ABSTRACT: A study was conducted over a six-year period in East-Central Ohio to determine the effects of surface mining and reclamation on physical watershed conditions and on ground-water hydrology in three ground-water zones in three small experimental watersheds. Mining disturbances in watersheds adjacent to the experimental sites affected ground-water levels in the undisturbed experimental watersheds prior to actual mining in the experimental sites. New subsurface flow paths, with different characteristics, formed during mining and reclamation. At all three sites mining dewatered the saturated zone above the underclay of the mined coal seam. Mining and reclamation affected ground-water levels below the mined coal seam in the middle and lower zones within at least two sites. Ground-water level recovery in the mined upper saturated zone was slow and irregular both temporally and spatially after reclamation. Hydraulic conductivities of postmining (Phase 3) spoil were generally greater than those of Phase 1 bedrock, but wide spatial variability was observed. Modelers need to be aware of the complexities of new flow paths and physical characteristics of subsurface flow media that are introduced by mining and reclamation, including destruction of the upper-zone clay. 相似文献

With the development of increasingly complex processes and technologies in chemical and manufacturing industries, Process Safety Management (PSM) has been globally recognized as the primary tool for operating companies to reduce process accidents on their industrial sites and the risks posed to their employees and surrounding communities. Yet, industrial facilities are often interdependent and collocated with others. Recognizing this, regional authorities are also applying PSM principles to reduce the cumulative incidents associated with high density industrial areas and the multiplicative risks posed to broader communities. This paper compares Strathcona County Emergency Service (SCES) in Alberta, Contra Costa County Health Service Hazard Material Programs (CCCHSHMP) in California, and Technical Standards & Safety Authority (TSSA) in Ontario and their PSM systems to provide practical recommendations to improve SCES's system. Four aspects of PSM are considered: regulation and guidance, auditing and inspection, annual performance indicators, and public participation. Based on the results of this comparison, we recommend that SCES develop comprehensive PSM regulations based on CSA Z767-17 PSM including clear instructions for assessing technologies and methodologies for consequence analysis. Both worst-case scenarios and alternative scenarios need to be considered as well as the domino effect of primary accidents. Furthermore, regular audits and inspections will ensure compliance with PSM regulations while helping the design of planning, performing, and following-up strategies to ensure effectiveness. In addition, we suggest the use of lagging and leading performance indicators to evaluate the performance of the PSM program. Finally, we recommend using advisory councils or commissions to increase public participation and ensure the representation of stakeholders' perspectives with the PSM system. 相似文献

This paper uses the gravity model to examine the effect of environmental regulations on pork trade flows between different regions within China.We apply a linear programming tool to estimate pork trade flows from 2000 to 2008,and discuss the environmental acts on livestock pollution and income level to proxy environmental regulations.We use OLS regression and panel data with dummy variable in the cross-sectional GLS estimation.Our results indicate that the gap of environmental regulations between trade partners has a positive relationship with pork trade flows,and the difference in environmental regulations changes the traditional comparative advantage pattern to some extent.This paper provides convincing evidence for the pollution haven effect on livestock in China. 相似文献

ABSTRACTSiting controversies have become familiar in windpower development. Process and outcome fairness in the form of economic benefits to local communities and inclusion in decision-making processes are recognised as important elements in local acceptance of windpower installations. To these, we add the concept of “relative fairness” influencing perceptions of overall fairness. In this article, we examine why Norwegian municipalities agree to host windpower, and the role of process, outcome and relative fairness in this decision. Municipalities are central in providing welfare services, and in ensuring a viable local economy and local workplaces. Process fairness is important, as is evident when municipalities have little influence in the detailed planning of the plants. Also, outcome fairness, in the form of economic compensation – particularly through property tax – is decisive for positive attitudes towards windfarms, as municipalities can strengthen their role as welfare providers and boost local economic activities. Less emphasised are the effects on global climate and national climate goals. However, effects on local landscape and nature are also important for municipalities, as became clear when the national government proposed withdrawing the municipalities’ possibilities of levying property taxes. The municipalities argue that it is only fair to receive something in return for hosting windmills, and relative fairness is important to their argument for equal treatment regarding hydro- and wind-power electricity production in the form of a natural resource tax. 相似文献

ABSTRACT. An ever increasing number of communities throughout the nation are being forced by Federal legislation and local pressures to adopt land use and control measures related to drainage and flood protection. In many instances communities are hastily adopting ordinances and regulations which later prove difficult to administer and enforce. In addition, many of these ordinances and regulations are not producing the results originally anticipated. This paper discusses the basic elements of a drainage ordinance and evaluates the role of the ordinance in a comprehensive drainage program. This evaluation is based on the results of a two year study of drainage programs in five urban areas which produced a model urban drainage ordinance and recommendations on the administration of the ordinance. / The objectives of nature area management are often twofold: To protect the natural environment and to facilitate recreational use. In order to maintain the natural setting, it is sometimes necessary to regulate the recreational use of an area. In deciding on a management action, one problem can be the lack of knowledge about the effects of management actions on visitors. In order to enhance the knowledge base for future management practices, this study empirically evaluates the effects of management regulations in a Norwegian nature area. In this area camping outside commercial campgrounds was restricted in 1992. The management regulations seems to have influenced the use of Sjodalen for camping in several ways. The number of campers using the area has decreased. The user composition seems to have changed, with new campers in the area after the regulation being more tolerant of human influence on the natural environment than the campers before the regulations. In addition, a considerable proportion of the existing users ceased to stay overnight in Sjodalen, totally or partly due to the regulations. The behavioral response among existing users is related both to environmental preferences and place attachment.
