ABSTRACT: While federal water resources laws and regulations require social analysis, no one workable formula exists for integrating it into water resources planning. Two primary problems in integrating social analysis into planning are examined; making trade-offs between policy acceptability and theoretical competence, and managing social analysis in planning. For illustration, the article builds on emerging trends within the U.S. Army Corps of Engineers. It concludes by observing that creative application of social theory to policy problems along with innovative data gathering techniques are the primary routes to managing these problems. 相似文献

ABSTRACT: The purpose of this paper is to examine the correlates of attitudes toward alternative uses which could have been made of public resources employed to construct a multipurpose reservoir. A sample of 303 adult residents of a rural community impacted by lake construction was asked to evaluate several alternative development options which could have been implemented in lieu of the lake project. The alternative options evaluated were: rural industrialization, keeping land in agriculture and forests, improving public services, building a state or national park, drilling water wells for urban water supply, aid to small business, helping poor people, building several smaller impoundments, and private recreation development. The findings revealed the local people preferred the lake project to every option except keeping the land in agriculture and forest. Even this option was not strongly supported when compared with the lake project. Socio-demographic, attitude, and cost assessment factors were investigated using a “vested interest” perspective for hypotheses development. These findings demonstrated that costs and benefits were relatively good predictors of attitudes toward alternative development options and were supportive of the theoretical perspective advanced in this paper. 相似文献

ABSTRACT: The psychosocial impact of a large water impoundment project upon members of a small farming community located within central Ohio was evaluated using a study-restudy research design. Attitudes toward selected community variables were examined during the initial stages of land acquisition and reevaluated four years later at the completion of the project. The findings revealed that fragmentation of the “social fabric” of the community did not occur. Several statistically significant differences were observed between the two data sets but the findings indicated that community residents held more positive attitudes toward their community following the development action than at the beginning of the project. 相似文献

ABSTRACTThis paper analyses how social sustainability is implemented in private-led regeneration processes and which understanding of the “social” foregrounds the implementation of sustainability in Montreal. The case studies are two new residential projects led by the private sector participating in the transformation of the Southwest Borough in Montreal. The analysis is based on six components used to evaluate the operationalisation of social sustainability for new residential projects as well on the analysis of opportunities to negotiate the “social” in the implementation of sustainability. The two case studies, Griffintown and the Bassins-du-Nouveau Havre projects are examples of brownfield regeneration in a former industrial area along the Lachine Canal known as the South West Borough. We have used semi-structured interviews with the stakeholders as the main source for data collection, a review of press articles and an analysis of the principal planning documents related to each project. If the second example is more convincing in regards to the operationalisation of social sustainability, there is a lack of incentives for developers to integrate social sustainability principles in their development in the Montreal context. Planning instruments should impose more constraints on developers and municipalities should have more financial resources to negotiate with developers what the “social” should be. 相似文献

/ The case of "Environment and Development" at Leiden University, the Netherlands, offers an example of developing a new environmental science curriculum in a conservative, disciplines-oriented university context. The core of this history is the long-term struggle of environmental science to evolve from the level of doing applied interdisciplinary studies and establish itself as a distinct body of knowledge with its own theory level, i.e., a discipline of its own. The struggle itself as well as its final outcome, a "bidisciplinary" curriculum in which both environmental science and one social science are expressed as disciplines (hence not environmental science as a mere "field of application") may be of value in other "classical" universities, too. ABSTRACT Water resources planning has emphasized the consideration of alternatives in the formulation of goals and objectives. With greater availability of data and projection models, optimization of plans is now much nearer to accomplishment. In contrast to these favorable aspects of planning, increased complexity of plans and large number of alternatives serving differing sets of goals have extended the time horizons from initial plan formulation to eventual implementation. In this paper a man-machine strategy is proposed to reduce the time required for decision making and conflict resolution. A panel of representatives of the decision makers, influentials and publics involved are selected and brought through a series of dynamic planning steps that simulate real time decision making. Computer interaction graphics is used to visualize the decision making process and to illustrate where and why conflict arises. A mechanism for resolution of conflict and retention of consistency in policy formulation using a cognograph is described. 相似文献

A small part of the scientific community is seeking hard to enhance the contribution of science, knowledge and capacity building to environmentally sustainable and socially fair human development around the world. Many researchers over the globe share the same commitment – anchored in concerns for the human condition. They believe that science and research can and have influenced sustainability. Therefore their main goals are to seek and build up knowledge, know-how and capacity that might help to feed, nurture, house, educate and employ the world's growing human population while conserving its basic life support systems and biodiversity. They undertake projects, that are essentially integrative, and they try to connect the natural, social and engineering sciences, environment and development of communities, multiple stakeholders, geographic and temporal scales. More generally, scientists engaged in sustainable development are bridging the worlds of knowledge and action. This pro-active, heavily ethics- and wisdom-based "science for sustainability" can be seen as the conclusion of all dialogues and discussions amongst scientists at the World Summit on Sustainable Development (WSSD) 2002 in Johannesburg. The "Plan of Implementation" after WSSD will be based on political will, practical steps and partnerships with time-bound actions. Several "means of implementation" are going to be proofed and initiated: finance, trade, transfer of environmentally sound technology, and, last but not least, science and capacity building.Some characteristics of working scientific sustainability initiatives are that they are regional, place-based and solution-oriented. They are focusing at intermediate scales where multiple stresses intersect, where complexity is manageable, where integration is possible, where innovation happens, and where significant transitions toward sustainability can start bottom-up. And they have a fundamental character, addressing the unity of the nature – society system, asking how that interactive system is evolving and how it can be consciously, if imperfectly, steered through the reflective mobilization and application of appropriate knowledge and know-how. The aims of such sustainability-building initiatives conducted by researchers are: first to make significant progress toward expanding and deepening the research agenda of science and knowledge-building for sustainability; secondly to strengthen the infrastructure and capacity for conducting and applying science, research and technology for sustainability – everywhere in the world where it is needed; and thirdly, to connect science, policy and decision-making more effectively in pursuit of a faster transition towards real sustainable development. The overall characteristic is, that sustainability initiatives are mainly open-ended networks and dialogues for the better future. A world society that tries to turn towards sustainable development has to work hard to refine their clumsy technologies, in "earthing" their responsibility to all creatures and resources, in establishing democratic systems in peace and by heeding human rights, in building up global solidarity through all mankind and in commit themselves to a better life for the next generations. 相似文献
