Eutrophication control programs are based on phosphorus management which, in turn, requires a detailed quantification of the watershed phosphorus budget. This involves an assessment of non‐point sources of phosphorus, a key element of which is determining the fraction of soil‐P and sediment‐P available to support algal growth. This paper presents a review of the state‐of‐the‐art of estimating algal available‐P from non‐point sources, and an analysis of pertinent data. The need to employ multi‐interval algal bioassays in developing phosphorus management systems is stressed.  相似文献

Over the past several decades a growing interest has emerged in the relationship between forest dependent communities and their use of non-timber forest resources (NTFR—i.e. berries, roots, barks). Motivated in large part by international concerns over the loss of biological and cultural diversity, efforts are now being made to conserve the world's remaining forests by repositioning NTFR to the forefront of the forest management process. Together with the Little Salmon Carmacks First Nation, we have undertaken an assessment that: 1) addresses the role of NTFR in fulfilling basic human necessities and well-being of community members, and 2) identifies the perceptual differences that exist among First Nation and non-First Nation community members regarding the security and future availability of forest resources. Based on our findings, we argue that if the true value of the forest is to be understood, and thus sustained, those involved in management must consider the full array of products and services the forest provides. Thus the conventional and over-simplified view that the forest is to provide primarily for commercial timber must be challenged in light of the multiplicity of values community members gain from forest use.  相似文献

Abstract

Differences between the scientific and environmental policy communities regarding marine environmental protection strategies are discussed in the context of the nature and extent of scientific influence on marine environmental policy. Public perceptions of the nature and severity of marine pollution frequently differ from scientific assessments. the thesis of this paper is that the increasing influence of public perception on marine environmental protection policy is leading to the adoption of simplistic and unnecessarily extreme approaches to marine pollution prevention and to a reduced reliance on science. This trend is illustrated by some recent international developments and some suggestions are made towards enhancing the influence of science on marine protection policy.  相似文献

India and Canada share a common heritage in natural resources management. Both have a colonial background, settlers and indigenous peoples; there is a history of management agencies with utilitarian attitudes, and a history of treating public lands as commodities for commerce rather than as resources for local livelihoods. This historical context guided the overall goal of this study, which was policy development for the sustainable use of mountain environments. Interviews, workshops and seminars were held with local people and resource management professionals in a comparative case study in two regions; the Kullu area in Himachal Pradesh, India and the Arrow Lakes area in British Columbia, Canada. The paper is organized around two main objectives of the work relating to the successes and failures of mountain environment resource management policies and the development of criteria for assessing and monitoring sustainability in mountain environments, in particular, criteria for examining relevant crosscultural dimensions of sustainable development in these environments. By way of conclusion the paper considers further ways in which traditional resource policy development and implementation is being challenged by changing values and priorities; ecosystems management with people; and co-management and public participation.  相似文献

This article presents a system dynamics (SD) method to examine the problem of forest degradation. The model developed takes a system-oriented view of forest management, embracing both social and biophysical factors affecting deforestation. Social factors examined are socio-economic variables or elements that influence behaviour and decision-making choices at the household level. Biophysical factors are four sub-components that are considered major land uses namely, the paddy field component, rattan plantations, coffee plantations and forest stands. The model was applied in a case study located in Pasir District of East Kalimantan, Indonesia. The site covers an area that includes a protected forest and a privately allocated timber license concession. Three village communities are examined in the case study. The SD model developed was applied to the case study focusing on three management policies or scenarios, which are based on access rights to the forest resources within the study area. Specifically, the property arrangements examined in each scenario are: Policy 1 – status quo (i.e. continue present property rights arrangements); Policy 2 – local communities manage the forest exclusively; and Policy 3 – collaborative management involving both local communities and a private company. Results from the model show that the third policy is the most viable option, and also lead to a win–win solution.  相似文献

This study aims to identify services provided by forest ecosystems based on locals’ perceptions in the northern part of Jordan. By better understanding preferences of locals and by understanding why they value certain services more heavily, policy-makers and planning managers can make more effective decisions regarding development and conservation. Three hundred respondents were interviewed in order to collect information about forest ecosystem services (ES). Data collection was conducted using a structured questionnaire regarding ES provided by three forest types situated in northern Jordan. ES trade-offs and socio-ecological bundles were identified by analyzing respondents’ socioeconomic demographics and preferences of forest ES through multivariate canonical corresponding analysis (CCA). The statistical analysis indicated that the socioeconomic factors and forest type have an effect on social preferences toward ES. Results displayed a clear trade-off between provisioning services and regulating and cultural services. CCA demonstrated that 73% of the variation in ES value is explained by social factors (i.e. education level, income level, and gender), while 26% of perception variation was attributable to categories of ES supplied by each forest ecosystem. These findings imply that involving people in the place-specific management of public forests using the ES approach gives managers a clearer understanding of the benefits people recognize and value, as well as those they either are not aware of or do not value. Such information is useful in forest management and in public outreach. Although direct policy applications are limited by the research’s nature, the paper provides a starting point for incorporating forest users’ voices into policy discussions and management design.  相似文献

The Convention on Biological Diversity has catalyzed worldwide awareness of threats to biological diversity and stimulated global conservation strategies. These have led to national and international legislation and have generated debate about the most effective conservation actions. Under the EU Habitats Directive, all member states are obliged to establish a system for strict protection of species listed in Annex IV(a), which includes all bats. In England, this obligation has resulted in legislation that allows for derogation from strict protection under license, provided activities are undertaken to mitigate any potential negative effects on bat numbers. We used an evidence‐based approach to assess the cost‐effectiveness of mitigation strategies and the English bat‐derogation licensing process as a whole. We analyzed data from 389 bat derogation licenses issued in England from 2003 to 2005 relating to 1776 roosts and 15 species to determine the nature and extent of development and mitigation activities and their effects on bats. Overall the effects of licensed activities on roosts were negative. Despite the level of protection afforded to bats, the majority (68%) of roosts for which derogation licenses were issued were destroyed. There were species‐specific differences in the probability of roosts being destroyed, and impacts on roosts did not reflect a species’ conservation status. Information provided by licensees was inadequate and inconsistent. Most licensees (67%) failed to submit postdevelopment reports, and postdevelopment monitoring was conducted at only 19% of sites. Despite a minimum of £4.13 million spent on mitigation structures for bats from 2003 to 2005, it was unclear whether the licensing process meets EU obligations. On the basis of our results, we believe there is a need to overhaul the licensing process, to establish a comprehensive, standardized postdevelopment monitoring system, and to demonstrate that mitigation is commensurate with Britain's legal obligations. The wolf (Canis lupus) is classified as endangered in Sweden by the Swedish Species Information Centre, which is the official authority for threat classification. The present population, which was founded in the early 1980s, descends from 5 individuals. It is isolated and highly inbred, and on average individuals are more related than siblings. Hunts have been used by Swedish authorities during 2010 and 2011 to reduce the population size to its upper tolerable level of 210 wolves. European Union (EU) biodiversity legislation requires all member states to promote a concept called “favourable conservation status” (FCS) for a series of species including the wolf. Swedish national policy stipulates maintenance of viable populations with sufficient levels of genetic variation of all naturally occurring species. Hunting to reduce wolf numbers in Sweden is currently not in line with national and EU policy agreements and will make genetically based FCS criteria less achievable for this species. We suggest that to reach FCS for the wolf in Sweden the following criteria need to be met: (1) a well‐connected, large, subdivided wolf population over Scandinavia, Finland, and the Russian Karelia‐Kola region should be reestablished, (2) genetically effective size (Ne) of this population is in the minimum range of Ne = 500–1000, (3) Sweden harbors a part of this total population that substantially contributes to the total Ne and that is large enough to not be classified as threatened genetically or according to IUCN criteria, and (4) average inbreeding levels in the Swedish population are <0.1. ABSTRACT

Researchers often focus on the most intense conflicts, skewing our perception of the diversity and nature of policy conflicts. The paper examines the discourse engaged in the siting of three pipeline projects under construction, each with varying levels of conflict, and one rejected project of high conflict. We analyze over 700 newspaper articles that span the life of each proposed pipeline and supplement the news media data with interviews. Using these data, we compare differences in actor types, frames, and behaviors in natural gas pipeline siting processes characterized by high, medium, and low conflict. Comparing the characteristics of energy siting conflicts at varying intensities helps support corresponding portrayals of how people engage in the policy process. This paper offers theoretical and empirical guidance on understanding policy conflict intensity variation.  相似文献

For conservation science to effectively inform management, research must focus on creating the scientific knowledge required to solve conservation problems. We identified research questions that, if answered, would increase the effectiveness of conservation and natural resource management practice and policy in Oceania's small‐island developing states. We asked conservation professionals from academia, governmental, and nongovernmental organizations across the region to propose such questions and then identify which were of high priority in an online survey. We compared the high‐priority questions with research questions identified globally and for other regions. Of 270 questions proposed by respondents, 38 were considered high priority, including: What are the highest priority areas for conservation in the face of increasing resource demand and climate change? How should marine protected areas be networked to account for connectivity and climate change? What are the most effective fisheries management policies that contribute to sustainable coral reef fisheries? High‐priority questions related to the particular challenges of undertaking conservation on small‐island developing states and the need for a research agenda that is responsive to the sociocultural context of Oceania. Research priorities for Oceania relative to elsewhere were broadly similar but differed in specific issues relevant to particular conservation contexts. These differences emphasize the importance of involving local practitioners in the identification of research priorities. Priorities were reasonably well aligned among sectoral groups. Only a few questions were widely considered answered, which may indicate a smaller‐than‐expected knowledge‐action gap. We believe these questions can be used to strengthen research collaborations between scientists and practitioners working to further conservation and natural resource management in this region.  相似文献
