经实地调查发现,农村森林防火工作中存在"不管、不扑、不报、不查、不恢复"五个现象,其原因主要在于农村森林防火存在"五缺",即缺人管、缺钱管、缺健全的法制、缺责任制的真实约束和缺激励机制,缺先进扑火设备.由此笔者认为农村森林防火亟待"十改",即,改"五长负责制"为"各级党政一把手负责制"、改"防盗为主"为"防火为主"、改"入海战术"为"精兵上阵"、改"死拼硬打"为"确保生命安全为前提的灵活战术"等等.  相似文献

A decade ago, scholars such as Michael Woods suggested that mobilisation in response to development in rural spaces was the result of a redefinition of relations between individuals, communities and the State. This remains true with the rural representing a contested site characterised by debates concerning food and fibre, water and energy security. With the recent deployment of new energy technologies in areas traditionally used for agricultural production, increased confrontation and resistance over land use has forged unlikely alliances between farmers, environmentalists and concerned others, ultimately leading to the rise of a new form of rural citizenship. In the Australian state of New South Wales (NSW) where resistance to burgeoning coal seam gas operations has become the customary response of many rural communities, environmentalists and concerned others are mobilising in support of farmers, who self-identify as modern-day stewards and are actively working to protect a resource hierarchy of water, land and soil against industries believed to be putting these at risk. Adopting a qualitative case-study approach, this paper examines how residents and supporters in the regional Shire of Narrabri in NSW have responded to what many see as competing land uses. We argue that values traditionally associated with stewardship and rurality are being revalorised by citizens to actively oppose the visions of the State, which seek to prioritise extractive development over other alternate futures. We contend that this rise in rural relations represents a significant shift in the notion of citizens as “inhabitants” and presents a new and enduring form of agency.  相似文献

A recent discussion debates the extent of human in‐migration around protected areas (PAs) in the tropics. One proposed argument is that rural migrants move to bordering areas to access conservation outreach benefits. A counter proposal maintains that PAs have largely negative effects on local populations and that outreach initiatives even if successful present insufficient benefits to drive in‐migration. Using data from Tanzania, we examined merits of statistical tests and spatial methods used previously to evaluate migration near PAs and applied hierarchical modeling with appropriate controls for demographic and geographic factors to advance the debate. Areas bordering national parks in Tanzania did not have elevated rates of in‐migration. Low baseline population density and high vegetation productivity with low interannual variation rather than conservation outreach explained observed migration patterns. More generally we argue that to produce results of conservation policy significance, analyses must be conducted at appropriate scales, and we caution against use of demographic data without appropriate controls when drawing conclusions about migration dynamics. After the devastating earthquake of 8 October 2005 in Kashmir, international organizations provided the Pakistani government with relief and reconstruction assistance. Under the oft‐cited motto ‘rebuild better’, many of these efforts targeted the rural areas. The emergency period was followed by a development phase, during which all actors sought to ensure that their reconstruction projects would have long‐term, sustainable impacts. Based on the authors’ experience during that phase, this paper offers specific guidelines for rehabilitation work on Kashmir's rural water supply system, stressing the need for analysis of the social context to guarantee sustainability of the completed projects.  相似文献

ABSTRACT

Rural communities worldwide face a decrease of critical ecosystem services caused by replacement of native forests by commercial plantations. Replacement of native forest by commercial plantations decreases water provisioning, with possible negative impacts over well-being. We tested this hypothesis in Central Chile. We assessed subjective well-being (SWB) and local perceptions of changes in forest cover and water provision among 78 rural families. We also assessed if the Shifting Baseline Syndrome (SBS) affects the perceptions of environmental changes and their implications in SWB. Individuals perceived less forest cover than 20 years ago, and this is seen as a factor of decreased livelihood, availability of forest products, and water provisioning for households. People also reported less water available than 20 years ago. The main drivers associated with decreased water provision were the establishment of pine plantations (44% of individuals) and drought (44%). A better-off SWB was associated with perception of lower rate of deforestation. The perceptions of forest degradation and its association to SWB are affected by SBS. Paradoxically, a better-off SWB was also associated with an improvement of water quality, although the quantity and quality of water have decreased according to biophysical data, which ought to decrease the SWB. Impacts of environmental degradation in SWB are masked by factors such as more infrastructure for drinking water, assisted by governments. This masking of environmental degradation reduces the opportunity to avoid negative impacts over well-being among rural communities that are dependent on assistance around the world.  相似文献
