人口增多,耕地减少,部分地区供水不足,是我国人口与资源矛盾的基本格局。由于人口的压力,对资源实行超强度的利用,使较大范围的地区生态环境恶化,严重威胁农业生产,并成为许多地区多灾、低产、贫困的根本原因,较低的食物人均占有水平,将继续成为中国国民经济发展和人民生活水平提高的严重限制因素。增加食物,必须挖掘资源的潜力,开源与节流相结合,以内涵挖潜为主。首先是要立足现有的耕地,致力于提高单产;同时,合理开发水域、山地、草地等资源,广辟食物来源,提高非耕地资源的生产力,提高林牧渔业的发展水平。耕地应以深度开发为主,走资源节约型(节地、节水、节时、节能)的集约化道路。  相似文献

Assessment of the food chain mobility of heavy metals inthe natural ecosystem receives more attention nowadays. Inthe present study, mulberry-silkworm food chain has beenfocused as a templet to assess the biomobility of heavymetals in soil-higher plant-insect hierarchy. Both in thecase of Cd and Cu treatments, higher mobility wasobserved in the level-1 (soil–root) followed by level-3(leaf–larva), level-4 (larvae–faecal) and level-2(root–leaf). Consequently, roots accumulated more amountsof Cd and Cu, with a limited transport to the leaves.Among the two metals (Cd and Cu) tested, in the plant,the transfer potential of Cd exceeds that of Cu. Whereasin the case of leaf–larval transfer, Cu precedes overCd. Accumulation of Cd and Cu in all the levels (1–4)tested showed a concentration dependent increase, except inthe level 4 (larva–faecal) of Cd treatment where adeclining trend was noticed.  相似文献

本文从土地现实生产力分析和作物潜在生产力估算入手,借助IBM-PC计算机,通过土地资源生产力评价的 MFICA 模式和土地资源优化利用模型的建立,初步框算了定西县1990年、2000年,2025年以及2050年之后的区域农业生产力及其土地资源承载力,进尔阐释了该县土地资源承载力的演变及其土地-粮食-人口关系的可能发展趋势。为区域土地资源承载力研究提供了一条切实可行的途径。  相似文献

对西藏食物保障的自然资源相对优势研究表明 ,光能、生物、旅游资源是西藏食物保障的突出相对优势。这些资源具有独特、再生和易于持续开发利用等突出特点 ;水利资源和矿产资源具有明显的开发利用优势 ,但是 ,与经济落后形成了极大的反差 ,目前开发乏力 ,开发利用将带来后续管理与环境保护的沉重负担 ;耕地、草地与森林资源既具有明显的优势 ,又有突出的劣势 ,主要表现为数量的优势与质量的劣势。西藏未来食物保障 ,取决于如何将这些资源的相对优势有效组合、综合管理和合理开发利用。  相似文献

Risk governance of GM plants and GMfood products is presently subject to heatedscientific and public controversies. Scientistsand representatives of the biotechnologyindustry have dominated debates concerningsafety issues. The public is suspicious withregard to the motives of scientists, companies,and political institutions involved. Thedilemmas posed are nested, embracing valuequestions, scientific uncertainty, andcontextual issues. The obvious lack of data andinsufficient information concerning ecologicaleffects call for application of thePrecautionary Principle (PP). There are,however, divergent opinions among scientistsabout the relevance of putative hazards,definition of potential ``adverse effects,' andwhether actions should be taken to preventharm. The reliance on the concept ofsubstantial equivalence in safety evaluation ofGM food is equally controversial. Consequently,value assumptions embedded in a scientificframework may be a barrier for employment ofthe PP. One of our major conclusions is thatprecautionary GMP usage requires riskassessment criteria yet undeveloped, as well asbroader and more long-term conceptions of risk,uncertainty, and ignorance. Conflicts ofinterest and public participation are otherissues that need to be taken intoconsideration. GMP governance regimes that arejustifiable from a precautionary and ethicalpoint of view must transcend traditionalscientific boundaries to include alternativescientific perspectives as well as publicinvolvement.  相似文献

Thus far, the moral debateconcerning genetically modified foods (GMF) hasfocused on extrinsic consequentialist questionsabout the health effects, environmental impacts,and economic benefits of such foods. Thisextrinsic approach to the morality of GMF isdependent on unsubstantiated empirical claimsand fails to account for the intrinsic moralvalue of food and food choice and theirconnection to the agent's concept of the goodlife. I develop a set of objections to GMFgrounded in the concept of integrity andmaintain that food and food choice can beintimately connected to the agent's personalintegrity. I argue that due to the constitutionof GMF and the manner in which they areproduced, such foods are incompatible with thefundamental values and integrity of certainindividual moral agents or groups. I identifythree types of integrity that are threatened byGMF: religious, consumer, and integrity basedon certain other moral or metaphysical grounds.I maintain that these types of integrity aresufficiently important to provide justificationfor political and societal actions to protectthe interests of those affected. I conclude byproposing specific steps for handling GMFconsistent with the moral principles ofinformed consent, non-maleficence, and respectfor the integrity of all members of society.They include mandatory labeling of GMF, theimplementation of a system for control andregulations concerning such foods, andguaranteed provision of conventional foods.  相似文献

This paper examines the relationship between North American beef consumption and deforestation in South and Central America. Some writers have argued that consumption of hamburgers in North America, particularly hamburgers consumed in fast food restaurants, contributes to the depletion of the rainforest in South and Central America. We survey the published policy literature on the causes of rainforest depletion in the region. We also review the published estimates of the rate and extent of clearing of rainforest that has occurred in South and Central America since 1970. Finally, we review the data on beef imports and consumption in Canada and the United States in a effort to assess the importance of South and Central America as suppliers of beef to the North American market. We conclude that the relationship between beef consumption in North America should not be considered an important cause of forest depletion in South and Central America. Domestic policies and market forces in the countries where rainforests are located are the leading causes of rainforest depletion in this region. This lesson seems to have been lost on some popular and even some textbook writers on this subject. This paper explores linkages between food security and crisis in different contexts, outlining the policy and institutional conditions needed to manage food security during a crisis and to rebuild the resilience of food systems in periods of relative peace. The paper reviews experiences over the past decade of countries in protracted crisis and draws lessons for national and international policy. It assesses the different alternatives on offer in fragile countries to address, for example, the disruption of institutional mechanisms and the decreasing level of support offered by international donors with respect to longer-term expectations. It proposes a Twin Track Approach to enhance food security resilience through specific policies for protracted crises that link immediate hunger relief interventions with a long-term strategy for sustainable growth. Finally, the article analyses policy options and the implications for both short- and longer-term responses vis-à-vis the three dimensions of food security: availability; access; and stability.  相似文献
