Universal two-child policy has been implemented since the end of 2015 in China. This policy is anticipated to bring a significant increase in the total population, with profound influences on the resources and environment in the future. This paper analyzes the changing dynamics of urban and rural population, and forecasts urban and rural population from 2016 to 2030 at national and provincial scale using a double log linear regression model. Drawing upon the results of these two predictions, the impact of the population policy change on Chinese resources consumption and environmental pollution are predicted quantitatively. Given the future total population maintains current levels on resources consumption and environmental emission, the additional demand of resources and environment demand for the new population is forecasted and compared against the capacity on supply side. The findings are as follows: after implementing the universal two-child policy, China’s grain, energy consumption, domestic water demand, and pollutant emissions are projected to increase at different rates across provinces. To meet the needs arising from future population growth, food and energy self-sufficiency rate will be significantly reduced in the future, while relying more on imports. Stability of the water supply needs to be improved, especially in Beijing, Henan, Jiangsu, Qinghai, and Sichuan where the gap in future domestic water demand is comparatively larger. Environmental protection and associated governing capability are in urgent need of upgrade not least due to the increasing pressure of pollution.  相似文献

对湖北省郧西县庹家湾(TJW)剖面的地层序列、年代、磁化率及粒度组成进行研究。结果表明:TJW剖面具有表土(MS)→全新世黄土(L0)→古土壤(S0)→过渡层(Lt)→马兰黄土(L1)→黄土与砂互层(T1-al2)→砾石层(T1-al1)的地层序列;在马兰黄土层上部的黏粒含量、黏粒/粉砂值以及磁化率值明显高于典型马兰黄土,而接近古土壤(S0),其成壤作用明显,属于较典型的弱古土壤层(L1-S1和L1-S2),其年龄在27.3~21.6 ka B.P.之间。此现象反映了在汉江上游地区,晚更新世时期的冰期气候并不是持续稳定的,在27.3~21.6 ka B.P.期间存在相对短暂的温暖湿润阶段,这次气候事件可与黄土高原地区进行良好对比。  相似文献

This paper focuses on comparative review and analysis of the systems of environmental protection, national environmental strategies and fundamentals of environmental legislation in Australia and the Russian Federation. These countries have many socioeconomic similarities, such as low population densities and richness in natural resources which are largely exported. The main disparity between Australia and Russia is in the types of economy. This paper ‘continues’ the sequence of recent scholarly publications on comparison of various features of environmental policies in the countries from all over the world. Comparative analysis in this research has been based on examination of scholarly publications, legislation, government documents, mass media sources and NGO responses. The analysis has revealed a number of differences including top-down implementation of policies in Russia whereas in Australia, each State (Territory) implements policies with significant independence from the Commonwealth Government. At the same time, similarities between the countries have been identified: for example, in deficits in the budget of local environmental authorities and in the presence of contradictions in legislation at national and regional levels of government. Suggestions resulting from this analysis include further integration of sustainable development strategies at all levels of Australian government to encourage further protection of the environment and, for Russia, creating a separate Ministry of Environmental Protection. These approaches should assist facilitation of sustainable development for both nations. Modelling land cover change from existing land cover maps is a vital requirement for anyone wishing to understand how the landscape may change in the future. In order to test any land cover change model, existing data must be used. However, often it is not known which data should be applied to the problem, or whether relationships exist within and between complex datasets. Here we have developed and tested a model that applied evolutionary processes to Bayesian networks. The model was developed and tested on a dataset containing land cover information and environmental data, in order to show that decisions about which datasets should be used could be made automatically. Bayesian networks are amenable to evolutionary methods as they can be easily described using a binary string to which crossover and mutation operations can be applied. The method, developed to allow comparison with standard Bayesian network development software, was proved capable of carrying out a rapid and effective search of the space of possible networks in order to find an optimal or near-optimal solution for the selection of datasets that have causal links with one another. Comparison of land cover mapping in the North-East of Scotland was made with a commercial Bayesian software package, with the evolutionary method being shown to provide greater flexibility in its ability to adapt to incorporate/utilise available evidence/knowledge and develop effective and accurate network structures, at the cost of requiring additional computer programming skills. The dataset used to develop the models included GIS-based data taken from the Land Cover for Scotland 1988 (LCS88), Land Capability for Forestry (LCF), Land Capability for Agriculture (LCA), the soil map of Scotland and additional climatic variables.  相似文献

Forage availability was assessed to determine sustainable stocking rates for eight broadly defined vegetation types (Treed Uplands, Treed Lowlands, Mixed Tall Shrub/Sedge, Closed-canopied Willow, and Open-canopied Willow, Meadow, Wetland Grass, Wetland Sedge) for use by wood bison (Bison bison athabascae), a threatened subspecies, in the Canadian boreal forest of northern Alberta. Clip plots (n=108) were used to sample peak availability of herbs and current annual growth of Salix spp. in late summer. Graminoid wetlands dominated by Carex atherodes, Carex aquatilis, Carex utriculata, Scolochloa festucacea, or Calamagrostis stricta produced 1975-4575 kg ha(-1) of fair to good quality forage, whereas treed stands produced < 250 kg ha(-1) of forb-dominated forage (>85% content), which was below a published 25% foraging efficiency threshold of 263 kg ha(-1) for bison. Upland forests that dominate the region produced < or = 1 animal unit day (AUD) of forage per hectare in summer. Most forest understory plants were of poor forage value, suggesting the potential sustainable stocking rate of such areas was actually < or = 0.3 AUD ha(-1), with even lower rates during winter due to snow cover. Herbaceous wetlands contained approximately 78 AUD ha(-1) of forage, but were considered largely unavailable in summer because of flooding and soft organic soils that make access difficult. Conversion of prime foraging habitat to agricultural land, forest expansion due to fire control, and a warmer and wetter climatic regime after the mid-1900s likely contributed to a regional reduction in carrying capacity. It is hypothesized that substantial recovery of the wood bison population toward historical levels will be constrained in northern Alberta by the availability of summer forage, and the limited extent of graminoid wetlands that provide winter foraging habitat.  相似文献

Following the intent of the National Environmental Policy Act of 1969, many states have adopted policies and procedures directing state agencies and local government units to evaluate the potential environmental impacts of development projects prior to their undertaking. In contrast to a rich literature on federal requirements, current understanding of state environmental review is narrowly focused and outdated. This paper seeks to provide information on the landscape of state environmental review policy frameworks. The paper identifies 37 states with formal environmental review requirements through a document review of state statutes, administrative rules and agency-prepared materials, and confirms this finding through a survey of state administrators. A two-tier classification is used to distinguish states based on the approach taken to address environmental review needs and the scope and depth of relevant policies and procedures implemented. This paper also provides a discussion of policy and programme attributes that may contribute to effective practice, and of the potential for adopting relevant legislation in states where environmental review is currently lacking.  相似文献

This paper presents a review on the implications of climate change on the monitoring, modelling and regulation of persistent organic pollutants (POPs). Current research gaps are also identified and discussed.Long-term data sets are essential to identify relationships between climate fluctuations and changes in chemical species distribution. Reconstructing the influence of climatic changes on POPs environmental behaviour is very challenging in some local studies, and some insights can be obtained by the few available dated sediment cores or by studying POPs response to inter-annual climate fluctuations. Knowledge gaps and future projections can be studied by developing and applying various modelling tools, identifying compounds susceptibility to climate change, local and global effects, orienting international policies.Long-term monitoring strategies and modelling exercises taking into account climate change should be considered when devising new regulatory plans in chemicals management.  相似文献

Preventing climate change is among the greatest environmental challenges facing the world today. Recently developed carbon dioxide capture and storage (CCS) technology is an important strategy to mitigate climate change. Public trust in organizations involved in CCS technology is important for successful implementation of this technology. This work adresses how inferred organizational motives and organizational communications affect public trust in these organizations. Study 1 (N = 264) showed that Dutch citizens generally have less trust in the industrial organizations than in the environmental NGOs involved in CCS. As predicted, inferred organizational motives (organization-serving motives versus public-serving motives) accounted for this difference. In Study 2 (N = 78) and Study 3 (N = 51) we used experimental designs. Both experiments showed that organizations that communicated arguments incongruent with inferred organizational motives instigated less trust than organizations that communicated arguments congruent with inferred organizational motives. Study 3 additionally showed that communicating an incongruent and a congruent argument together diminished the negative effects of the incongruent argument. In both Study 2 and Study 3 the effect of congruency on trust was mediated by perceived honesty of the organizations.  相似文献

Land cover change has always had a central role in land change science. This central role is largely the result of the possibilities to map and characterize land cover based on observations and remote sensing. This paper argues that more attention should be given to land use and land functions and linkages between these. Consideration of land functions that provide a wide range of goods and services makes more integrated assessments of land change possible. The increasing attention to multifunctional land use is another incentive to develop methods to assess changes in land functions. A number of methods to quantify and map the spatial extent of land use and land functions are discussed and the implications for modeling are identified based on recent model approaches in land change science. The mixed use of land cover, land use and land function in maps and models leads to inconsistencies in land change assessments. Explicit attention to the non-linear relations between land cover, land use and land function is essential to consistently address land change. New methods to map and quantify land function dynamics will enhance our ability to understand and model land system change and adequately inform policies and planning.  相似文献

This article examines the conditions under which environmental beat journalists can gain credibility as expert informants. It shows that media storms foster a particular dynamic that can add to this credibility. Comparing a media storm over shale gas development in Quebec with regular coverage of the same issue in British Columbia, this article shows that the coverage space given to environmental beat journalists during a media storm can render their alliance with protest groups mutually beneficial. Beat journalists can benefit from the willingness of these groups to participate in their stories, while the groups benefit from increased visibility. Beat journalists also benefit by being perceived as expert informants in policy networks, a role that they use to encourage policy-makers to take the concerns of protest groups seriously. This dynamic also increases the negativity of the news coverage. The article makes a contribution to knowledge on the role of environmental journalists in policy-making processes.  相似文献
