Translating policies about sustainable development as a social process and sustainability outcomes into the real world of social–ecological systems involves several challenges. Hence, research policies advocate improved innovative problem-solving capacity. One approach is transdisciplinary research that integrates research disciplines, as well as researchers and practitioners. Drawing upon 14 experiences of problem-solving, we used group modeling to map perceived barriers and bridges for researchers’ and practitioners’ joint knowledge production and learning towards transdisciplinary research. The analysis indicated that the transdisciplinary research process is influenced by (1) the amount of traditional disciplinary formal and informal control, (2) adaptation of project applications to fill the transdisciplinary research agenda, (3) stakeholder participation, and (4) functional team building/development based on self-reflection and experienced leadership. Focusing on implementation of green infrastructure policy as a common denominator for the delivery of ecosystem services and human well-being, we discuss how to diagnose social–ecological systems, and use knowledge production and collaborative learning as treatments. 相似文献

Impacts on industry of Europe's emerging chemicals policy REACh 总被引:1,自引:0,他引:1
For Europe, a new regime in chemicals regulation is about to start. After the proposal of the European Commission concerning the Registration, Evaluation and Authorization of Chemicals (REACh) passed its readings in the European Parliament and some differences with the European Council of Ministers were resolved, the regulation will come into force in June 2007. This paper is focused on the question how serious the cost burdens for industry induced by REACh will be, and whether the New European Member States (NMS) which joined the European Union in May 2004 will be able to cope with the regulation. This evaluation has been done by assessing the legislative, administrative and economic framework in New Member States and by analysing real business cases in companies. The empirical showcase business impact studies are at the same time of interest for companies of EU-15 states, other European countries who may implement the regulation, and even for exporters of raw materials and chemicals outside Europe, who will also have to comply with REACh if they market in the European Community. The results give no indications that REACh adoption will bring significant drawbacks to companies in the NMS. The emerging regulation will bring challenges for individual companies, especially for small and medium-sized ones, but for the European chemical industry as a whole, there is no question that it will be able to cope with REACh burdens without losing its global competitiveness. 相似文献

Abstract: For over 10 years, several species of salmon have been identified as either threatened or endangered in the Snake River Basin of Idaho. The United States Bureau of Reclamation, in cooperation with the National Marine Fisheries Service, has proposed a variety of plans to increase stream flows in the Snake River Basin to facilitate movement by juvenile salmon smolts to the ocean. This research examines two of the flow augmentation plans proposed by the Bureau of Reclamation as well as two alternative plans, one founded purely on existing priority‐based water rights and another geared toward minimizing the effects of flow augmentations on farms profitability. Results from a basin‐wide model of agricultural production in the Snake River Basin, the Snake River Agricultural Model, present evidence that (1) older water rights are used towards production of less valuable crops, (2) flow augmentation scenarios have unequal effects on farms profitability across agricultural regions within the basin, and (3) irrigation water is valued from US$4 to US$59 an acre‐foot. 相似文献

During the 1990s a consensus emerged within the international humanitarian system that there was a need to enhance the 'coherence' between humanitarian and political responses to complex political emergencies. Closer integration between aid and political responses was seen to be necessary in order to address the root causes of conflict-induced crises, and to ensure that aid did not exacerbate political tensions. This paper explores the theory and practice of coherence over the past decade. It argues that, by sleight of hand, the coherence agenda has been reinterpreted such that humanitarian action has become the primary form of political action, rather than merely a substitute for it. The coherence agenda has been driven by geopolitical events, domestic policy considerations in donor countries and the more parochial concerns of aid policy, and is reflected in a number of substantive changes in the humanitarian architecture. Many of the tenets of this 'new humanitarianism' have been embraced by the majority of relief agencies, and thus legitimised it. The paper concludes that political humanitarianism, as opposed to active engagement by political and military actors, is flawed ethically and technically. It will provide neither an effective palliative for the ill effects of war, nor address its causes. 相似文献

This communication summarizes the main findings of INASUD, an European-wide research project on integrated assessment of climate policies. The project aimed at improving the framing of climate policy analysis through the parallel use of various existing integrated assessment models. It provides a comprehensive examination of the link between uncertainty regarding damages and inertia in economic systems. Results show that the Kyoto targets and timing are consistent with the precautionary principle but offers little insurance for longer-term climate protection. Flexibility mechanisms offer potentials for cooperation with developing countries, and are necessary to tap the environmental and economic benefits of joint carbon and sulfur emissions abatement. 相似文献

Abstract: This paper provides an overview and summary of United States and Canadian federal, state, and provincial laws that offer some form of legal protection for environmental flows. Special attention is given to the new “second generation” law established in Texas and to ways western states are beginning to encourage transactions that help restore dewatered streams. Progress in the eastern states and some Canadian provinces to provide environmental flow protection is addressed. Abstract: It is critical to understand the ability of water management to prepare for and respond to the likely increasing duration, frequency, and intensity of droughts brought about by climate variability and change. This article evaluates this ability, or adaptive capacity, within large urban community water systems (CWSs) in Arizona and Georgia. It analyzes interview data on the bridges and barriers to adapting water management approaches in relation to extreme droughts over the past decade. This study not only finds levers for building adaptive capacity that are unique to each state but also identifies several unifying themes that cut across both cases. The interviews also show that a particular bridge or barrier, such as state regulation, is not universally beneficial or detrimental for building adaptive capacity within each state. Such knowledge is useful for improving water and drought management and for understanding how CWSs might prepare for future climate variability and change by removing the barriers and bolstering the bridges in efforts to build adaptive capacity. 相似文献

Abstract: Conservation scientists are concerned about the apparent lack of impact their research is having on policy. By better aligning research with policy needs, conservation science might become more relevant to policy and increase its real‐world salience in the conservation of biological diversity. Consequently, some conservation scientists have embarked on a variety of exercises to identify research questions that, if answered, would provide the evidence base with which to develop and implement effective conservation policies. I synthesized two existing approaches to conceptualizing research impacts. One widely used approach classifies the impacts of research as conceptual, instrumental, and symbolic. Conceptual impacts occur when policy makers are sensitized to new issues and change their beliefs or thinking. Instrumental impacts arise when scientific research has a direct effect on policy decisions. The use of scientific research results to support established policy positions are symbolic impacts. The second approach classifies research issues according to whether scientific knowledge is developed fully and whether the policy issue has been articulated clearly. I believe exercises to identify important research questions have objectives of increasing the clarity of policy issues while strengthening science–policy interactions. This may facilitate the transmission of scientific knowledge to policy makers and, potentially, accelerate the development and implementation of effective conservation policy. Other, similar types of exercises might also be useful. For example, identification of visionary science questions independent of current policy needs, prioritization of best practices for transferring scientific knowledge to policy makers, and identification of questions about human values and their role in political processes could all help advance real‐world conservation science.
