We study the question of environmental equity via generalized linear modeling for the metropolitan New York City region and ask whether, after accounting for socioeconomic status, particular racial/ethnic populations bear a disproportionate burden of hosting environmentally undesirable sites. Our data consist of population demographics for 2216 census tracts linked to 354 environmentally undesirable facilities, including toxic release inventory sites, hazardous waste treatment, storage, and disposal facilities, and other common urban problem sites such as landfills, incinerators, bus garages and sewage treatment plants. Using generalized linear and additive modeling techniques, we find that racial/ethnic demographics, in particular the Hispanic percentage of a tract's population, are significantly associated with the presence of potentially environmentally adverse sites. This leads us to the conclusion that, over the whole metropolitan New York City area, the Hispanic population is proximate to more sites than other populations. At the same time, we find that both Hispanics and African-Americans are more proximate to these sites in the Bronx and Queens. However, we also find indications that Hispanics and African-Americans are less likely to be proximate to the sites in Manhattan. We establish an empirical relationship that warrants additional study in order to establish the causes for the population distribution and whether a basis for a claim of discrimination exists.  相似文献

Organizational justice researchers tend to treat as synonyms the terms “justice” and “fairness”. We discuss different definitional arguments, concluding that these two concepts are distinct. Community campaigns against local sources of pollution and environmental degradation form the building blocks of movements for environmental justice. They also constitute important locations for people to learn about the environment and obtain outlooks, knowledge and skills with which to tackle pollution and address sustainable alternatives. The learning which occurs is usually informal and involves collective learning for action. A challenge to formal educators is to be able to support such learning. This account is of the learning which has been achieved during a community campaign against fish farming in the community of Scoraig in Wester Ross, north-west Scotland. We identify a complex diversity of learning within the community, involving information-gathering and critical analysis, between those active in the campaign and those supportive but less active, and in interaction between formal and informal education.  相似文献

This study examines the outcome of efforts to educate federal land-use managers about their roles in implementing the Executive Order in their respective districts. The managers participated in a 6-h Nominal Group Technique (NGT) workshop where they were instructed to weight environmental justice issues versus others associated with hazardous waste problems in their districts. Participant responses were quantified and analyzed through a series of rounds. After each round, participants received increasing amounts of information on environmental justice issues. It was hypothesized that the managers would come to a consensus that environmental justice is an important issue that should be seriously addressed. Prior to administering the NGT, the managers appeared to have limited knowledge of environmental justice issues and thus assigned relatively low rankings to such concerns. After being “educated” by viewing films on environmental justice and reading related literature, in general, managers' weightings decreased and a narrower consensus developed. The authors conclude that exposure to the issue may not be as effective as expected in convincing land-use managers to become sensitive to justice issues so that they may effectively implement the Executive Order.  相似文献

Contemporary socio-economic transformations in South Asia are creating increasingly serious water problems (scarcity, flooding, pollution) and conflicts. Conflicts over water distribution, water-derived benefits, and risks often play out along axes of social differentiation like caste, wealth, and gender. Those with least power, rights, and voice suffer lack of access, exclusion, dispossession, and further marginalisation, resulting in livelihood insecurity or increased vulnerability to risks. In this paper we propose analysing these problems as problems of justice – problems of distribution, recognition, and political participation. Drawing on wider environmental justice approaches, a specific water justice focus needs to include both the specific characteristics of water as a resource and the access, rights, and equity dimensions of its control. We argue that recognising water problems as problems of justice requires a re-politicisation of water, as mainstream approaches to water resources, water governance, and legislation tend to normalise or naturalise their – basically political – distributional assumptions and implications. An interdisciplinary approach that sees water as simultaneously natural (material) and social is important here. We illustrate these conceptual and theoretical suggestions with evidence from India.  相似文献

This article describes Dig Deep Farms & Produce, a food justice organisation and urban farm working to stimulate local economic development, create jobs, and improve the quality and accessibility of food in Ashland and Cherryland in California's Bay Area. Their practices are based on self-determined values although they take a flexible, anti-essentialist approach to foodie logics, which are prominent and problematic in the Bay Area. The case study then examines specific practices and strategies, as well as intersections with foodie logics, in three arenas – values determination, strategic partnerships, and foodways – that help to cultivate food justice and highlights key characteristics of food justice work: emphasising self-determination and working to fundamentally change the economic and social conditions of food apartheid.  相似文献

Focusing on recent documentaries about sustainable agriculture in the US—Food, Inc., The Garden, Fresh, and Farmageddon—this paper examines how pro-sustainable food arguments fail to merge environmentalism and environmental justice. By framing their approach to sustainable food production around the normative issue of “good food” for capitalist consumers, such documentaries ignore questions about community and cultural conceptions of farmers. In the process the films promote a problematic vision of the white family farm. As a consequence, these films limit a reimagining of alternative food systems, the roles for diverse actors within those systems, and possibilities for eaters beyond “voting with your fork.” Several exceptions, most notably The Garden, are used to suggest how cinema might radically re-envision participation in alternative forms of agriculture.  相似文献

The government of Canada ratified the Kyoto Protocol on 17 December 2002, but over 100 Canadian municipalities had joined the International Council for Local Environmental Intitatives' (ICLEI) Cities for Climate Protection (CCP) campaign up to a decade earlier. A low-cost home energy rating system (HERS) evaluation and individualized energy plan was provided to 420 households in Kitchener, Ontario, from September 2000 to August 2001. To assess the impact of the energy efficiency program, natural gas consumption in the year prior to the evaluation was compared with that in the year following. Overall, a 5% reduction was achieved, but individual responses varied widely. Situational and psychological factors were evaluated for three groups of households: the conservers, the consumers and the steady middle group. Conservers (30% of households) had higher initial energy consumption levels and achieved two-thirds of the potential savings identified by the energy evaluation. Consumers (12% of households) had higher ownership rates of high-efficiency furnaces and water heaters and demonstrated the rebound effect of increased demand for energy services following the evaluation. Low-income groups were the most likely to behave as conservers (42%) while high-income groups were the least likely to be conservers (13%) and the most likely to be consumers. Local programs need to be inclusive of all income groups to increase participation and implementation rates by systematically reducing barriers (financial, knowledge, trust) or increasing incentives (financial, regulatory or social) if the desired goal (e.g. Kyoto target) is to be achieved.  相似文献

Amidst recent moves to rethink environmental justice, this article cautions against retention of distributive conceptions of injustice. Instead, analysis of production and normalisation of difference is explored as a way to shift the lens of environmental justice scholarship away from distributional explanations of injustice and towards critical engagement with the politics of meaning that structure environmental practice. I argue that such a shift would offer an alternative to the liberal spatial frameworks that articulate understandings of environmental justice and environment society relations, facilitating instead relational conceptions of space and engagement with space as a representational media and medium of power. I also propose that methodologically such a shift would require discursive analysis of practices of difference making. Examples from research into the management of nuclear fuel waste in Canada are used to illustrate the arguments.  相似文献

ABSTRACT

It is critical to understand how matters relating to water are reported, or ignored, among linguistically diverse media and to understand the possible influence this may have on the conception of water issues among ethnically diverse groups. This research analysed five daily newspapers published in Sydney between 2011 and 2012 in three languages (English, Chinese and Korean) and found that water issues were presented differently by newspapers across language divides in Sydney. These differences may contribute to diverse conceptual constructions of water problems and water management among ethnically diverse communities. After allowing for the influence of other variables, this research highlights the necessity to investigate media construction of water issues in various Non-English language publications as an important approach to improving situated and place-based water awareness in an ethnically diverse city.  相似文献
