针对水资源管理系统的不确定性和复杂性,引入区间参数表达系统中的不确定信息,建立了反映水资源管理者和使用者之间层次关系的区间双层规划模型,并以北京市丰台区水资源管理系统为例进行实证研究.同时,基于交互式算法和模糊满意度算法,用Lingo软件编程求解,确定了丰台区水资源的优化配置方案.规划结果表明:丰台区水资源管理系统的供需水量基本达到平衡,75%的供水量来源于本地地表水和南水北调水源;规划期内的系统经济效益预期达到2.22×10~9~5.16×10~9元,COD排放量将达到1.47×10~4~1.89×10~4t.区间结果提高了优化方案的灵活性,系统满意度体现了上层决策者与下层决策者的交互.其次,通过设计4种COD最大允许排放情景,说明了不同的COD排放约束将对规划结果产生重要影响.最后,通过3种模型的对比分析可以为丰台区水资源配置提供不同发展情景下的优化方案.  相似文献

为获得有限应急资源条件下满足多个目标的最优分配方案,提高事故应急救援效率,对某化工园区化工事故的应急物资分配进行了研究。在传统线性规划基础上引入区间数描述物资需求量和物资运输时间的不确定性,并以应急物资分配的经济性、时效性和公平性为目标,建立了多目标线性区间规划模型,并将所建模型应用于以化工园区为背景的化工事故中,同时为验证该模型的有效性,将提出的多目标区间规划模型与多目标确定性规划模型相比较。结果表明,区间规划模型得到的结果比较可观,可为相关决策单位应急资源分配提供参考,同时区间规划也是对传统资源配置分析方法的有益补充。  相似文献

矿井通风网络是通风系统的重要组成部分,对其进行可靠性研究具有非常重要的意义。针对矿井通风网络系统的自身属性,结合网络流理论建立了通风网络可靠性评价模型。对各风路的风量进行动态实时监测,并运用统计学方法分析了风网中风流的变化趋势及风量分布规律,得到了通风系统中任一风路风量的分布密度函数,进而推导出各风路的可靠性指标值。运用简化的邻接终点矩阵法求解通风网络最小路集并基于MATLAB编程实现此算法。提出了一种简化的不交化最小路集算法:对于任一长度为m-1的最小路,只需在其中添加n-m+1条该最小路中不出现的分支的逆,就可直接获得不交化结果,其余最小路采用BDD算法进行不交化运算。通过以上方法可量化分析通风网络的可靠性。最后通过实例解算检验其可行性。  相似文献

随着我国大规模流域开发,大量水库建设对河流生态系统造成了较大影响,如何通过水库合理调度来减轻水库对河流生态环境的负面影响,是当前水库运行调度研究中的一个热点问题。针对现行水库调度过分强调经济利益而忽视生态环境需水状况,致使部分大坝下游和库区发生生态环境退化的现象,从自然资源可持续发展的角度,探讨了水库生态调度的概念和任务,建立了水库生态调度多目标数学模型。该模型以经济效益、社会效益和生态环境效益组成的综合利用效益最大为目标函数,以综合利用要求为约束条件,包括灌溉、发电、航运、旅游、河口压咸和应急用水等。该模型为具有复杂约束条件的多目标规划模型。创建了可行搜索离散微分动态规划算法(FS DDDP算法)对该模型进行了求解。〖  相似文献

Rural-urban land conversion is an inevitable phenomenon in urbanization and industrialization. And the decision-making issue about this conversion is multi-objective because the social decision maker (the whole of central government and local authority) has to integrate the requirements of different interest groups (rural collective economic organizations, peasants, urban land users and the ones affected indirectly) and harmonize the sub-objects (economic, social and ecological outcomes) of this land allocation process. This paper established a multi-objective programming model for rural-urban land conversion decision-making and made some social welfare analysis correspondingly. Result shows that the general object of rural-urban land conversion decision-making is to reach the optimal level of social welfare in a certain state of resources allocation, while the preference of social decision makers and the value judgment of interest groups are two crucial factors which determine the realization of the rural-urban land conversion decision-making objects.  相似文献

The economic policy needs to pay increasingly more attention to the environmental issues, which requires the development of methodologies able to incorporate environmental, as well as macroeconomic, goals in the design of public policies. Starting from this observation, this article proposes a methodology based upon a Simonian satisficing logic made operational with the help of goal programming (GP) models, to address the joint design of macroeconomic and environmental policies. The methodology is applied to the Spanish economy, where a joint policy is elicited, taking into consideration macroeconomic goals (economic growth, inflation, unemployment, public deficit) and environmental goals (CO2, NO x and SO x emissions) within the context of a computable general equilibrium model. The results show how the government can “fine-tune” its policy according to different criteria using GP models. The resulting policies aggregate the environmental and the economic goals in different ways: maximum aggregate performance, maximum balance and a lexicographic hierarchy of the goals.  相似文献

Abstract:  Threatened species often exist in a small number of isolated subpopulations. Given limitations on conservation spending, managers must choose from strategies that range from managing just one subpopulation and risking all other subpopulations to managing all subpopulations equally and poorly, thereby risking the loss of all subpopulations. We took an economic approach to this problem in an effort to discover a simple rule of thumb for optimally allocating conservation effort among subpopulations. This rule was derived by maximizing the expected number of extant subpopulations remaining given n subpopulations are actually managed. We also derived a spatiotemporally optimized strategy through stochastic dynamic programming. The rule of thumb suggested that more subpopulations should be managed if the budget increases or if the cost of reducing local extinction probabilities decreases. The rule performed well against the exact optimal strategy that was the result of the stochastic dynamic program and much better than other simple strategies (e.g., always manage one extant subpopulation or half of the remaining subpopulation). We applied our approach to the allocation of funds in 2 contrasting case studies: reduction of poaching of Sumatran tigers ( Panthera tigris sumatrae ) and habitat acquisition for San Joaquin kit foxes ( Vulpes macrotis mutica ). For our estimated annual budget for Sumatran tiger management, the mean time to extinction was about 32 years. For our estimated annual management budget for kit foxes in the San Joaquin Valley, the mean time to extinction was approximately 24 years. Our framework allows managers to deal with the important question of how to allocate scarce conservation resources among subpopulations of any threatened species.  相似文献

The use of linear programming as a planning tool for determining the optimal long-range development of an urban water supply system was explored. A stochastic trace of water demand was synthesized and used as an input to the model. This permitted evaluating the feasibility of imposing demand restrictions as an effective cost reduction mechanism. The City of Lincoln, Nebraska, was used as the urban model. The fundamental problem was to allocate limited water supplies from several sources to an urban load center to minimize costs and comply with system constraints. The study period covered twenty years, and findings indicate the planning direction for stage development during this period. Sensitivity analyses were performed on cost coefficients and demands. Thirteen sources were included in the initial computations. Conclusions were that linear programming and generated demand traces are useful tools for both short- and long-term urban water supply planning. Lowering peak demands results in long-range development of fewer sources of supply and more economic and efficient use of the supplies developed.  相似文献
