The health impacts of tobacco consumption are well documented and have gained acceptance worldwide. A reduction in the legitimacy of top-down governance approaches has resulted in many government agencies using decentralised governance approaches, including localism. However, the effective implementation of localism is challenging. Localism aims to encourage innovative context-based solutions; however unanticipated implementation problems often constrain localism outcomes. There is a significant gap in our understanding of localism in practice, with a better understanding essential to improve localism design and implementation. This paper contributes to addressing this gap through an empirical examination of localism in action. Using the CLEAR framework, we evaluate the decentralised governance of environmental water in the Australian state of New South Wales, a contentious, uncertain and multi-level governance environment. Qualitative interviews with 58 Environmental Water Advisory Group members identified barriers to an effective localism approach, including issues of access and capacity development, transparency of decision-making outcomes and power inequities. This understanding enables the development of strategies for improved localism practice.  相似文献

为确保公众与化工园区之间的和谐相处,分析化工园区综合风险评价中公众参与的现状,提出公众参与实施中所应遵循的原则、方法和形式,采用社会问卷调查的形式,验证了这一工作的必要性。阐述化工园区综合风险评价中公众参与应分为三个阶段,即早期公众参与、中期公众参与及持续公众参与,针对不同时期的具体情况,指出基本的工作程序。在公众参与调查中建立评价因素集的体系框架,并采用熵权法分析评价各因素的权重,结合公众"幅值"评分,综合得出公众对于化工园区建设、规划、准入项目及正常生产时带来影响的意见和建议的倾向性。首次提出在化工园区综合风险评价中增加公众参与这一内容,有利于增加政府机构办事的透明度,同时也确保公众的利益得到足够的重视。  相似文献

Critics have long questioned the push for professionalised and performance‐driven accountability in the humanitarian sector, yet the matter is largely treated as a ‘back office’ issue of standards, guidelines, and processes. Scant attention is paid to the accountability demands experienced by early responders to disasters. Set in the contested climate of the emergency response to the earthquake in Nepal on 25 April 2015, and drawing on interviews with 15 early responders, this paper reveals three forms of accountability demands: (i) accountability as compliance; (ii) accountability as the object of government regulation; and (iii) accountability as public opposition and interrogation. Beyond the performance‐centric, non‐governmental organisation‐driven understanding of accountability, early responders to the earthquake experienced multidirectional accountability demands, not only from donors and beneficiaries, but also from the national government and wider public. Engaging with public criticism is a significant feature of early responders' responsibility that warrants further consideration by the humanitarian community.  相似文献

Climate change presents a complex environmental health and justice challenge for the field of urban planning. To date, the majority of research focuses on measuring local climate efforts and evaluating the general efficacy of adopted climate action plans (CAPs). Cumulatively, these studies argue that socio-economic and demographic variables (such as the fiscal health of cities, city size, and median household income) are important factors in implementing climate policies. Less studied are issues of environmental justice and the impacts of climate change on population health. Through interviews with urban planners and a document analysis of CAPs, this study assesses how California cities with high levels of pollution and social vulnerability address climate change and public health. The findings of this study show that CAPs in these cities rarely analyse whether greenhouse gas reduction strategies will also yield health co-benefits, such as a reduction in the co-pollutants of climate change (i.e. ozone, particulate matter, and nitrogen oxides). In many instances, the net co-benefits of health are not monetised, quantified, or even identified by local governments. In California's most impacted cities, climate planning activities and work on public health are happening in a parallel manner rather than through an integrated approach. The results suggest a need for increased opportunities for interagency coordination and staff training to conduct health analyses, free and easily accessible tools, methods for prioritising funding streams, and the development of partnerships with community-based organisations for linking climate planning with public health.  相似文献

生态系统服务价值损失评估是流域突发水污染事件生态损害定量、污染事故责任认定的重要依据.针对流域突发污染事件损失定量问题,基于生态系统服务价值理论,构建了包含不同主导服务偏好的生态系统服务价值损失指标评估方法,提出了受损服务识别、评估指标筛选、损失价值核算三步评估程序,并以浙江省某河段苯酚泄漏事件造成的流域生态系统服务损失为例进行实际测算,结合实例以1-9标度层次分析法(AHP)验证了该方法偏好系数计算方法的可靠性.结果表明,本方法与AHP法的水体生态系统服务损失评估额相对偏差为2.5%,单项指标损失额排序相同,并且在保证评估结果可靠性的前提下更具易操作性优势.  相似文献

"鸟巢"演唱会人员疏散CA-BP仿真研究   总被引:1,自引:0,他引:1  
针对现今大型活动中的人群踩踏事故频发问题,通过对"鸟巢"演唱会进行人流疏散仿真分析,研究紧急情况下人流疏散逃生规律及均衡疏散方法.通过设置人员速度、移动余值、出口逃生条件等因素扩展元胞自动机行人流模型,并借助Matlab语言实现可视化仿真模拟,以探究人流疏散逃生规律;引入疏散系数,并通过建立BP神经网络获取较优疏散系数,均衡各个出口所承担的疏散任务.结果表明,"鸟巢"演唱会在疏散过程中人群对通行出口的选择较为不合理,仿真疏散总时间长达455.5 s,与理想疏散曲线所得疏散总时间270.0s相比,存在40.7%的偏差,为减小此偏差引入出口疏散系数指导人群定向选择出口,通过仿真模拟得到的疏散总时间为312.0 s,减少约31.5%,出口选择不均衡现象被显著缓解.最后提出了针对疏散不平衡问题的相关措施.  相似文献

以天津市某化工厂液氨罐泄漏为背景,在氨泄漏后果分析的基础上,用ALOHA(有害大气区域定位)模拟软件对事故影响范围进行模拟,得到可能事故场景下的氨气扩散区域、闪火可燃区域和蒸气云爆炸超压影响区域,以及射火和BLEVE火球热辐射影响.结果表明,液氨爆炸和火灾事故中BLEVE事故造成的危害范围最大,其次是蒸气云、闪火,最后是射火.液氨泄漏扩散事故影响范围可达几千米,应针对不同伤害区域采取不同方式和不同程度的救援措施.  相似文献
