ABSTRACT This paper summarizes a study employing a systems approach for analyzing one class of modifications within a poultry processing plant. The modifications considered were changes in water-flow arrangements and process characteristics to reduce water intake of the plant and waste-treatment costs. The object of the study was to develop a technique or techniques by which a combination of proposed modifications could be chosen to minimize water flow through the plant. Existing and proposed flows were represented as a network, and linear programming was used to solve the minimum-flow problem for the network. Application of the technique was made to an existing, typical plant in Durham, N.C. Results of the application showed fresh water intake could be reduced by 45% to 51%, and furthermore that annual returns of 62% to 494% could be obtained on investment in the optimum modification sets, as fresh water costs varying from 10 cents to $1.00 per 1000 gal. The experience of the International Expert Panel on Environment for the Xiaolangdi dam/reservoir project in China (XEP) showed that the Panel meetings resulted in a marked improvement in project environmental performance by all parties participating in project implementation, with no parties exempt from the Panel's evaluations. Unfortunately the Loan Agreement authorizes use of the Panel only through the project stages of final design and construction, hence the 12th Panel meeting, which matched project construction completion, ended this series. The Panel has recommended that some meetings of the Panel be held during the project's operations stage in order to maintain continuing attention to environmental needs. The XEP experience showed that the XEP, in addition to monitoring project environmental performance, was very valuable for (i) training of Chinese staff involved in project implementation, and (ii) serving in the role as expert consultant for guiding the work of the Chinese participants. The XEP experience also showed the need for making a clear separation between evaluation, the overall resettlement program per se, and the environmental effects of the program. The Panel recommended that the Ministry of Water Resources and World Bank cooperate in sponsoring a book on The Environmental History of the Xiaolangdi Project, including both dam construction as well as resettlement problems, which would serve as a very valuable reference for guiding environmental planning for future dam projects in China (Ludwig, H.F. 1994–2000). 相似文献

Based on empirical evidence from developed, transition and developing countries, the article looks at how the introduction of private operators’ interests into the water supply/sanitation and energy sectors may conflict with public interests in socio‐economic, environmental and political dimensions. Case studies are used to illustrate the dynamics of these interactions, covering phenomena such as unsolicited proposals, misrepresentation and corruption; the exploitation of established positions by taking advantage of asymmetry of information and negotiating capacity in relation to public authorities; and exit from contracts or concessions when acceptable profitability cannot be attained. This experience indicates that the introduction of private companies into these sectors creates the permanent possibility of conflict between private and public interests. The services are too vital both socially and economically to rely on corporate self‐regulation, and countries lack effective capacity to regulate such corporations. The authors conclude that policies relying on corporate activity in these sectors are unnecessarily risky, and that policy development should focus on building strong public sector institutions to provide these services. 相似文献

The flush toilet is an illogical form of sanitation from the point of view of water conservation, nutrient recovery and water pollution. Places such as London, with one of the oldest flushing toilet and sewer systems in the world, bears witness to the limits of its universal applicability through dwindling freshwater resources and polluted waterways. It is therefore important to develop new forms of sanitation infrastructure. An actor–network theory coevolution framework is used to explore and gain insights into the coevolution pathways for new types and paradigms of sanitation in London, where waterborne sanitation is currently prevalent. This approach shows that while flushing toilets are currently stable network configurations, there are coevolution pathways that would shift the system towards dry sanitation. The quantity of freshwater resources available for toilet flushing was the main actant cited for the development of these coevolution pathways. 相似文献

Recent studies on urban governance have advanced our understanding of how governance could become inclusive through community-based participation in urban development. However, a concrete process by which participatory public service provision in informal settlements consolidates inclusive governance has not been sufficiently evident in the context of the dynamic urban development witnessed in Africa. Drawing on a case study of the informal sanitation infrastructure known as a bio-centre, which has been introduced by a participatory upgrading programme in Nairobi, Kenya, this article proposes to pay attention to ways that informal settlers experience infrastructure, embed it into their everyday context of place-making and use it in unplanned manners. Inclusive governance that is effective in providing public services in informal settlements requires every development actor to be engaged in deliberating how to deal with such unplanned outcomes and eventually to co-produce services. This article argues that, rather than participation, communities’ capacity to enrol the state actors in the space of deliberation is crucial to make governance genuinely inclusive. 相似文献

On-site sanitation is increasingly adopted in urban cities in India. The adoption of On-site sanitation system puts the groundwater
resources in the vicinity of the system at a greater risk. Microbial contaminants as well as chemical contaminants like Chloride
and Nitrate are generated from human waste. These contaminants travel through the medium and ultimately get in contact with
the groundwater. Hence, the groundwater sources are vulnerable to nitrate contamination near the On-site sanitation systems.
The present study indicates significant Nitrate and Chloride contamination in samples collected close to On-site sanitation
systems. The recommended limit set by the Bureau of Indian standards (BIS) limit of 45 mg/l for Nitrate concentration is also
exceeded in few samples. The study indicates that Bacterial as well as Nitrate contamination is more in Monsoon as compared

Application of strategies for sanitation management in wastewater treatment plants in order to control/reduce greenhouse gas emissions 总被引:1,自引:1,他引:0
Greenhouse gases (GHG), basically methane (CH(4)), carbon dioxide (CO(2)) and nitrous oxide (N(2)O), occur at atmospheric concentrations of ppbv to ppmv under natural conditions. GHG have long mean lifetimes and are an important factor for the mean temperature of the Earth. However, increasing anthropogenic emissions could produce a scenario of progressive and cumulative effects over time, causing a potential "global climate change". Biological degradation of the organic matter present in wastewater is considered one of the anthropogenic sources of GHG. In this study, GHG emissions for the period 1990-2027 were estimated considering the sanitation process and the official domestic wastewater treatment startup schedule approved for the Metropolitan Region (MR) of Santiago, Chile. The methodology considers selected models proposed by the Intergovernmental Panel on Climate Change (IPCC) and some others published by different authors; these were modified according to national conditions and different sanitation and temporal scenarios. For the end of the modeled period (2027), results show emissions of about 65Tg CO(2) equiv./year (as global warming potential), which represent around 50% of national emissions. These values could be reduced if certain sanitation management strategies were introduced in the environmental management by the sanitation company in charge of wastewater treatment. 相似文献

Sustainable sanitation is an approach for more ecological and sustainable water resources management. In this paper, we proposed one of the new integrated waste treatment systems: an "sustainable sanitation system" that includes separation of the black water from water system by a non-flushing toilet (bio-toilet), and a gray water treatment based on a biological and ecological concept. Sustainable sanitation system also converts the domestic waste to soil conditioners and fertilizers, for farmland use. As one of the case studies, Environmentally Symbiotic Housing in which people actually live using the bio-toilet for the black water treatment and the household wastewater treatment facility for the gray water was introduced. The availability of this system was investigated by analyzing the sawdust used in the bio-toilet and the quality of the effluent in the household wastewater treatment facility. As the result, the water content of the sawdust did not exceed 60% in any of the sampling points and the BOD and COD of the effluent of the household wastewater treatment facility were below 10 and 20 mg/L respectively, due to the low loading. Compared to the pollution load on the water environment created by the conventional system, it was found that the effluent of the house has a lower load than the tertiary treatment and the volume of the water consumption is 75% of the conventional system. 相似文献
