Urban waste collection system is a pivotal component of all waste management schemes around the world. Therefore, the efficient performance and the success of these schemes in urban pollution control rest on the ability of the collection systems to fully adapt to the prevailing cultural and social contexts within which they operate. Conceptually, institutions being the rules guiding the conduct of public service provision and routine social interactions, waste collection systems embedded in institutions can only realize their potentials if they fully evolve continuously to reflect evolving social and technical matrices underlying the cultures, organizations, institutions and social conditions they are designed to address. This paper is a product of an analysis of waste collection performance in Ghana under two different institutional and/or organizational regimes; from an initial entirely public sector dependence to a current mix of public-private sector participation drawing on actual planning data from 1985 to 2000. The analysis found that the overall performance of waste collection services in Ghana increased under the coupled system, with efficiency (in terms of total waste clearance and coverage of service provision) increasing rapidly with increased private-sector controls and levels of involvement, e.g. for solid waste, collection rate and disposal improved from 51% in 1998 to about 91% in the year 2000. However, such an increase in performance could not be sustained beyond 10 years of public-private partnerships. This analysis argues that the sustainability of improved waste collection efficiency is a function of the franchise and lease arrangements between private sector group on the one hand and public sector group (local authorities) on the other hand. The analysis therefore concludes that if such franchise and lease arrangements are not conceived out of an initial transparent process, such a provision could undermine the overall sustainability of private sector initiatives in collection services delivery in the long term, as in the case of the Accra example.  相似文献

The transboundary Georgia Basin Puget Sound ecosystem is situated in the southwest corner of British Columbia and northwest comer of Washington State. While bountiful and beautiful, this international region is facing significant threats to its marine and freshwater resources, air quality, habitats and species. These environmental challenges are compounded by rapid population growth and attendant uiban sprawl. As ecosystem stresses amplified and partnerships formed around possible solutions, it became increasingly clear that the shared sustainability challenges in the Georgia Basin and Puget Sound required shared solutions. Federal, state and provincial institutional arrangements were made between jurisdictions, which formalized small scale interest in transboundary management of this ecosystem. Formal agreements, however, can only do so much to further management of an ecosystem that spans international boarders. A transboundary regional research meeting, the 2003 GB/PS Research Conference, opened the doors for large-scale informal cross-boarder cooperation and management. In addition to cooperation, continued efforts to stem toxic pollution, contain urban growth, and protect and restore ecosystems, require a commitment from scientists, educators and policy makers to better integrate research and science with decision-making.Former Director of Planning and of Special Projects in the British Columbia Ministry of Municipal Affairs.  相似文献

Partnerships between organisations in humanitarian crisis situations generally are challenging, but at the apex are those established as part of remote management in a context of extreme insecurity. To date, little systematic research has been conducted on arrangements between local organisations that have access to crisis‐affected populations and international organisations that hold the purse strings. This paper presents the findings of nine months of qualitative research conducted with five Syrian local organisations and their international partners engaging in humanitarian action across the Turkey–Syria border, and presents insights into the components of successful partnerships. It redefines capacity along organisational and operational lines, and unpacks how monitoring and evaluation and donor requirements create tension and, at times, place local organisations at risk. The paper highlights the centrality of trust in successful partnerships, and describes the personalisation of the conflict by local organisations. Based on a historical case study of civil society in northern Iraq, it closes with some suggestions for long‐term sustainability.  相似文献

This paper provides an overall evaluation of the outcomes of the World Summit on Sustainable Development (WSSD), which took place in Johannesburg from 26 August to 4 September 2002, in a historical perspective, against the background of earlier major United Nations conferences and General Assembly resolutions on environment and development. It focuses on the political and institutional context of the WSSD and its preparatory process and explores its policy implications for future international cooperation on sustainable development in a globalizing world. Both the results of the formal intergovernmental negotiations and the new phenomenon of partnerships for sustainable development between governments, international organizations, the private sector and other major groups are analysed. The Johannesburg Declaration and the WSSD Plan of Implementation are shown to contain little in the way of political vision, credible new commitments and innovative approaches, likely to reinvigorate the implementation of the objectives of sustainable development as formulated in Rio. Though ostensibly designed to give a new political impetus to multilateralism, the WSSD rather revealed the inadequacy of intergovernmental political governance structures to address the social and environmental consequences of economic globalization.  相似文献

The World Summit on Sustainable Development (WSSD), held in Johannesburg during 26 August and 4 September 2002, was the biggest event of its kind organised by the United Nations to date. A major objective of the WSSD was to set out strategies for greater and more effective implementation of Agenda 21, negotiated in Rio ten years ago, than hitherto. An overview of the WSSD is presented in this chapter, including a scrutiny of its major outcomes.Discussion begins with a detailed account of major UN environmental conferences and related events, such as Doha and Monterrey conferences, that led to the WSSD, followed by a brief discussion of the deliberations that took place at the preparatory meetings (PrepComs) of the WSSD. A detailed account and scrutiny of the following, that are the main outcomes of the WSSD, is then given.The "Johannesburg Declaration on Sustainable Development", which is a political declaration mirroring the will of the international community to move towards sustainable development.The "Johannesburg Plan of Implementation", which is the core document of the WSSD containing an impressive list of recommendations for accelerating the implementation of Agenda 21."Type II partnerships", which are projects that allow civil society to contribute to the implementation of sustainable development.The increasingly important post-Rio issue of globalisation, which has serious implications for a number of issues directly or indirectly impinging on global sustainability, was an important element in the contextual background to the WSSD. Reference is made to some of these implications.Type II partnerships are an innovation of the WSSD. Although a good deal of confusion persists over their precise nature and modus operandi, they were nevertheless presented at the WSSD as powerful and more democratic instruments for the realisation of Agenda 21 objectives.The analysis shows that the Summit contributed at defining sustainable development more precisely. The Plan of Implementation is most instrumental in showing how to make resource use and the generation of pollution less unsustainable. In this way implementing the recommendations of the Johannesburg Summit offers an important defeat, worldwide.  相似文献

The urban fringe has been described as 'planning's last frontier'; a zone of transition and interface between town and country where a broad variety of land uses and activities come together, and where development pressure is often intense. In this paper, we argue that the urban fringe possesses special characteristics, making it more than simply a transitional landscape. These characteristics centre on patterns of land use, biodiversity and leisure/development opportunity which are unique to the urban edge and to land extending away from built-up areas. The uniqueness, diversity and particular dynamics of the urban fringe demands a special brand of planning and management response. Therefore we suggest that the principle of 'multi-functionality' provides a framework for action, showing how diversity can be managed and supported. Through brief case studies, we demonstrate how functional interactions at the urban fringe might be promoted in the future.  相似文献
