Abstract: Conservation prioritization usually focuses on conservation of rare species or biodiversity, rather than ecological processes. This is partially due to a lack of informative indicators of ecosystem function. Biological soil crusts (BSCs) trap and retain soil and water resources in arid ecosystems and function as major carbon and nitrogen fixers; thus, they may be informative indicators of ecosystem function. We created spatial models of multiple indicators of the diversity and function of BSCs (species richness, evenness, functional diversity, functional redundancy, number of rare species, number of habitat specialists, nitrogen and carbon fixation indices, soil stabilization, and surface roughening) for the 800,000‐ha Grand Staircase‐Escalante National Monument (Utah, U.S.A.). We then combined the indicators into a single BSC function map and a single BSC biodiversity map (2 alternative types of conservation value) with an unweighted averaging procedure and a weighted procedure derived from validations performance. We also modeled potential degradation with data from a rangeland assessment survey. To determine which areas on the landscape were the highest conservation priorities, we overlaid the function‐ and diversity‐based conservation‐value layers on the potential degradation layer. Different methods for ascribing conservation‐value and conservation‐priority layers all yielded strikingly similar results (r= 0.89–0.99), which suggests that in this case biodiversity and function can be conserved simultaneously. We believe BSCs can be used as indicators of ecosystem function in concert with other indicators (such as plant‐community properties) and that such information can be used to prioritize conservation effort in drylands.  相似文献

The effects of chronic exposure to increasing levels of human‐induced underwater noise on marine animal populations reliant on sound for communication are poorly understood. We sought to further develop methods of quantifying the effects of communication masking associated with human‐induced sound on contact‐calling North Atlantic right whales (Eubalaena glacialis) in an ecologically relevant area (~10,000 km2) and time period (peak feeding time). We used an array of temporary, bottom‐mounted, autonomous acoustic recorders in the Stellwagen Bank National Marine Sanctuary to monitor ambient noise levels, measure levels of sound associated with vessels, and detect and locate calling whales. We related wind speed, as recorded by regional oceanographic buoys, to ambient noise levels. We used vessel‐tracking data from the Automatic Identification System to quantify acoustic signatures of large commercial vessels. On the basis of these integrated sound fields, median signal excess (the difference between the signal‐to‐noise ratio and the assumed recognition differential) for contact‐calling right whales was negative (?1 dB) under current ambient noise levels and was further reduced (?2 dB) by the addition of noise from ships. Compared with potential communication space available under historically lower noise conditions, calling right whales may have lost, on average, 63–67% of their communication space. One or more of the 89 calling whales in the study area was exposed to noise levels ≥120 dB re 1 μPa by ships for 20% of the month, and a maximum of 11 whales were exposed to noise at or above this level during a single 10‐min period. These results highlight the limitations of exposure‐threshold (i.e., dose‐response) metrics for assessing chronic anthropogenic noise effects on communication opportunities. Our methods can be used to integrate chronic and wide‐ranging noise effects in emerging ocean‐planning forums that seek to improve management of cumulative effects of noise on marine species and their habitats. Since 1949, China has witnessed four development stages of territorial planning. (1) In the 1950s the territorial planning got its start. (2) From the 1960s to 1970s territorial planning declined. (3) From, the 1980s to 1990s the first major tide of territorial planning began. (4) From the end of the 1990s to recent times the new round of territorial planning is under deliberation. Since 1998, the Ministry of Land and Resources has carried out some related work, especially in organizing pilot projects, and early research on the new round of national territorial planning. According to the need for economic and social development and the current conditions in China, it is the appropriate for China to carry out the new round of territorial planning. However, the government should correctly consider the correlations between territorial planning and other plan- nings, and take appropriate development action, e.g. stressing main points for the basis of overall planning, building a territorial planning system that coordinate with national conditions, strengthening research on various supportive measures of territorial planning, summarizing and upgrading experiences obtained in pilot projects, strengthening international exchange and training talented personnel.  相似文献

A more ergonomics approach to road planning and safety analyses the psychological procedures used by the drivers. Every intervention on road network has an influence on safety. Increasing the coherency of all the interventions in the same area is the only possible way of producing areas with a better level of security. Currently, most tools, guidelines and benchmarks for urban adaptation raise awareness on climate change impacts, assess the city’s vulnerability and/or address the need for adaptation on a policy-level. However, tools that have the ability to implement adaptation solutions in the actual urban planning and design practice seem to be missing. We developed and tested the Adaptation Planning Support Toolbox (APST) to fill this gap. This toolbox supports local policymakers, planners, designers and practitioners in defining the program of demands, in setting adaptation targets, in selecting from more than 60 blue, green and grey adaptation measures and with informed co-creation of conceptual adaptation plans. The APST provides quantitative, evidence-based performance information on (cost)effectiveness of adaptation measures regarding climate resilience and co-benefits. The APST can be used design workshops, to feed dialogues among stakeholders on where and how which ecosystem-based adaptation measures can be applied. Applications of the AST in various settings and context in cities on different continents have illustrated the added value of the toolbox in bringing policy and practice together with help of science. With more and more cities worldwide that will make the step from policymaking to actual adaptation-inclusive urban (re)development practice we foresee a growing demand for such tools.  相似文献

ABSTRACT: Variables that describe well construction, hydrogeology, and land use were evaluated for use as possible indicators of the susceptibility of ground water in bedrock aquifers in the Newark Basin, New Jersey, to contamination by nitrate from the land surface. Statistical analyses were performed on data for 132 wells located throughout the Newark Basin. Concentrations of nitrate (as nitrogen) did not exceed the U.S. Environmental Protection Agency maximum contaminant level of 10 milligrams per liter (mg/L) in any of the water samples (U.S. Environmental Protection Agency, 1991). Variables that describe hydrogeology and well construction were found not to be statistically significant in relation to concentrations of nitrate. This finding can be attributed to the complex nature of flow in bedrock aquifers and mixing of water from shallow and deep water-bearing zones that occurs within these wells, which are constructed with long open intervals. Distributions of nitrate concentrations were significantly different among land-use groups on the basis of land use within both a 400 and an 800-m radius zone of the well. The median concentrations of nitrate (as N) in water from wells in predominantly urban-residential (2.5 mg/L) and agricultural areas (1.8 mg/L) were greater than the median concentration of nitrate in water from wells in predominantly undeveloped areas (0.5 mg/L).  相似文献

ABSTRACT: There is a lamentable absence of comprehensive planning in the current cursade to improve water quality. A serious shortcoming is the lack of evaluation of the effects of waste water treatment upon environmental quality. At some point in time the public may ask what they have obtained for their money. The nature of pollution in a river basin demands a coordinated attack against it. Engineering and economic criteria suggest that a properly empowered river basin authority would be the logical organization to plan and operate a water quality management system. Several forms of such authorities have operated effectively and efficiently for many years in the United States and other industrialized countries. Examples of successful river basin authorities and their advantages and methods of operation are discussed.  相似文献

ABSTRACT: A significant water-resources problem in Florida and other coastal states where the ground-water resources are threatened by salt-water intrusion or direct pollution from septic tanks, canals or marinas, is the almost explosive urban development of the limited coastal zone without or with only little water related planning. The reported study deals with the establishment of methods for identification of areas which are suitable for development and of areas where complete preservation or controlled and limited development should be encouraged. A methodology using data input available from such federal and state agencies as the USGS, the U. S. Weather Bureau, and the various State Geological Surveys is developed and brought on a graphic form that will guide the planning process and allow the urban planner even without a background in geohydrology or water-resources engineering to identify the problem areas.  相似文献
