A study of the relationship between natural hazards and climate change in the international context provides the background
for a discussion of the expected changes. In the context of this global discussion, this paper reviews the current perspectives
of those natural hazards that are likely to be influenced by climate change, using northern Canada as a regional case study.
The northern implications of the United Nations Framework Convention on Climate Change are examined, including the status
of climate change action by the northern territorial governments, the evolving role of indigenous people, and the responsibility
for climate change impacts. The difficulties surrounding natural hazards research in remote locations, and the approaches
of indigenous people to natural hazards are then presented. The paper concludes with a suggested policy approach for climate
change and natural hazards in northern Canada, underscoring the need for more comprehensive adaptive strategies to complement
the current tendency to focus on the mitigation of greenhouse gases produced in this region. 相似文献

The broad objective of this special issue of Mitigation and Adaptation Strategies for Global Change is to address some of the gaps in our knowledge and understanding of the policies, programs, and measures that might be applied
to natural hazards and their impacts in an era of climate change. Given the global impacts of climate change and world-wide
pattern of increasing losses from natural hazards we necessarily adopt an international perspective. The specific goals of
the special issue are to: (a) encompass experiential aspects, emphasizing current practice of mitigation and its associated
measures, and their results; and (b) explore primary or root causes of alarming shifts in human and economic costs of environmental
extremes. Special emphasis is placed on how human activities are playing a key role in enhancing vulnerability to NTEE (nature-triggered
environmental extremes), quite independently from the anthropogenic causes of climate change. The goals are also (c) to examine
costs, risks, and benefits (of all kinds including social, political, ecological) of mitigation, and adjustment and adaptation
measures; and (d) analyze policy implications of alternative measures. These components are expected to make significant contributions
to policy considerations – formulation, implementation and evaluation. There is much uncertainty about the rate of climate
change; however, the fact of increase of the atmospheric temperature in the last century is no longer a subject of scientific
or policy debate. Due to such changes in the geophysical parameters, certain types of nature-triggered environmental extreme
events are likely to continue to increase. How global warming will affect regional climates and pertinent variables is not
well known, limiting our ability to predict consequential effects. This factor poses serious constraints against any straightforward
policy decisions. Research findings of the work of this volume reaffirm that human dimensions, specifically our awareness
and decision-making behavior, are powerful explanatory factors of increasing disaster losses. Disaster mitigation through
addressing human, social, and physical vulnerability is one of the best means for contributing to ‘climate change adaptation
plans’, and sustainable development goals. Recent lessons from various countries have depicted that the formulation of mitigation
strategies cannot be exclusively top-down as it requires social, political, and cultural acceptance and sense of ownership.
An interactive, participatory process, involving local communities, produces best expected outcomes concerning mitigation,
preparedness, and recovery. An emerging consensus is that there is a need to move towards the ‘mission’ of the International
Strategy for Disaster Reduction which aims at building disaster resilient communities by promoting increased awareness of
the importance of disaster reduction as an integral component of sustainable development, with the goal of reducing human,
social, economic and environmental losses due to natural hazards and related technological and environmental disasters. Sharing
of best practices and lessons globally is certain to produce more efficiency and understanding in policy and decision making. 相似文献

Interacting forces of climate change and globalization are transforming the Arctic. Triggered by a non-linear shift in sea
ice, this transformation has unleashed mounting interest in opportunities to exploit the region’s natural resources as well
as growing concern about environmental, economic, and political issues associated with such efforts. This article addresses
the implications of this transformation for governance, identifies limitations of existing arrangements, and explores changes
needed to meet new demands. It advocates the development of an Arctic regime complex featuring flexibility across issues and
adaptability over time along with an enhanced role for the Arctic Council both in conducting policy-relevant assessments and
in promoting synergy in interactions among the elements of the emerging Arctic regime complex. The emphasis throughout is
on maximizing the fit between the socioecological features of the Arctic and the character of the governance arrangements

Traditional agriculture benefits a rich diversity of plants and animals. The winter-flooded rice fields in the Qinling Mountains, China, are the last refuge for the endangered Asian crested ibis (Nipponia nippon), and intensive efforts have been made to protect this anthropogenic habitat. Analyses of multi-temporal satellite data indicate that winter-flooded rice fields have been continuously reduced across the current range of crested ibis during the past two decades. The rate of loss of these fields in the core-protected areas has unexpectedly increased to a higher level than that in non-protected areas in the past decade. The best fit (R2 = 0.87) numerical response model of the crested ibis population shows that a reduction of winter-flooded rice fields decreases population growth and predicts that the population growth will be constrained by the decline of traditional winter-flooded rice fields in the coming decades. Our findings suggest that the decline of traditional rice farming is likely to continue to pose a threat to the long-term survival and recovery of the crested ibis population in China.

Regime shift often results in large, abrupt, and persistent changes in the provision of ecosystem services and can therefore have significant impacts on human wellbeing. Understanding regime shifts has profound implications for ecosystem recovery and management. China’s coastal ecosystems have experienced substantial deterioration within the past decades, at a scale and speed the world has never seen before. Yet, information about this coastal ecosystem change from a dynamics perspective is quite limited. In this review, I synthesize existing information on coastal ecosystem regime shifts in China and discuss their interactions and cascading effects. The accumulation of regime shifts in China’s coastal ecosystems suggests that the desired system resilience has been profoundly eroded, increasing the potential of abrupt shifts to undesirable states at a larger scale, especially given multiple escalating pressures. Policy and management strategies need to incorporate resilience approaches in order to cope with future challenges and avoid major losses in China’s coastal ecosystem services.

Solar energy conversion into electricity by photovoltaic modules is now a mature technology. We discuss the need for materials and device developments using conventional silicon and other materials, pointing to the need to use scalable materials and to reduce the energy payback time. Storage of solar energy can be achieved using the energy of light to produce a fuel. We discuss how this can be achieved in a direct process mimicking the photosynthetic processes, using synthetic organic, inorganic, or hybrid materials for light collection and catalysis. The concept of climate compatible development (CCD) is increasingly employed by donors and policy makers seeking ‘triple-wins’ for development, adaptation and mitigation. While CCD rhetoric is becoming more widespread, analyses drawing on empirical cases that present triple-wins are sorely lacking. We address this knowledge gap. Drawing on examples in rural sub-Saharan Africa, we provide the first glimpse into how projects that demonstrate triple-win potential are framed and presented within the scientific literature. We identify that development projects are still commonly evaluated in terms of adaptation or mitigation benefits. Few are framed according to their benefits across all three dimensions. Consequently, where triple-wins are occurring, they are likely to be under-reported. This has important implications, which underestimates the co-benefits that projects can deliver. A more robust academic evidence base for the delivery of triple-wins is necessary to encourage continued donor investment in activities offering the potential to deliver CCD. 相似文献

This perspective paper argues for an urgent need to monitor a set of 12 concrete, measurable indicators of food and water security in the Arctic over time. Such a quantitative indicator approach may be viewed as representing a reductionist rather than a holistic perspective, but is nevertheless necessary for actually knowing what reality aspects to monitor in order to accurately understand, quantify, and be able to project critical changes to food and water security of both indigenous and non-indigenous people in the Arctic. More relevant indicators may be developed in the future, taking us further toward reconciliation between reductionist and holistic approaches to change assessment and understanding. However, the potential of such further development to improved holistic change assessment is not an argument not to urgently start to monitor and quantify the changes in food and water security indicators that are immediately available and adequate for the Arctic context. 相似文献

We modelled the combined effects of past and expected future changes in climate and nitrogen deposition on tree carbon sequestration by European forests for the period 1900-2050. Two scenarios for deposition (current legislation and maximum technically feasible reductions) and two climate scenarios (no change and SRES A1 scenario) were used. Furthermore, the possible limitation of forest growth by calcium, magnesium, potassium and phosphorus is investigated. The area and age structure of the forests was assumed to stay constant to observations during the period 1970-1990. Under these assumptions, the simulations show that the change in forest growth and carbon sequestration in the past is dominated by changes in nitrogen deposition, while climate change is the major driver for future carbon sequestration. However, its impact is reduced by nitrogen availability. Furthermore, limitations in base cations, especially magnesium, and in phosphorus may significantly affect predicted growth in the future. 相似文献
