This paper examines a city and a natural disaster, specifically New Orleans, Louisiana, after Hurricane Katrina of August 2005. Recovery here is ongoing and the process of return is incomplete, with long‐term dislocation to other cities in the United States, such as Houston, Texas. The question arises as to how planning and stratification influence evacuation and return/dislocation and how they result in a particular practice of adaptation. This interrelated process is conceptually integrated and termed ‘schismo‐urbanism’ and is analysed within a multidimensional theoretical framework to evaluate aspects of urban sociology and natural disasters. Empirical research is based on a quantitative and qualitative mixed‐method case study. Data were collected during two rounds of field research in New Orleans and Houston in 2007 and 2009. As a comparative socio‐spatial study of affected and receptor communities, it makes a novel theoretical and methodological contribution to research on urban disasters in the context of continuing and rapid social change, and is targeted at disaster researchers, planning theorists and practitioners, and urbanists.  相似文献

Understanding how governments orchestrate public engagement in energy infrastructure decisions has important implications for the relationship between energy transitions, democracy and justice, but existing research is deficient in focusing mainly on single case studies. In response, we conduct a multi-sectoral, comparative analysis for the first time to assess how UK governments have engaged publics, applying a novel mapping methodology that is systematic, longitudinal and cross-technology. Moreover, our focus embraces mechanisms of consultation and support measures (e.g. community benefits) and seeks to explain patterns of change using a pragmatist sociology framework. Findings indicate trends towards a reduced scope for public engagement alongside expanded encouragement of community benefits, but also important sectoral differences. On-shore wind moved towards giving local decision-makers significant control over decisions. Gas-fired power stations experienced continuity, with central government controlling consents and limited interest in community benefits. Fracking facilities received intense promotion of community benefits, alongside incremental moves to restrict local decision-making. We argue that the patterns observed reflect government beliefs about the scope for depoliticisation in concrete situations, in which the conjunction of technologies, sites and publics affects how and whether arrangements for public engagement change. These results raise challenges for how researchers seek to connect energy transitions and democracy.  相似文献

This paper integrates tourism, economic growth, and environmental issues in a multivariate format. Unlike recent research on this topic, a panel data of selected sample nations of sub-Saharan Africa is adopted by using cointegration and panel regression models. The current research discovers both long-run equilibrium and short-run dynamics between economic growth, tourism, energy use, and carbon emissions in sub-Saharan Africa. Furthermore, tourism and energy use show a highly significant direct impact on economic growth. In addition, tourism, energy use, and economic growth yield a highly significant positive effect on carbon emissions. Dissecting the region into oil producers and non-oil producers further suggests that the economic growth of sub-Saharan Africa has been accomplished by strong growth in tourism and energy use. However, there is highly significant evidence that in oil producing countries, CO2 emissions are directly affected by energy use and economic growth and not by tourism. For non-oil producing countries, tourism and energy use but not economic growth incur a highly significant positive impact on carbon emissions.  相似文献

Chile has a long‐standing history of natural disasters and, in particular, earthquakes. The latest big earthquake hit Chile on 27 February 2010 with a magnitude of 8.8 on the Richter scale. As an event that had a profound impact on significant portions of the population, the earthquake could theoretically have served to build trust by promoting new trust networks through the enhancement of distant family ties and the interaction between affected neighbours. This study offers an empirical analysis of this theory in the Chilean case. It finds that if initial social capital is very low (thus allowing for post‐disaster looting and violence), then the impact of the trust‐increasing effect is smaller. It also shows that the effect of the disaster was not transitory, but that it persisted and actually increased over time.  相似文献

Since the Earth Summit in Rio, declining biodiversity has become a subject of general concern for many countries. To counter these negative trends, government nature policies in Europe at least are now thought out primarily in terms of networks. They concern new areas outside nature reserves, new players and new management strategies. Consequently, these policies should themselves become the subject of new public debate. Our study concerns the analysis of the forms used to collect the data required to set up the European Union's Natura 2000 network and maps drawn as part of the Council of Europe's Pan-European Ecological Network strategy. The aim of this article, which takes the perspective developed by the sociology of science, will be to show how the forms and maps used in these new nature policies produce knowledge that precedes policy discussions to search for the best possible socio-political compromises. In other words, the knowledge that is collected in and by means of these documents, forms and maps offers a cognitive way of ‘framing’ the subsequent public debates. DOI: 10.1111/j.1752‐1688.2011.00599.x Abstract: Watershed management through collaborative groups has become important throughout the United States over the past two decades. Although several studies of Oregon and Washington watershed groups exist, a definitive regional analysis of Pacific Northwest (PNW) watershed groups’ success is lacking. This paper uses data collected from a single survey instrument to determine the status, structure, and success of watershed groups in Idaho, Oregon, and Washington, respectively. Results indicate that watershed group member satisfaction with elements of group structure correlates with levels of perceived group success. Strong leadership within a group and a clear mission statement also indicate higher levels of perceived success. Contrasting realized successes among PNW watershed groups with metrics of perceived success constructed from survey data define watershed groups’ missions and goals and is validated by analysis of the Washington State planning groups’ responses. Overall, PNW watershed groups identified themselves as largely successful. Therefore, the structure, function, and operation identified as characteristic of PNW watershed groups could be used as a model for developing watershed group programming in regions with similar conditions.  相似文献
