The increasing capacity of distributed electricity generation brings new challenges in maintaining a high security and quality of electricity supply. New techniques are required for grid support and power balance. The highest potential for these techniques is to be found on the part of the electricity distribution grid.
This article addresses this potential and presents the EEPOS project’s approach to the automated management of flexible electrical loads in neighborhoods. The management goals are (i) maximum utilization of distributed generation in the local grid, (ii) peak load shaving/congestion management, and (iii) reduction of electricity distribution losses. Contribution to the power balance is considered by applying two-tariff pricing for electricity.
The presented approach to energy management is tested in a hypothetical sensitivity analysis of a distribution feeder with 10 households and 10 photovoltaic (PV) plants with an average daily consumption of electricity of 4.54 kWh per household and a peak PV panel output of 0.38 kW per plant. Energy management shows efficient performance at relatively low capacities of flexible load. At a flexible load capacity of 2.5% (of the average daily electricity consumption), PV generation surplus is compensated by 34–100% depending on solar irradiance. Peak load is reduced by 30% on average. The article also presents the load shifting effect on electricity distribution losses and electricity costs for the grid user. 相似文献
The role of informal recycling in poverty alleviation and solid waste management in cities in developing countries has been receiving increased attention. This study explores the integration of the informal recycling sector with the Harare City Council's solid waste management system, focusing on the Pomona dumpsite. The extent of this integration was compared with interventions proposed in InteRa, a new way of evaluating the integration of informal recyclers with the waste management systems of cities in developing countries. Our results suggest that the Harare City Council, which had the vision of transforming itself into a world‐class city, failed to fully integrate the informal recycling sector. We suggest to policymakers that complete integration of the informal sector will not necessarily prevent cities from achieving such visions. Rather, addressing the neglected interventions may help in achieving their visions. 相似文献
In the process of implementing EU policy, Member States sometimes introduce new policy instruments in cases where this is not obligatory. To better understand this phenomenon, this paper reviews three cases in which new instruments emerged and develops a methodology to trace back the influence of EU Directives on instrument choice. The method is illustrated by a narrative of the emergence of new management planning instruments during the implementation of the EU Habitats Directive in three EU Member States: Finland, Hungary and the Netherlands. Three key features of a policy instrument are defined, namely, its authoritative force, action content and governance design. These are used to measure the contribution of the Habitats Directive compared to other potential explanatory causes for the emergence of the new policy instrument. In all three reviewed countries a nested causal relationship between the Habitats Directive and the introduction of the new policy instrument is identified. Based on the relative contribution of the Habitats Directive to the emergence of the new instrument a distinction is made whether the Directive acted as a cause, catalyst or if conjunction occurred. 相似文献
While soundscape is increasingly acknowledged within landscape planning and design discourse, there is little research that clarifies how soundscapes are actually dealt with in landscape architecture practice – partly owing to methodological insufficiencies. This paper, therefore, describes a model for evaluating soundscape treatment in landscape design proposals, focusing on three key aspects. With the dual aim of testing the model, and learning more about how soundscape is approached in practice, the paper spotlights a major design competition for a new cemetery in Sweden. The model proved fruitful and easy to apply. It showed that only limited attention was paid to soundscape in the competition as a whole, and was a useful means of pinpointing proposals where soundscape was fully considered as a design feature; one competition entry that did so is described in the paper. Urbanization increases directly connected impervious area (DCIA), the impervious area that is hydraulically connected to downstream drainage by closed pipelines. Although the benefits of low-impact development (LID) have been examined in other studies, its effect on alleviating DCIA levels has seldom been assessed. This study measured the DCIA of urban watersheds in Houston, TX, USA. Five land-use types were categorized and the contribution of LID facilities to reducing DCIA in each type was estimated by using Sutherland's equations. The results showed (1) DCIA in commercial areas was greater than that in residential areas, especially for big-box retailers; (2) the percentage of DCIA reduction by LID varied by land-use type; and (3) optimal combinations of LID application could maximize the effectiveness of DCIA reduction. The results contribute to prioritizing land-use type for implementing LID practices and providing local governments with a useful measure to estimate runoff volume. 相似文献
Vulnerability assessments are a cornerstone of contemporary disaster research. This paper shows how research procedures and the presentation of results of vulnerability assessments are politically filtered. Using data from a study of tsunami risk assessment in Portugal, the paper demonstrates that approaches, measurement instruments, and research procedures for evaluating vulnerability are influenced by institutional preferences, lines of communication, or lack thereof, between stakeholder groups, and available technical expertise. The institutional setting and the pattern of stakeholder interactions form a filter, resulting in a particular conceptualisation of vulnerability, affecting its operationalisation via existing methods and technologies and its institutional embedding. The Portuguese case reveals a conceptualisation that is aligned with perceptions prevalent in national government bureaucracies and the exclusion of local stakeholders owing to selected methodologies and assessment procedures. The decisions taken by actors involved in these areas affect how vulnerability is assessed, and ultimately which vulnerability reduction policies will be recommended in the appraisal. 相似文献
This study sought to identify the primary indicators for evaluating shelter assistance following natural disasters and then to develop a shelter evaluation instrument based on these indicators. Electronic databases and the ‘grey’ literature were scoured for publications with a relation to post‐disaster shelter assistance. Indicators for evaluating such assistance were extracted from these publications. In total, 1,525 indicators were extracted from 181 publications. A preliminary evaluation instrument was designed from these 1,525 indicators. Shelter experts checked the instrument for face and content validity, and it was revised subsequently based on their input. The revised instrument comprises a version for use by shelter agencies (48 questions that assess 23 indicators) and a version for use by beneficiaries (52 questions that assess 22 indicators). The instrument can serve as a standardised tool to enable groups to gauge whether or not the shelter assistance that they supply meets the needs of disaster‐affected populations. 相似文献
