The 1994 European Directive on Packaging and Packaging Waste allowed a diversity of conceptions of waste management to be developed and tested in various countries. Such a diversity may raise drawbacks related to the achievement of the single market and the European law of competition. The paper describes the main differences in waste management regimes in five countries: France, Germany, the Netherlands, Italy and Greece. This comparative approach allows us, first, to identify four main variables in order to characterize policy regimes, explaining the degree of orientation of waste regimes to cost-effectiveness. Second, we will show that implementation has resulted, in each country, in learning, correction and self-regulation, thus reducing the initial divergences between national regimes. Hence, efficient harmonization of waste management regimes may be achieved unexpectedly in a soft way without passing stringent European directives. Moreover, if policy-makers were to adopt explicitly the option of experimenting with competing organizational and policy concepts, as an approach to European harmonization, it would reveal, by 2004, the cost-effectiveness of alternative solutions at a time when European policy has to be reconsidered. 近年来,公众已经成为中国环境治理中不可或缺的力量,公众参与的方式和渠道也在不断拓展和丰富。为考察不同类型公众参与方式对环境治理效果的影响差异,本文基于公众参与阶梯理论,选取四类公众参与方式和四类污染物,结合我国2008—2017年30个省份数据,利用面板数据回归模型进行了实证检验。结果表明,横向比较不同类型的公众参与方式,公众环境来访对环境治理的促进效果优于环境信息公开和环保网络舆论,而政协提案、人大议案的积极效应尚不显著。纵向比较不同类型的污染物治理效果,公众参与能显著促进大气污染物的减排,对噪声和固体废物污染效果的影响次之,而在水污染治理中的作用较不理想。建议政府进一步优化健全环境信息公开机制,并重视公众层面的环境诉求,建立公众与地方生态环境部门的良好互动机制,同时鼓励公众通过新媒体渠道参与环境治理。  相似文献

The move towards partnerships and collaborative governance models has been advocated in global health discussions for many years now. A case example methodology was applied to this study. It was composed of a document review and semi-structured interviews with key informants from five environment and public health partnerships in the province of Ontario, Canada. These case examples highlight the merits and the challenges of diverse partnerships, and the importance of governance and leadership models, scaling up (and out) impact, and cross-cultural communications to these arrangements. Further work is required to articulate situations in which public health partnerships can be strengthened.  相似文献

Cases of strong local opposition to the planned introduction of new high-voltage power lines (HVPLs) have been documented in the past. During and after the planning process for a new HVPL, local residents will be informed about the siting process and its outcomes. Although it has been suggested in the literature that this communication plays an important role in residents' responses to a new HVPL, it has been rarely empirically studied. In this qualitative study, we conducted in-depth interviews with 15 residents about their experiences with the planned introduction of a new HVPL near their homes. Thematic analysis revealed that residents' experiences were centred around negative expectations of living near the new HVPL and perceived injustice of the planning process and its outcomes. Residents' perception that communication was not tailored to their information needs played a significant role in these negative experiences. Suggestions for improving communication will be discussed.  相似文献

In this paper, we present a comprehensive framework for analysing formal rules regulating the involvement of various actors in protected areas decision-making over time and apply it to Poland. Based on the analysis of legal acts and policy documents, we suggest that since the democratic transition started in 1989, the governance of Polish protected areas has been increasingly multi-level and participatory. However, different designations indicate different levels of involvement by non-state actors, with Natura 2000 standing out from the traditional protected areas. Regarding governance issues, establishing and taking management decisions were characterised by the greatest changes in actors’ involvement. While participation of non-public actors is still limited mostly to information and consultation, the involvement of non-state public actors of various levels increased significantly. The paper highlights the importance of a systematic analysis of legal rules as a starting point for empirical investigation of the governance of protected areas.  相似文献

ABSTRACT: Research suggests that conflict over public participation in water resource planning is due, in part, to confusion over the nature of the policies involved. This article examines the roadblocks to citizen involvement in water resource planning in terms of two policy models: (1) the Social Feasibility Model and (2) the Political Feasibility Model. Each model posits a different role for public participation. Although the Political Feasibility Model has been widely accepted in water resource planning, changes in the nature of the policies involved in water resource management have weakened its appropriateness. Currently, social and redistributive policies involving value conflicts often dominate water planning and these policies are best chosen through the Social Feasibility Model. The article discusses the nature of the social feasibility model, the new types of policy decisions facing water resource managers, and how the social feasibility model can help overcome the roadblocks to increased public participation in water resource policy making.  相似文献

ABSTRACT: This study examines the extent to which knowledge deficits pose a significant barrier to public support for nonpoint pollution management strategies. Such barriers would obtain if all of the following conditions are present: (1) many in the public lack knowledge relevant to those strategies; (2) variations in knowledge are linked only to relatively unchanging personal attributes; and (3) individuals with more knowledge are more likely to support the implementation of management strategies. Each of these conditions is subjected to empirical analysis in this study. The findings reported here derive from a survey of citizens in Spokane, Washington, the site of a major 208 Water Quality Management Program study. The results of the survey indicate that: portions of the public have enough knowledge to evaluate technically based management strategies; sources of public knowledge are sufficiently elastic that both policy area concern and policy relevant knowledge can be elevated in the short run; and both knowledge levels and general attitudes are related to the public's specific water policy preferences. The study concludes that the apparent lack of knowledge among the public is not necessarily a significant barrier to policy implementation, and that support for implementation may be generated through both knowledge enhancement and the tapping of existing political orientations through the placement of emphasis upon the seriousness of water resource problems.  相似文献

ABSTRACT: Closely located domestic and public supply wells were sampled using identical sampling procedures to allow comparison of water quality associated with well type. Water samples from 15 pairs of wells with similar screened intervals completed in the central High Plains regional aquifer in parts of Kansas, Oklahoma, and Texas were analyzed for more than 200 water quality constituents. No statistically significant differences were observed between the concentrations of naturally‐derived constituents (major ions, trace elements, and radon) in paired wells. However, differences in water quality between paired wells were observed for selected anthropogenic compounds (pesticides and tritium), in that some public supply wells produced water that was more recently recharged and contained constituents derived from surface activities. The presence of recently recharged water and compounds indicative of anthropogenic activities in some public supply wells was likely due to operational variations (pumping rate and pumping cycles), as demonstrated in a particle tracking simulation. Water containing surface‐derived anthropogenic compounds from near the water table was more quickly drawn to high volume public supply wells (less than five years) than domestic wells (greater than 120 years) with small pumping rates. These findings indicate that water quality samples collected from different well types in the same area are not necessarily directly comparable. Sampling domestic wells provides the best broad‐scale assessment of water quality in this aquifer setting because they are less susceptible to localized contamination from near the water table. However, sampling public supply wells better represents the quality of the used resource because of the population served.  相似文献

Student scientists have analyzed groundwater used for drinking water in rural areas to understand groundwater quality. This was part of a greater effort to understand risks to drinking water. The data produced by middle level and high school students have not been accepted by experts because of concerns about method and student accuracy. We assessed the inherent errors associated with method accuracy, student precision, and sample variability to establish bounds for attainable trueness in water analyses. Analytical test kits and probes were evaluated for the determination of pH, conductivity, chloride, hardness, iron, total soluble metals, and nitrate. In terms of precision, all methods met or exceeded design specifications. Method trueness was variable and in general ranged from good to poor depending on method. A gage reproducibility and repeatability analysis of instrumental methods (pH and conductivity) partitioned the variances into student error (12‐46%), instrumental error (8‐21%), and random error (45‐68%). Overall, student‐generated data met some of the quality objectives consistent with the method limitations. Some methods exhibited a systematic bias and data adjustment may be necessary. Given good management of the student analyst process, it is possible to make precise and accurate measurements consistent with the methods specifications.  相似文献
