ABSTRACTSolar geoengineering, which seeks to cool the planet by reflecting a small fraction of sunlight back into space, has drawn the attention of scientists and policymakers as climate change remains unabated. Unlike mitigation, solar geoengineering could quickly and cheaply lower global temperatures. It is also imperfect. Its environmental impacts remain unpredictable, and its low cost and immediate effects may result in ‘moral hazard,’ potentially crowding out costly mitigation efforts. There is little understanding about how the public will respond to such tradeoffs. To address this, a 1000-subject nationally representative poll focused on solar geoengineering was conducted as part of the Cooperative Congressional Election Study (CCES) of the US electorate in October–November 2016. The importance that individuals place on solar geoengineering’s speed and cost predicts their support for it, but there is little to no relationship between their concerns about its shortcomings and support for its research and use. Acquiescence bias appears to be an important factor for attitudes around solar geoengineering and moral hazard. 相似文献

In 2017, the United States experienced a series of natural hazards (hurricanes, wildfires, and blizzards) that resulted in significant loss of life and property. Emphasizing the role of climate change in these events might offer an important tool for engagement, particularly with skeptical audiences. However, in a survey experiment (N?=?1504) involving three different natural hazards – hurricanes, wildfires, and blizzards – we find that emphasizing the role of climate change in these hazards produced unintended effects for climate change skeptics. In particular, skeptics experienced resistance to the news article, which associated with reduced perceived hazard severity. These backfiring effects likely serve as a defensive mechanism used by skeptics to maintain their prior views of climate change, illustrating the challenges faced in communicating climate change to skeptical audiences. These findings offer additional insight for those attempting to communicate climate-related risk information to skeptical audiences. 相似文献

Branded platforms are a growing “gray-zone” of marketing and media messages, in which corporations and news journalists partner to create content that supports strategic corporate goals while aligning with a publication’s scope of editorial coverage. As corporations are key influencers of and contributors to environmental communication, this trend has the potential to change environmental dialogue. In this article, we closely examine messages about food and sustainability, created in partnership by Chipotle Mexican Grill and the Huffington Post news site. We illustrate how use of a branded platform expanded the scope of environmental topics, issues, and frames that Chipotle addresses, how frames identified here connect to frames in coverage of science-related issues, as identified by other scholars, and discuss how branded platforms allow corporations to draw attention to polarizing environmental issues while protecting stakeholder relationships and brand reputation. 相似文献

Public private partnerships (PPPs) allow the Indian Government to leverage private capital for meeting the widening demand-supply gap in the provision of infrastructure services. The private sector, however, prefers to limit the participation to financially attractive projects only, thereby resulting in patterns of infrastructure creation impeding the progress towards sustainable development. In order to promote sustainable development, the PPP procurement process should focus on incentivising the private sector for sustainable infrastructure development rather than concentrating on ensuring financial sustainability only. This paper discusses the principles-based PPP-specific framework that has been developed to facilitate assessment of PPP projects' progress towards sustainable development. The framework development was based on a holistic approach to sustainability assessment and subsequently validated through questionnaire survey with key stakeholders in the Indian PPP programme. While public health and urban planning were closely linked in the past, today both domains are institutionally separate. In most cases, health intersects with spatial planning processes only through obligatory evaluations, such as environmental impact assessments, or restrictive environmental legislation. This institutionalisation of health criteria in most western countries has difficulty in dealing with recent environmental health challenges, leading to continual distrust and conflict between citizens and the government. This impasse has recently been discussed by academics who acknowledge the complexity of both city and health issues. It seems, however, that the full extent of the issue has not been covered yet, leading to recommendations and frameworks that are useful but fixed and retrospective. This paper moves beyond those fixed frameworks to develop a better understanding of the complexity of the current disconnect and explores ideas for a future planning approach, grounded on new ideas of co-evolutionary and adaptive planning. 相似文献

Shared, trusted, timely data are essential elements for the cooperation needed to optimize economic, ecologic, and public safety concerns related to water. The Open Water Data Initiative (OWDI) will provide a fully scalable platform that can support a wide variety of data from many diverse providers. Many of these will be larger, well‐established, and trusted agencies with a history of providing well‐documented, standardized, and archive‐ready products. However, some potential partners may be smaller, distributed, and relatively unknown or untested as data providers. The data these partners will provide are valuable and can be used to fill in many data gaps, but can also be variable in quality or supplied in nonstandardized formats. They may also reflect the smaller partners' variable budgets and missions, be intermittent, or of unknown provenance. A challenge for the OWDI will be to convey the quality and the contextual “fitness” of data from providers other than the most trusted brands. This article reviews past and current methods for documenting data quality. Three case studies are provided that describe processes and pathways for effective data‐sharing and publication initiatives. They also illustrate how partners may work together to find a metadata reporting threshold that encourages participation while maintaining high data integrity. And lastly, potential governance is proposed that may assist smaller partners with short‐ and long‐term participation in the OWDI. 相似文献

The use of molecular tools, principally qPCR, versus traditional culture-based methods for quantifying microbial parameters (e.g., Fecal Indicator Organisms) in bathing waters generates considerable ongoing debate at the science–policy interface. Advances in science have allowed the development and application of molecular biological methods for rapid (~2 h) quantification of microbial pollution in bathing and recreational waters. In contrast, culture-based methods can take between 18 and 96 h for sample processing. Thus, molecular tools offer an opportunity to provide a more meaningful statement of microbial risk to water-users by providing near-real-time information enabling potentially more informed decision-making with regard to water-based activities. However, complementary studies concerning the potential costs and benefits of adopting rapid methods as a regulatory tool are in short supply. We report on findings from an international Working Group that examined the breadth of social impacts, challenges, and research opportunities associated with the application of molecular tools to bathing water regulations. 相似文献

Green radicalism among local environmental officials in Sweden is examined with the aims of theoretically elaborating on different dimensions of Green radicalism in the context of public administration, exploring the dimensionality of Green radicalism among officials, and examining the extent to which Green radicalism is associated with policy influence. Three types of Green radicalism are identified: Green ethics, Green institutional change, and Green activism. Survey data (N = 701) show that the three theoretical dimensions are present among officials, and that there is no negative association between radicalism and influence. It is primarily officials with Green activism beliefs who perceive themselves as able to influence policy. These findings suggest a need for more nuanced understanding of and further studies into the role of public administration in the quest for more radical Green reforms. 相似文献

In the United States, few constituents know and understand climate policy, prioritize it as a political topic, or let their voting decisions depend on it. In these conditions, representatives would not be expected to pay heed to constituents’ climate concern in their voting decisions. Still, even after controlling for the presence of interest groups, campaign finance, and legislators’ party affiliation and ideology, there is a consistent link between public opinion and votes on cap-and-trade legislation in the House (and to a lesser degree in the Senate). The same is true when public opinion is simulated based on pre-vote district characteristics. Explanations for these findings are discussed. 相似文献
