This paper examines the effects of wildlife tourism‐based payments for ecosystem services (PES) on poverty, wealth inequality and the livelihoods of herders in the Maasai Mara Ecosystem in south‐western Kenya. It uses the case of Olare Orok Conservancy PES programme in which pastoral landowners have agreed to voluntary resettlement and exclusion of livestock grazing from their sub‐divided lands. These lands are set aside for wildlife tourism, in return for direct monetary payments by a coalition of five commercial tourism operators. Results show that, on the positive side, PES is the most equitable income source that promotes income diversification and buffers households from the livestock income declines during periods of severe drought, such as in 2008‐2009. Without accounting for the opportunity costs, the magnitude of the PES cash transfer to households is, on average, sufficient to close the poverty gap. The co‐benefits of PES implementation include the creation of employment opportunities in the conservancy and provision of social services. There is however a need to mitigate the negative effects of PES, including the widening inequality in income between PES and non‐PES households and the leakages resulting from the displacement of settlements and livestock to currently un‐subdivided pastoral commons.  相似文献

North Carolina was the first United States jurisdiction to implement a statewide program (called Click It or Ticket) coupling concentrated enforcement with massive publicity to increase seat belt use. After a successful pilot program in three very different North Carolina communities, the statewide program was launched in October 1993, and has been most active and productive as well as imitated by many other states over the past decade. This paper explores the combination of ingredients that have been employed and sustained over that period of time. These include: (a) a basic coalition of critical public-private agencies (central to the planning, execution, and publicity of the many Click It or Ticket programs); (b) critical top-down commitments (starting with the governor); (c) pervasive and innovative media events/press releases/ PSAs/ web site information; (d) vigorous and well-publicized law enforcement; (e) feedback on results with solid, updated data; (f) related statewide and local programs/activities; and last but not least (g) continuous funding.  相似文献

Sustainable development advocates for a balance between socio-economic development and the environment in the pursuit of human advancement. In Africa, high population growth and inadequate infrastructure in urban areas exert pressure on the environment and this threatens the health and wellbeing of urban residents. The population of the African continent until the 1960s was predominantly rural. This scenario has taken a swift turn and some of the major shifts in the global urbanisation process are taking place on the continent. Factors including natural increase in the population, rural–urban migration, strife and hunger leading to the internal displacement of populations have exacerbated the urbanisation process in Africa. The situation has been worsened by the imposition of Western development policies, including structural adjustment programmes on African nations, which has eroded the subsistence base of rural agricultural communities and further ignited rural urban migration. The failure of industry to absorb the increasing labour force has created massive unemployment and deepening poverty crisis in urban centres. Inadequate provision of infrastructure and services to meet the growth in urban populations has resulted in inefficient spatial development of urban centres, the proliferation of squatter settlements, inadequate basic amenities including potable water, sanitation and waste disposal. Poor environmental sanitation has resulted in the upsurge of infectious diseases and deteriorating urban health. Urban populations in Africa are also the worst affected by newly emerging diseases, particularly HIV/AIDS. The poor bear a disproportionately large share of the problems due to their particular vulnerability to environmental and health risks. PROBLEM: In most countries, drivers licensing systems usually include teaching some aspects of using safety equipment (e.g., airbags and seat belts). However, there is now evidence worldwide that such education is inadequate, as indicated by, for example, the overrepresentation of young drivers who do not use seat belts. METHOD: A randomized controlled study was conducted in Sweden to evaluate the effects of visiting a facility known as a "safety hall" in combination with the mandatory skid training. The results were assessed to determine the effects of the knowledge and attitudes of learner drivers in the following subjects: airbags, securing loads, seat belts, sitting posture, speed, and tires. An experimental group and a control group comprising 658 and 668 learners, respectively, answered identical questionnaires on three different occasions (pretest, posttest 1, and posttest 2). RESULTS: The results show that, for most of the topics considered, knowledge and attitudes in both groups were better at posttest 2 than at the pretest, and in general, the best knowledge and attitudes were found in the experimental group. The combined safety/skid training seems to have had the greatest effect on seat belts and loads. The findings also indicate that the safety halls can be further improved to achieve an even better effect. IMPACT ON TRAFFIC SAFETY: The use of safety halls has improved the knowledge and attitudes of learner drivers concerning several important areas related to traffic safety. Since knowledge and attitudes are important predictors of behavior, implementing safety halls can be expected to lead to improvements, especially regarding the use of safety belts and securing loads.  相似文献

In 1992-3 and 1995-6, Zimbabwe used a Child Supplementary Feeding Programme (CSFP) to combat child malnutrition during drought-induced emergencies. Previous evaluations of the CSFP relied on routine administrative data and key informant interviews and made only cursory use of available household survey data. These evaluations concluded that the CSFP was effective in preventing an increase in malnutrition among children under five, especially in 1992-3. The more-detailed analysis of household surveys provided in this article suggests that CSFP coverage was generally patchy and disappointingly low, especially in 1995-6. There is little evidence that children from poor or nutritionally vulnerable households got preferential access to supplementary feeding. The CSFP failed to feed many malnourished and nutritionally vulnerable children even in areas where the programme was operating. Household survey evidence suggests that the CSFP's impact on nutritional status was likely marginal, especially in 1995-6.  相似文献

Kazakhstan is an upper-middle-income country and one of the coldest countries in the world with rich energy resources and energy prices considerably lower than in developed countries. This paper presents the first comprehensive overview of household fuel use in Kazakhstan and assesses the causes and extent of energy poverty using the Households Living Conditions Survey dataset of 12,000 households. The results show that there is an overwhelming reliance on coal in Kazakhstan: 40% of all surveyed households use coal for heating, cooking and other needs. In general, liquefied petroleum gas is mainly used for cooking, coal and firewood for heating, while electricity is rarely used for heating. Energy poverty was less prevalent in oil and gas rich regions, due to low gas prices and higher income levels in those regions, while households located in the North Kazakhstan, Central and East Kazakhstan mainly suffer from lack of cleaner fuel options, income poverty, longer and colder winters and consequently energy affordability. Despite low energy prices in Kazakhstan, the results demonstrate that 28% of surveyed households spend more than 10% of their income on energy. Gas and district heating infrastructure coverage and income inequality across its regions contributed the most to energy poverty in Kazakhstan. Energy prices are regulated and indirectly subsidised. Removing energy subsidies alone may worsen energy affordability of households. Offering direct subsidies to cover part of the energy expenditures may not fully solve the problem, but subsidies, interventions for efficient technologies and fuels, dwelling energy-efficiency improvements are necessary.  相似文献

The food system’s decreasing ability to deliver food security has led to the emergence of food assistance initiatives. Food assistance is highly contested; as some argue, it is a “failure of the state”, while others regard food assistance to be an “extension of the welfare state”. Either way, research suggests that actors within food assistance are rethinking their role in the food system. In this paper, we study three food assistance initiatives, in the Netherlands, Italy and Ireland, that perform new food assistance practices while embedded in specific institutional contexts, and analyse their potential to transform the food system, drawing on Transformative Social Innovation theory. Building on transition and social innovation theory, this recently developed theory distinguishes different levels within systems, named “shades of change”, that are associated with societal transformation. By exploring these “shades” of change in the analysis, we describe aspects of the initiatives’ novel practices, and in relation to the initiative and institutional relations their motivations and expectations. We compare the three cases and discuss how food assistance practices relate to and change (or do not change) the food system. In particular, we elaborate on how these three food assistance initiatives contribute in various ways to local food and welfare system innovation. In doing so, we offer a novel perspective on food assistance initiatives. We argue that they show dynamics that have the potential for more substantial transformation towards food security over time, by building momentum through “small wins”.  相似文献
