ABSTRACT Whether the goal is minimizing water quality degradation in receiving streams or maximizing agricultural production on existing croplands; the solutions are identical - improved water management practices. Technology has succeeded in developing feasible solutions to improving irrigation water management, but the law has been slow to encourage or direct implementation. The villain of the western United States water problem is the property right concept of the appropriation doctrine. Improving water management also implies organizational improvements. Also, the so-called “human factor” involves questions of inefficiency and ineffectiveness, that when examined under the criteria of efficacy, may dictate a policy of continuing present practices in certain localities or regions with little technological intervention. The present effort for improving water quality management implies, therefore, a manyfold attack aimed at increasing project irrigation efficiency and effectiveness, under the larger rubric of efficacy and the achievement of larger social goals.  相似文献

Water resources management in the urban areas of the United States to be effective must include dimensions far beyond water supply and sewerage. This paper concerns itself with those problem areas of water resource management outside of potable water supply and sanitary sewers. These areas include flood plain management, greenways and blueways, storm water, vistas of waterways, and other attributes of living in or near a water-related environment. The perceptions and attitudes of the concerned public and community power structure must be known in order to manage the water environment effectively. Methods of measuring these perceptions and attitudes are described and ways in which the resulting citizen-resource can be tapped and used as a management device are explored.  相似文献

Fishery management concepts incorporate a number of value judgements about what social goals are right for a fishery. These value judgements result in optimizing some goals over others. Since the public, fishermen, and consumers weight goals differently than managers, frustration and conflict result. ABSTRACT The American Indian occupies a unique place in the federal system of government There are indications that this relationship will continue and that Indian reservations are at the threshold of economic development. As this occurs, the nature and extent of Indian water rights becomes more important to Indian and non-Indian alike. The determination of these rights is a matter of more than judicial decisions. To a large degree the determination of these rights will rest in the non-judicial arena and will be influenced by the perceptions of those rights held by Indians and water allocation officials, both state and federal. If the perceptions of these political actors are not congruent, then political conflict will occur as the rights become more important. To depend solely upon the judicial system to resolve these conflicts entails risks and costs to both Indians and to allocating officials. Indians are taking seriously the federal policy of Indian self-determination, and water allocation officials run decided risks in failure to realize this. An alternative suggested is to include Indians as consulting parties when decisions are being made that affect Indian interests.  相似文献

ABSTRACT The growing social consciousness and concern with human well-being has resulted in numerous water resource use and control programs, the results of which must be measured not in the customary monetary terms, but rather in terms of social and human welfare. Interdisciplinary research offers the greatest promise of yielding fruitful results in establishing planning methodology that would result in a maximum utilization of funds available for water resource programs. Working with the various social science disciplines, accountants have begun research in social measurement thus opening the door to a new field of accountancy known as socio-economic accounting. The development of social accounting systems will improve water resource management by projecting heretofore unmeasureable social values into the management decision making process.  相似文献

Decisions to develop water resources systems so far have been primarily taken on the basis of engineering and economic feasibilities. Very rarely, if ever, sociological feasibility has been considered, except in a very broad sense. Planning is for the people, and it should improve the quality of life. Hence, it is argued that water resources decisions ought to be primarily social ones, and that the success or failure of any resource development should not only be judged by its techno-economic excellence but also by its impact on people. Water resources planning process is discussed, and the difficulties associated with the evaluation of sociological feasibility of projects are enumerated. The social consequences of water development projects are traced through planning, construction, operation and management impacts. Finally, it is suggested that the foremost factor in the success of any water management program is the public understanding and acceptance of that program.  相似文献

ABSTRACT

Contemporary smart cities have largely mirrored the sustainable development agenda by embracing an ecological modernisation approach to urban development. There is a strong focus on stimulating economic activity and environmental protection with little emphasis on social equity and the human experience. The health and well-being agenda has potential to shift the focus of smart cities to centre on social aims. Through the systematic and widespread application of technologies such as wearable health monitors, the creation of open data platforms for health parameters, and the development of virtual communication between patients and health professionals, the smart city can serve as a means to improve the lives of urban residents. In this article, we present a case study of smart health in Kashiwanoha Smart City in Japan. We explore how the pursuit of greater health and well-being has stretched smart city activities beyond technological innovation to directly impact resident lifestyles and become more socially relevant. Smart health strategies examined include a combination of experiments in monitoring and visualisation, education through information provision, and enticement for behavioural change. Findings suggest that smart cities have great potential to be designed and executed to tackle social problems and realise more sustainable, equitable and liveable cities.  相似文献

ABSTRACT: The solution of a water resource allocation problem by an alternative social arrangement is presented. Classical Austrian economic theory and the “new resources economics” provide both theoretical and practical evidence to support the development of well-defined, private property rights to the water resource in question. A conflict analysis demonstrates that management of the Manayunk Canal by a firm would reconcile existing confrontations through compromise use of the water resource. Benefit and cost calculations show that a compromise among industrial and recreational interests, currently competing in the political arena, would increase social benefits.  相似文献

Valuation ultimately refers to the contribution of an item to meeting a specific goal or objective. Conventional economic valuation is based on the goal of allocative efficiency. But other social goals may be equally, if not more, important. For example, the goals of social fairness and ecological sustainability have been identified as being at least of the samelevel of importance as allocative efficiency. This paper looks atthe role of social goals in determining the basis for valuation ofnatural capital and ecosystem services, and sketches the characteristics of a system of valuation that would give equal weight to all three of the major social goals mentioned above. It also places these goals within a more comprehensive conceptualmodel of the economy and its relationship to the ecological lifesupport system in which it is embedded.  相似文献
