The literature on civic environmentalism suggests that the environmental decision-making process must be perceived by citizens to be inclusive, transparent, and legitimate in order to avoid conflict and encourage stakeholder collaboration. We suggest that studies of environmental decision-making must apply this framework to three key variables: agenda setting, conflicts of interest, and politicised institutions, which impact the potential for citizen collaboration at the local level. Using content analysis of newspaper articles, participant observations, and informal field interviews, we evaluate a case study of citizen opposition to a power plant air permit. We demonstrate how citizen perceptions of agenda setting by local officials, conflicts of interest, and the inability of citizens to affect final decisions after winning in multiple legal and administrative venues, creates conflict by not embodying these civic environmentalist principles. We conclude with policy suggestions for creating a less conflict-riddled process.  相似文献

The policy intervention to enforce property rights and control deforestation frontiers is often undermined in the Brazilian Amazon, and this intervention problem is considered to be stemming from weak frontier governance. However, little has been understood how this governance can be strengthened in the context of social change. Drawing on a literature review of the Amazon development and sociological studies of space, this article argues that frontier governance is characterised by the co-generation of two territorial processes: the official settlement implementation (physical spacing) and the spontaneous settlers' shaping of the vernacular community (production of place). The co-generation process opens new deliberative space where both state and non-state actors claim authority over the intervention. Therefore, strengthening frontier governance involves empowering this emerging authority to be able to promote public engagement with sustainable development on the frontier. The article uses the regional history and ethnographic material collected in the southeast of Pará to illustrate the discussion.  相似文献

Much has been written about social norms in disciplines such as law and economics but they are less studied in the field of Natural Resource Management (NRM). Although norms are acknowledged to be an influence on decision–making, they are difficult to identify and measure in the field and their role is often implicit or not well understood or articulated. This paper addresses an important knowledge gap by combining social norms theory with the specifics of a particular case study. We examined the influence of social norms on landholder behaviour in a small rural community undergoing demographic change in Australia. Findings from interviews with landholders and government agency personnel indicate that established norms within the farming community are influencing incoming landholders; and that new norms and practices have also emerged as a result of government investment through the local Landcare group. We suggest that a better understanding of social norms in different contexts will give rise to strategies that make NRM interventions more effective.  相似文献

In order to investigate the effects of branch tunnels on explosion propagation, experiments were performed in five different configuration tunnels (straight configuration and configurations with 1 branch, 2 branches, 3 branches and 4 branches). Pressure and flame transducers were used to record the history of the pressure development and track the velocity of the flame front. It was shown that the branch tunnels had ability to enhance the maximum overpressure, rate of overpressure rise, and deflagration index (KG) of the gasoline–air mixture explosion due to the turbulence induced by the branch tunnels. The overpressure rise rate and KG of the explosion increased as a function of the number of branch tunnels. Experiments also showed that the maximum flame speed increased as the branch number increasing from 0 to 3 due to the enlargement of turbulence induced by the branch tunnels. However, an increase of branch number did not always lead to an enhancement of flame speed because the heat loss was intensified resulting from the increase of flame surface caused by the branch tunnels. When the number of branch tunnels exceeded 3, the maximum flame speed dropped.  相似文献

Team working is the basic way of working in the control rooms of hazardous technologies and therefore its quality is a safety-relevant issue. In addition to the technological competence it is also crucial for the crews to have the necessary communicational skills. During simulator training these skills can only be improved if the simulator use is embedded in an appropriate setting. To support this skill acquisition a computer-supported methodology called COSMOS (COmputer Supported Method for Operators’ Self-assessment) has been developed. With its help more effective communication and more complete shared mental models can be fostered. The finite difference time domain method (FDTD) is frequently used for the numerical solution of a wide variety of electromagnetic (EM) problems and, among them, those concerning human exposure to EM fields. In many practical cases related to the assessment of occupational EM exposure, large simulation domains are modeled and high space resolution adopted, so that strong memory and central processing unit power requirements have to be satisfied. To better afford the computational effort, the use of parallel computing is a winning approach; alternatively, subgridding techniques are often implemented. However, the simultaneous use of subgridding schemes and parallel algorithms is very new. In this paper, an easy-to-implement and highly-efficient parallel graded-mesh (GM) FDTD scheme is proposed and applied to human–antenna interaction problems, demonstrating its appropriateness in dealing with complex occupational tasks and showing its capability to guarantee the advantages of a traditional subgridding technique without affecting the parallel FDTD performance.  相似文献

In vehicle–pedestrian collisions, lower extremities of pedestrians are frequently injured by vehicle front structures. In this study, a finite element (FE) model of THUMS (total human model for safety) was modified in order to assess injuries to a pedestrian lower extremity. Dynamic impact responses of the knee joint of the FE model were validated on the basis of data from the literature. Since in real-world accidents, the vehicle bumper can impact the lower extremities in various situations, the relations between lower extremity injury risk and impact conditions, such as between impact location, angle, and impactor stiffness, were analyzed. The FE simulation demonstrated that the motion of the lower extremity may be classified into a contact effect of the impactor and an inertia effect from a thigh or leg. In the contact phase, the stress of the bone is high in the area contacted by the impactor, which can cause fracture. Thus, in this phase the impactor stiffness affects the fracture risk of bone. In the inertia phase, the behavior of the lower extremity depends on the impact locations and angles, and the knee ligament forces become high according to the lower extremity behavior. The force of the collateral ligament is high compared with other knee ligaments, due to knee valgus motions in vehicle-pedestrian collisions.  相似文献
