ABSTRACT

This paper applies a “justice” lens to the struggle of the people displaced by the Merowe Dam in northern Sudan. Application of distributive, procedural, and representational aspects of justice exposes the dissatisfaction of the affected people with the government’s offer and execution of compensation. Consideration of social justice and the utility of norms in trans-national activism brings into sharp focus the difference in interests, and abilities of the many actors involved, and highlights the government’s tactics to divide the communities, and the social divisions sown. As the struggle develops, justice claims are seen to change towards less material issues, suggesting that an expanded and dynamic conception of justice is more helpful than narrow or time-bound conceptions. The findings are of relevance to communities facing possible displacement from dams planned nearby, not least of all for the insight provided on the effectiveness of different tactics in the struggle.  相似文献

ABSTRACT

Indigenous peoples are among the most affected by environmental injustices globally, however environmental justice theory has not yet meaningfully addressed decolonisation and the resistance of Indigenous communities against extractivism in the settler-colonial context. This paper suggests that informing environmental justice through decolonial analysis and decolonising practices can help transcend the Western ontological roots of environmental justice theories and inform a more radical and emancipatory environmental justice. The Unist’ot’en Resistance and Action Camp blocking pipelines in northwestern British Columbia, Canada, their “Reimagined Free Prior and Informed Consent protocol” and the Delgamuukw case are described to discuss limitations of the state and legal framework for accommodating a decolonial and transformative environmental justice. A decolonial analysis informed by these two moments of Wet’sewet’ten history suggests limits and adaptations to the trivalent EJ framework based on recognition, participation and distribution. It is argued that a decolonising and transformative approach to environmental justice must be based on self-governing authority, relational ontologies of nature and epistemic justice and the unsettling of power through the assertion of responsibility and care through direct action. This discussion is placed in the context of the expansion of the concept of ecological rights, for example through the enshrining of the “Rights of Nature” in the constitutions of countries such as Bolivia and Ecuador, to highlight the Inherent tensions in the translation of Indigenous cosmo-visions into legal systems based on universalist values.  相似文献

Urban agriculture (UA) has the potential to expand beyond the grassroots level to meet the social, cultural, economic and food needs of urban dwellers. At its core, UA represents an alternative use of urban space that occurs with or without government support or approval. The experiences of community gardeners and their views of, and engagement in, community gardens as a form of UA, or local “alternative food networks”, is a focal point of this paper. Relying on Australian city case studies, this paper explores community gardens, using critical urban approaches concerning “rights to the city” and diverse economies. Findings from this study reveal how community gardeners understand and participate in diverse economies and extended local food networks. They also identify respondents’ views of local councils as barriers to the emergence of community gardens, and other forms of UA, as a local response to growing concerns over impacts of the global food chain on food security. In contrast to other Western cities, effective city–community relations for community garden growth have yet to emerge in Australian cities, as key policy areas for urban sustainability and social cohesion.  相似文献

环境正义不仅是重大的现实问题,也是不同学科和领域研究的焦点。通过对国内环境正义研究文献的梳理,比较分析环境正义所涉学科、内容和方法后发现:环境正义研究呈现出多学科视角、多元化主题和学科交叉趋势,但研究体系不够完善,缺乏理论创新;亟待构建中国特色环境正义理论体系和分析框架,总结中国环境正义研究案例和解决模式;环境正义概念多而不统一,混杂而不明确,需进一步厘清和辨明;考虑多维内涵、多重维度和多维原则,建构和完善环境正义概念体系;环境正义问题主要表现在多尺度区域和多类型群体两个层面,环境强势群体(区域)与弱势群体(区域)的环境权责不对等是焦点;城乡环境正义问题广受关注,需加强经济弱势地区和环境弱势地区环境正义研究;解决环境正义问题的政策措施缺乏系统性考量和可操作性,在具体的社会文化和地方情境中探讨环境正义及其解决之道是重点;按照问题的轻重缓急,分区域分群体逐步消除环境不正义;环境正义评价标准欠缺,不同学科数据和方法交叉融合不足。未来环境正义研究的重点和难点在于:建构一个问题导向的、跨学科交叉的环境正义理论框架;精确表征和测度环境(不)正义;模拟多尺度、多主体的环境正义演变过程;基于地方性加强环境正义的典型案例研究。  相似文献

Past research suggests that interactional justice plays a pivotal role in facilitating high‐quality leader–member exchange (LMX), with downstream implications for employee performance. However, the broader context in which these effects unfold has received scarce attention. Drawing from deontic justice and social exchange theories, we suggest that interactional justice differentiation is an important contextual moderator of the link between interactional justice and LMX. Specifically, we argue that high interactional justice differentiation attenuates the link between interactional justice and LMX, in turn influencing the effects of interactional justice on employee task and creative performance. Results from two studies employing both experimental and multisource, multilevel survey designs provide convergent support for the hypothesized model. The release of carbon dioxide from the burning of fossil fuels is believed to be responsible for climate change. In the UK, road transport emits 22% of the total output of carbon dioxide. This study applies the ecological footprint to Merseyside to ascertain the global environmental impact of passenger transport (expressed in hectares). Results show that car travel has a footprint of 704 000 hectares, which is 87% of the total footprint. It is demonstrated in scenarios that Policy initiatives involving the Local Transport Plan will cause the footprint to increase. It is also shown that individual behaviour could be influenced when highlighting the impacts of different modes of transport along the same route. By using the ecological footprint in educational programmes, the effect can be shown of carbon emissions and land appropriation on the 'school run'; these issues could be promoted alongside others such as health, safety, congestion, global equity and fairness.  相似文献

Abstract

A strategic approach to local sustainability assessment requires that sustainability implications of proposed policies, plans and programmes are evaluated. These evaluations need to critically consider organizational structures, processes and outcomes. The establishment of ‘communities of practice’, groups or networks of practitioners with shared interests, is a helpful mechanism for facilitating change in a wide range of organizations. This paper analyses the potential for communities of practice to contribute to the implementation of sustainability assessments by local government. Focusing on Sutherland Shire Council in Sydney, Australia, this paper presents the findings of a project that engaged practitioners in the design of a sustainability assessment system. The establishment of communities of practice helped to break down the ‘silos’ created by institutional divides within local government, but this approach also raises challenges in maintaining momentum and overcoming political agendas.  相似文献

The government of Canada ratified the Kyoto Protocol on 17 December 2002, but over 100 Canadian municipalities had joined the International Council for Local Environmental Intitatives' (ICLEI) Cities for Climate Protection (CCP) campaign up to a decade earlier. A low-cost home energy rating system (HERS) evaluation and individualized energy plan was provided to 420 households in Kitchener, Ontario, from September 2000 to August 2001. To assess the impact of the energy efficiency program, natural gas consumption in the year prior to the evaluation was compared with that in the year following. Overall, a 5% reduction was achieved, but individual responses varied widely. Situational and psychological factors were evaluated for three groups of households: the conservers, the consumers and the steady middle group. Conservers (30% of households) had higher initial energy consumption levels and achieved two-thirds of the potential savings identified by the energy evaluation. Consumers (12% of households) had higher ownership rates of high-efficiency furnaces and water heaters and demonstrated the rebound effect of increased demand for energy services following the evaluation. Low-income groups were the most likely to behave as conservers (42%) while high-income groups were the least likely to be conservers (13%) and the most likely to be consumers. Local programs need to be inclusive of all income groups to increase participation and implementation rates by systematically reducing barriers (financial, knowledge, trust) or increasing incentives (financial, regulatory or social) if the desired goal (e.g. Kyoto target) is to be achieved.  相似文献

Amidst recent moves to rethink environmental justice, this article cautions against retention of distributive conceptions of injustice. Instead, analysis of production and normalisation of difference is explored as a way to shift the lens of environmental justice scholarship away from distributional explanations of injustice and towards critical engagement with the politics of meaning that structure environmental practice. I argue that such a shift would offer an alternative to the liberal spatial frameworks that articulate understandings of environmental justice and environment society relations, facilitating instead relational conceptions of space and engagement with space as a representational media and medium of power. I also propose that methodologically such a shift would require discursive analysis of practices of difference making. Examples from research into the management of nuclear fuel waste in Canada are used to illustrate the arguments.  相似文献

Farmers and pastoralists in Africa are remarkably consistent across countries in how they report climate is changing. These changes are still relatively small but, combined with the effects of chronic poverty, disease and environmental degradation, are already having severe human consequences. The changes are consistent with what is expected to occur due to man-made global warming and will increase. Women are especially impacted. Africa is least responsible for greenhouse gas emissions, but will suffer some of the most damaging consequences. Adaptation is essential. This will require finance from international sources. However, there is much African governments can and should do to start. Boosting adaptation to current climatic variability and shocks and tackling poverty will bring benefits today and for the future.  相似文献
