随着灾害的种类日益增多,频度不断提高,造成的损害也日益严重,灾害己经成为当今社会面临的最主要问题之一。根据多灾种灾害链的基本原理,综合考虑了我国城市在防灾减灾管理机制中存在的条块分割问题及预警信息系统建立问题,提出建立常设的、稳定的综合防灾减灾统一协调机构,健全预警机制,建立高效的信息系统,并针对哈尔滨水危机事件进行改进措施对策分析,以切实可行的技术方案为我国城市多灾种综合防灾预警机制提供一条有效的改进途径。  相似文献

ABSTRACT: A public attitude survey was developed by a citizen committee and mailed to all residences (14,747) in the planned, suburban community of Reston, Virginia, which is responsible for maintaining four small, recreational impoundments. Over 18 percent of survey forms were returned, and characteristics of the survey sample suggest that the suite of respondents was representative of the Reston community as a whole. Of those respondents indicating a preferred lake use, 48 percent chose walking or looking as most important; boating as second at 27 percent; and fishing was third, favored by only 8 percent. Citizens feel strongly (94 percent) that the lakes are valuable community assets. Appearance was the characteristic most valued by 62 percent of respondents, and 58 percent considered degradation of water quality either the first or second most important ecological issue affecting local lakes. These findings provide a decisive public mandate for lake management activities related to visual quality. In response to this survey, the Reston Association, a homeowners' organization responsible for the lakes, increased public access of visual enjoyment, intensified litter control, expanded activities in public education on lake management and ecology, and continued a long-term program of water quality monitoring.  相似文献

Devising policy instruments and interventions that can manage and mitigate the risks associated with microbial watercourse pollution is a significant concern of the contemporary environmental protection agenda. This paper reports on the work of a citizens' jury that sought to elicit reasoned public judgments about the nature and acceptability of these risks as they relate to the role of livestock farming, and what might constitute socially acceptable and sustainable pathways to their management. By exploring this issue through a logical and sequential process of risk characterisation, risk assessment and risk management, the paper reveals how citizens' juries can be used to contextualise and structure science-policy apprehensions of microbial watercourse pollution, and highlight where priorities for innovation and intervention might lie. Reactions and responses of participants to the jury process and its outputs, including issues of social and practical impact of the exercise, are also considered. The jury technique is argued to be useful in the way it cuts across disparate domains of responsibility and expertise for the governance of environmental risks, and therein challenges decision makers to think more broadly about the political, moral and economic framings of otherwise narrowly conceived science-policy problems.  相似文献

Public engagement is important to invasive species management, and recreational harvest programs are one way agencies seek to involve the public and raise awareness. We surveyed participants (n = 660) and non-participants (n = 77) in the 2013 Python ChallengeTM to understand whether this event achieved its primary goal of raising awareness of the ecological impact of Burmese pythons (Python molurus bivittatus) in south Florida. Respondents indicated a high level of ‘concern’ about the seriousness of the python problem and the need for management actions. Concern was affected positively by environmental motivations, experience of seeing pythons in the wild, older age, and female sex, but negatively by level of Python Challenge involvement. Results suggest that ‘proximate’ experience of not seeing a python may reduce concern, whereas ‘ongoing’ experience may temper concern without diminishing involvement. This research highlights the role of experience in shaping beliefs and advises diligence in public participation programs.  相似文献

This paper investigates where and how sustainable transport goals are translated into public transport planning and operations. The case where this is explored is the Regional Public Transport Authority (RPTA) in Stockholm, Sweden. By drawing upon recent discussions on policy translation and political–administrative relationships, sustainable transport is found to be translated in two different collaborative spaces in the RTPA. In the market side of the authority, which is mainly preoccupied with procurement of traffic and compliance issues, sustainable transport is translated into quantitative goals (including biofuels, emissions, noise, etc.) and mechanically reproduced from the politicians via the civil servants to the private operators. In the planning side of the authority, sustainability measurements have been hard to quantify and the challenge to integrate land-use and transport planning is resolved in an organic manner, in specific projects, between the strategic transport planners in the RPTA and the land-use planners in the municipalities, at a distance from the politicians’ involvement. Throughout the RPTA, sustainable transport has broadened to also include social sustainability, although this has been difficult to translate into quantitative measurements, which is the desired mode of governance by the politicians.  相似文献

Abstract: Declining reservoir storage has raised the specter of the first water shortage on the Lower Colorado River since the completion of Glen Canyon and Hoover Dams. This focusing event spurred modeling efforts to frame alternatives for managing the reservoir system during prolonged droughts. This paper addresses the management challenges that arise when using modeling tools to manage water scarcity under variable hydroclimatology, shifting use patterns, and institutional complexity. Assumptions specified in modeling simulations are an integral feature of public processes. The policymaking and management implications of assumptions are examined by analyzing four interacting sources of physical and institutional uncertainty: inflow (runoff), depletion (water use), operating rules, and initial reservoir conditions. A review of planning documents and model reports generated during two recent processes to plan for surplus and shortage in the Colorado River demonstrates that modeling tools become useful to stakeholders by clarifying the impacts of modeling assumptions at several temporal and spatial scales. A high reservoir storage‐to‐runoff ratio elevates the importance of assumptions regarding initial reservoir conditions over the three‐year outlook used to assess the likelihood of reaching surplus and shortage triggers. An ensemble of initial condition predictions can provide more robust initial conditions estimates. This paper concludes that water managers require model outputs that encompass a full range of future potential outcomes, including best and worst cases. Further research into methods of representing and communicating about hydrologic and institutional uncertainty in model outputs will help water managers and other stakeholders to assess tradeoffs when planning for water supply variability.  相似文献

基于水库旱限水位动态控制的供水策略研究   总被引:2,自引:0,他引:2  
为了克服现行水库旱限水位确定方法和功能定位上存在的不足,更好地为水库抗旱调度提供技术支持,通过结合供水系统水文干旱识别方法,用汛末蓄水量、干旱期设计来水量及供水规则计算干旱预警期。并根据实际来水逐月修改来水系列,对当年潜在干旱期和干旱预警期进行再计算,实现旱限水位的动态控制,由此提出了用“预警期/旱限水位”数对的形式(Td,DL)来表示的旱限水位动态控制方法。将旱限水位与限制供水策略相关联,用水库旱限水位作为触发水库限制供水的特征水位。并以水库累计缺水指数最小为目标,以限制供水系数为优化变量,建立水库进入干旱预警后的供水模拟-优化模型。以天津市于桥水库为实例研究,结果表明,旱限水位动态控制方法对水库干旱的预警不仅更加合理,且具有较好的可操作性;旱限水位与限制供水策略相关联,避免了潜在干旱期内水库出现程度更加严重的缺水,对不同蓄水条件下的限制供水系数进行分析,发现限制供水系数最优值一般取在0.5~0.75。  相似文献
