Public private partnerships (PPPs) allow the Indian Government to leverage private capital for meeting the widening demand-supply gap in the provision of infrastructure services. The private sector, however, prefers to limit the participation to financially attractive projects only, thereby resulting in patterns of infrastructure creation impeding the progress towards sustainable development. In order to promote sustainable development, the PPP procurement process should focus on incentivising the private sector for sustainable infrastructure development rather than concentrating on ensuring financial sustainability only. This paper discusses the principles-based PPP-specific framework that has been developed to facilitate assessment of PPP projects' progress towards sustainable development. The framework development was based on a holistic approach to sustainability assessment and subsequently validated through questionnaire survey with key stakeholders in the Indian PPP programme. A comparative analysis of predictors of sense of place dimensions: attachment to, dependence on, and identification with lakeshore properties 总被引:3,自引:0,他引:3
Sense of place can be conceived as a multidimensional construct representing beliefs, emotions and behavioural commitments concerning a particular geographic setting. This view, grounded in attitude theory, can better reveal complex relationships between the experience of a place and attributes of that place than approaches that do not differentiate cognitive, affective and conative domains. Shoreline property owners (N=290) in northern Wisconsin were surveyed about their sense of place for their lakeshore properties. A predictive model comprising owners' age, length of ownership, participation in recreational activities, days spent on the property, extent of property development, and perceptions of environmental features, was employed to explain the variation in dimensions of sense of place. In general, the results supported a multidimensional approach to sense of place in a context where there were moderate to high correlations among the three place dimensions. Perceptions of environmental features were the biggest predictors of place dimensions, with owners' perceptions of lake importance varying in explanatory power across place dimensions. 相似文献

The tendency today to privatise many activities hitherto considered the exclusive preserve of the state has given rise to sharp debate. The specific nature of humanitarian emergencies elucidates in particularly stark contrast some of the main challenges connected to the privatisation and outsourcing of essential public services, such as the provision of drinking water and health care. Privatising the realms of defence and security, which are at the very core of state prerogative, raises several legal and humanitarian concerns. This article focuses on the roles and responsibilities of the various parties involved in armed conflicts, especially those of private companies engaged in security, intelligence and interrogation work, and in the provision of water supply and health services. 农地整治权属调整是实现农业规模化和现代化的重要手段,而农户有效参与是推动权属调整的内在动力,研究农地整治权属调整中农户认知对其行为响应的作用机制,有助于高效引导农户参与权属调整,并为制定农地整治权属调整的政策提供科学依据。基于改进计划行为理论和湖北省11个县(市、区)1044份农户抽样调查数据,采用多群组结构方程模型探究了农地整治权属调整中不同类型农户认知对其行为响应的作用机制。结果表明:农地整治权属调整中农户行为逻辑符合改进计划行为理论,农户的行为态度、主观规范、知觉行为控制交互影响行为意愿,进而转换为行为响应,政府支持在行为意愿和行为响应之间起到部分中介作用。总体上,农户行为响应是"自发性""诱发性"和"约束性"三重行动逻辑的结合,且"自发性"占主导地位。多群组结构方程估计结果表明,纯农型与兼业Ⅰ型农户的行为响应受到"自发性""诱发性"和"约束性"三重影响,兼业Ⅱ型农户受到"自发性"和"诱发性"双重影响,非农型农户仅受到"诱发性"单一影响。因此,为引导农户积极参与农地整治权属调整,应该分别针对各类农户相应地提高其参与的"自发性"和"诱发性",降低"约束性",充分发挥农村社会经济组织的作用,将四种不同类型农户的利益需求统筹考虑,降低权属调整过程中利益协调难度。 相似文献

The effects of TiO2 nanoparticles on the transport of Cu through four different soil columns were studied. For two soils (HB and DX), TiO2 nanoparticles acted as a Cu carrier and facilitated the transport of Cu. For a third soil (BJ) TiO2 nanoparticles also facilitated Cu transport but to a much lesser degree, but for a fourth soil (HLJ) TiO2 nanoparticles retarded the transport of Cu. Linear correlation analysis indicated that soil properties rather than sorption capacities for Cu primary governed whether TiO2 nanoparticles-facilitated Cu transport. The TiO2-associated Cu of outflow in the Cu-contaminated soil columns was significantly positively correlated with soil pH and negatively correlated with CEC and DOC. During passage through the soil columns 46.6-99.9% of Cu initially adsorbed onto TiO2 could be “stripped” from nanoparticles depending on soil, where Cu desorption from TiO2 nanoparticles increased with decreasing flow velocity and soil pH. 相似文献

Fishers and small-scale fisheries worldwide have been marginalized historically. Now it is clear that integrating fishers
in management processes is key to resource conservation, but it is less clear how to do it. Here, based on a literature review and new information, we present and analyze a case in which the participation
of fishers in the management process was crucial in recovering an overexploited small-scale fishery for the pirarucu (Arapaima spp.) in the Amazon Basin, Brazil. In 8 years of experimental management, from 1999 to 2006, the population of pirarucu increased
9-fold (from about 2200 to 20,650 individuals), harvest quotas increased 10-fold (from 120 to 1249 individuals), and fishers’
participation in the management process increased and they benefited from increased monetary returns. Additionally, the number
of communities conducting the management scheme increased from 4 in 1999 to 108 in 2006, following the demands of fishers
and regional government agencies. Based on our analysis, we suggest that the participation of fishers in the management of
other small-scale fisheries in the world can be improved by focusing on (1) applying the knowledge and skills of fishers in
resource monitoring and management, (2) bridging knowledge systems among all involved stakeholders, (3) collaborating with
fishers that are interested in, and capable of conducting, resource conservation schemes, and (4) conducting management under

First-best pricing or assignment of property rights for rival and non-excludable goods is often infeasible. In a setting where the social planner cannot limit total use, we show that common-property resources can be over or under-consumed. This depends on whether the external benefits of reallocating users to less congested resources outweigh the additional costs imposed by new entrants. Importantly, we show that it may be optimal to encourage consumption of some common property resources. Our results have important implications for settings ranging from fisheries and forestry to recreational demand and transportation. 相似文献
