China is the world's largest energy consumer, and coal accounts for a higher proportion of the country's total energy consumption, yet during its 12th five-year plan (2011–2015), the coal share among total energy consumption significantly decreased. Previous studies exploring energy performance typically used energy consumption as an input, but this lacks the analytical capacity for the structure of energy consumption. Thus, this study splits energy input into two different inputs, coal consumption and non-coal energy consumption, and based on their differences with other variables, uses the hybrid dynamic data envelopment analysis model to assess the energy performance of China's provincial industrial sector during the period 2011 to 2015. We then compare coal consumption's and non-coal consumption's rooms for improvement and conclude that provinces in eastern and central China should reduce the amount of coal consumption, thereby improving energy performance. Based on the data of urban land use obtained by remote sensing interpretation from aero images in 1986 and 2004, the spatial structure of Jinan is studied in this paper with the method of Geographic Information System (GIS). According to the proportion of land for residence, industry and commerce, the urban district can be distinguished into three rings. Compared with the traditional theory of the ring structure in Western coun- tries, they have many distinctive characteristics. The main func- tions of the inner ring include residence, business and banking, but the proportion of residential land (more than 50%) is considerably higher than that of the cities in Western countries. The land proportion for residence and industry in the intermediate ring is equal on the whole. The main land of the outside ring is for industrial use. From 1986 to 2004, great changes have taken place on the land proportion of different types of use. In the inner ring, the land for residential and industrial use has shrunk much while the land for commercial use has increased. In the intermediate ring, the changes of the three types of land use were not very much and the temporal variation was relatively stable. On the contrary, the structure in the outside ring varies acutely. Though most of it is also for industrial use, the proportion of residential land has in- creased much. The three rings can also be divided into several sectors respectively, according to the function of land use clusters. This paper addresses the issue of public engagement in environmental risk contexts through a rhetorical analysis of the key term “community” in a risk assessment of mining-caused soil contamination. Drawing on Burke's concept of terministic screens and method of cluster criticism, the analysis shows the divergent constitutions of “community” in the Sudbury Soils Study's official discourse and the citizen-activist rhetoric of the Community Committee on the Sudbury Soils Study. Tracing the verbal and visual clusters within each organization's articulation of “community” as place and people reveals how the official Study's technical-regulatory ideology of environmental risk and citizen participation is countered by the Community Committee's contestatory environmental justice ideology. These competing views of “community” are mutually constitutive in that the official Study's mainstream risk discourse establishes the terms for the Community Committee's reactive counter-discourse, thus limiting citizen participation mainly to questions of “downstream” impacts. Our rhetorical analysis of “community” suggests a generative method for understanding the complex power relations animating specific risk communication contexts as well as for potentially reinventing “community” in terms more conducive to meaningful citizen engagement. 相似文献
