi-level governance approaches are actually critical to the success of climate change mitigation planning. 相似文献

This paper introduces a special issue of Local Environment that has arisen through collaboration between academic researchers and the Urban Planning and Design Branch of UN-Habitat, focused on how we can understand and respond to the challenges of urban vulnerability, adaptation and resilience in the context of climate change. The paper establishes the existing state of the art in the field, and considers critical challenges that are emerging in the research-based literature. In this context, it introduces UN-Habitat's Cities and Climate Change Initiative and reflects on the lessons learnt and challenges ahead, drawing on insights from across the papers in the special issue. In conclusion, it identifies the role of international/transnational co-operation, the relation between adaptation and mitigation, issues of multi-level governance and the ways in which change in urban socio-technical systems might be achieved as critical issues across the science/policy interface where increased dialogue and the co-production of knowledge needs to focus in order to advance this agenda. 相似文献

Faced with the prospects of a changing climate, a small but increasing number of countries are developing legal and regulatory frameworks that explicitly address climate change. Moreover at least some of these laws and policies carve out substantial roles for local governments. The present paper surveys three countries from different regions in the Global South that have developed or are developing such laws and policies: the Philippines (Asia-Pacific), Mexico and more specifically its State of Chiapas (Latin America), and South Africa (Africa). It examines those experiences through two different lenses. The paper first reviews the steps by which those laws or policies were developed. For this review, criteria for effective consultative processes are proposed. The study then examines the three climate change laws or policies per se. To this end, a framework including four modes of multi-level urban climate governance (governing by regulation, governing through enabling, governing by provision, governing with representation and consultation) is utilised. The paper ends with synthetic conclusions as to which experiences represent promising practices, and what other lessons are relevant for countries embarking on such processes. 相似文献

There is a limited body of research into what drives some major companies to become aware of their environmental responsibility, what drives some to develop policies, and for an even smaller number of companies, what drives them to act on these policies and actually change their practices to become more environmentally responsible. This paper draws on part of the research conducted for a PhD, and looks at what a selection of senior business leaders from major Australian and international companies, as well as key academics, corporate analysts and environmentalists believe are the major drivers for corporate environmental responsibility (CER). While the key finding, namely that government legislation or the threat of legislation, is the number one driver, came as no surprise and concurs with findings of other studies (Emtairah et al.: 2002, Who Creates the Market for Green Products? An Analysis of the Role of Different Actors in Relation to Supply and Demand of Green Products, Swedish Environmental Protection Agency, Stockholm; Faruk: 2002, The Ashridge Journal; Husted: 2003, Environmental Science &; Policy 2, 61–74), what was a surprise was the level of support from business leaders for more government intervention in the form of policies, including legislative, to encourage or force greater CER. 相似文献

This paper investigates how the notion of ‘sustainability’ is strategically framed in the context of Dutch infrastructure governance in the Netherlands. By conducting a frame analysis (based on policy documents, websites and semi-structured interviews), the paper discerns six sustainability frames. These frames concern substantive (e.g., more focus on ecology), process (activating new networks) and organizational (e.g., new practices of work) aspects. The paper also illustrates how these sustainability frames relate to the changing institutional context of infrastructure policy and governance more broadly. The paper discusses some of the productive and challenging implications of the dynamics of sustainability in today’s complex and multi-dimensional world of governance. 相似文献
